Applications are invited for the above Part-time Consultant in General Adult Psychiatry post which forms an important and integral part of a large multi disciplinary team providing a comprehensive General Adult psychiatry service to adults aged between 18 and 65 years and will work with the Community Mental Health Team, Crisis Team and In-patient Service. The associated inpatient beds are based at GartnavelRoyalHospital. The successful applicant will be expected to work closely with CMHT and In-Patient colleagues to provide a full range of services to approximately one third of the Riverside catchment out-patient population (60, 000) suffering from psychiatric illness. The post is shared with another Part-Time Consultant colleague providing in-patient care and treatment to the caseload. The post-holder would be expected to work solely within the Community Mental Health Team although liaison with in-patient services is essential.

The successful candidate would be encouraged to take opportunities available for further education and continuing professional development. Participation in research, education and audit programmes within the service will be supported.

Out of Hours on call responsibilities will be shared with other consultant colleagues on an approximately 1:60 rota.

Applicants must have full GMC Registration, a license to practise and be eligible for inclusion in the GMC Specialist Register. Those trained in the UK should have evidence of higher specialist training leading to CCT or eligibility for specialist registration (CESR) or be within 6 months of confirmed entry from the date of interview. Non-UK applicants must demonstrate equivalent training.

Applications are invited from a dynamic and enthusiastic individual for this 6 PA General Adult Psychiatry post. The successful applicant will form an important and integral part of a large multi disciplinary team providing a general adult psychiatry service to adults aged between 18 and 65 years and will work with the Community Mental Health Team, In-Patient Services and the Crisis Team. The associated in-patient beds are based at Gartnavel Royal Hospital (GRH) although care is provided by a Part Time Consultant colleague.The successful applicant will be expected to work closely with CMHT and in-patient colleagues to provide a full range of services to approximately one third of the Riverside CMHT catchment out-patient population suffering from psychiatric illness.

  1. Current Psychiatric Services – West Glasgow Area

The current post is based in the North West locality of the Glasgow City Health and Social Care Partnership(HSCP) and the Milngavie and Bearsden area within the East Dunbartonshire HSCP.These are 2 of 6 HSCP across the NHS Greater Glasgow and Clyde(NHS GG&C) Health Board Areawhich have recently been established to provide health and care services to the population. The Head of Adult Services responsible for mental health services in both localities is Mr Colin McCormack and the Clinical Director in Psychiatry is Dr David Gerber.The Associate Medical Director for Mental Health is Dr Michael Smith.

The North Westlocality serves a population of around 210,000 based on 2001 census data, with an additional 60,000 at the Lomond area. The weighted population for theRiverside Community Mental Health Team is approximately 45,000 people aged between 18 and 65 years. Community services in Greater Glasgow are based in Resource Centres. There are five adult resource centres in the North Westlocality and West Dunbartonshire: Riverview, Arndale, Goldenhill, Shawpark and Riverside, with an additional team in Helensburgh. The staff within these services constitute the North West Division of Psychiatry. Community services are well established in NHS Greater Glasgow and Clyde and based around community mental health teams. These services, in recent years, have been enhanced by the development of Crisis Services and Primary Care Mental Health Teams.

In-Patient services are based at GartnavelRoyalHospital. This is a modern facility constructed in 2007, which provides state of the art accommodation for service users. There are 6 wards; 3 acute adult wards, 1 IPCU ward and 2 older adult wards. There are 117 acute beds provided in modern single rooms all with en-suite facilities. In addition there is a rehabilitation service, an Addictions ward and day Unit and a Learning Disability In-Patient facility on the campus. The in-patient service is actively supported by Occupational Therapy Services, Dietetics, Physiotherapyy and a well established patient activity service. There is a strong ethos of positive engagement with third sector organisations and service users.

