"In accordance with the provisions of the Open Public Meetings Act, the West Long Branch Board of Education has issued notice of this meeting to be publicized by having the date, time and location of the meeting posted at Betty McElmon Elementary, Frank Antonides School and the West Long Branch Public Library and mailed to the Asbury Park Press, which has been designated as the Board's official newspaper, and The Star Ledger. Notice was also filed with the Borough Clerk and sent to those persons requesting that such notice be mailed to them."

INFORMATION:

Results of the Surplus Sale: On Monday, July 2, 2012 the West Long Branch Board of Education, in accordance with advertised Surplus Sale, announced its intention to open bid proposals that had been advertised for surplus sale items:

A total of two (2) bids were received. There were two other interested parties, one of which withdrew their bid after receiving the description, the other failed to submit their bid by the deadline.

Item #25 sold for $3.00 and the rest of the items sold for $77.60.

ACTION ITEM:

1.  Move to approve, upon the recommendation of the Interim Superintendent, the amendment of the Third Renewal (4th year of service) of the West Long Branch Board of Education and Sodexo Management, INC., beginning July 1, 2012 and ending on June 30, 2012 to manage the School Lunch Program. Sodexo guarantees that the District shall receive an annual Surplus of Eight Thousand Dollars ($8,000). Third Renewal Fees are as follows:

CURRICULUM AND INSTRUCTION

1.  Move to approve, upon the recommendation of the Interim Superintendent, for Patricia Colaguori, Pre-K Teacher to conduct Pre-K Orientation on August 29, 2012 for students and parents at the rate of $40.00 per hour for two (2) hours.

2.  Move to approve, upon the recommendation of the Interim Superintendent, the following Instructional Aides to assist with Pre-K Orientation on August 29, 2012 for students and parents at $13.76 per hour: two (2) hours each:

Bentley, Deborah 2 hours at $13.76 per hour

Rosamilia, Lynne 2 hours at $13.76 per hour

3.  Move to approve, upon the recommendation of the Interim Superintendent, approval of Level I Services from the N.J. Commission for the Blind for two students ID # 4711368671 and ID # 3767305269 as per their IEP’s at $1,700.00 each for the 2012-13 school year (which is subtracted from our state aid).

4.  Move to approve, upon the recommendation of the Interim Superintendent, for Dawn Gibson, District Teacher of the Deaf/Hearing Impaired to provide instruction to Shore Regional Student ID #2602922693 for five (5) periods per week (plus one (1) planning period) for a total of six (6) periods per week effective September 6, 2012 until June 20, 2013. (Shore will be billed for these services plus teacher’s travel expenses).

5.  Move to approve, upon the recommendation of the Interim Superintendent, the placement of student ID # 8290185232, whose IEP requires a Special Class program with specialized related services to attend Collier School, Wickatunk, N.J. effective September 5, 2012 until June 20, 2013 for a total of $52,570.00. Transportation will be arranged through Shore Regional at a to be determined rate.

6.  Move to approve, upon the recommendation of the Interim Superintendent, for student ID # 4627373417 as per the IEP, to attend the Total Learning Center, Neptune, N.J. effective September 10, 2012 until May 