There is an established Liaison Psychiatry service across the Health Board area. Patients in NHS GG&C have access to specialist Psychology, Psychotherapy and Addiction services. The NHS GG&C Perinatal Service, based at Leverndale hospital, provides board wide services and the ESTEEM service provides Early Intervention Psychosis services. There is also a well structured Forensic Psychiatry service providing community, in-patient and Medium Secure services to the Board area. The Community Eating Disorder Service is another Board wide service based in North East Glasgow with admission beds at StobhillHospital. There is also a dedicated Out-Of-Hours Service across the city providing psychiatric nursing assessment and support from 8pm-9am.

  1. Duties of the post

This 6 PA Part time Community General Adult Consultant Psychiatrist post is based at the Riverside Resource Centre, Partick. The Resource Centre covers an approximate population of 45,000, covering a range of housing types and deprivation levels. The successful applicant will be expected to work with colleagues to provide a comprehensive General Adult Psychiatric service to approximately a third of this population. The post holder is responsible for outpatient treatments only, working as part of a multi-disciplinary team.The team comprises psychiatric nursing, occupational therapy, psychology and social work services. There is a part time Consultant colleague providing in-patient care.

There are 4 other Consultant Psychiatrists based at the RiversideResource Centre providing cross cover and excellent peer support.One of these colleagues provides in-patient care and treatment for the caseload shared with the postholder necessitating regular liaison.

In-patient beds are based at GartnavelRoyalHospital, McNair Ward. A full range of support services is available in the in-patient service including Occupational Therapy, Physiotherapy, a full range of nursing staff and continuous trainee medical cover.GartnavelRoyalHospital is actively involved in the Scottish Patient Safety Programme (SPSP).

Applicants must have full GMC registration, a licence to practice and be eligible for inclusion in the GMC Specialist Register. Those trained in the UK should have evidence of higher specialist training leading to a CCT in General Adult Psychiatry or eligibility for specialist registration (CESR) or be within 6 months of confirmed entry from the date of interview. Non-UK applicants must demonstrate equivalent training.

It is desirable that a successful applicant would be an approved medical practitioner in terms of the Mental Health(care and Treatment) (Scotland) Act, 2003 or be eligible to apply. It is essential that the successful applicant has membership of the Royal College of Psychiatrists or equivalent and has a minimum of 3 years Post Graduate experience working in Psychiatry.

The postholder will participate in the out of hours on-call and cover for colleagues during absence in line with arrangements set out in the National Terms and Conditions. The on-call rota covers the whole of North Glasgow covering 3 Hospital sites.An availability supplement of 3% is payable for this work. Out of hours on-call is supported byHigher Specialist Trainees in Psychiatry providing a 2nd on call rota and 24 hour ST/FY junior doctor support on hospital sites.

Domiciliary visits, court reports, Mental Health Act/Adults with Incapacity work and liaison assessments will be undertaken as required. The post will have sessional support as required from a Medical Secretary and access to an ST1-3/FY2 doctor.

This job plan is negotiable and will be agreed between the successful applicant and the Clinical Director. NHS Greater Glasgow & Clyde initially allocates all full time consultants 10 PAs made up of 9 PAs in Direct Clinical Care (DCC) and one core Supporting Professional Activities (SPA) for CPD, audit, clinical governance, appraisal, revalidation, job planning, internal routine communication and management meetings. The precise allocation of SPA time and associate objectives will be agreed with the successful applicant and will be reviewed at annual job planning.

Continuing Professional Development

The post holder will be expected to maintain good professional standing for CPD with the Royal College of Psychiatrists. There is a study leave budget and medical staff are encouraged to ensure that they keep their practice up to date. In addition the post holder will be expected to take part in the annual cycles of peer review, appraisal and job planning.

Teaching/Administration

The post holder will undertake the administrative duties associated with the care of patients and the proper function of the clinical team including appraisal, clinical and non-clinical supervision of medical staff and clinical supervision of non-medical staff. He or she will also be expected to participate in the broader aspect of administration and management within North West Division of Psychiatry and the relevant HSCP’s.

Participation in audit or research is encouraged. The post holder will have the opportunity to be actively involved in the teaching of undergraduate medical students. In addition, the post holder will have the opportunity to participate in the postgraduate teaching of medical staff and staff of other disciplines.
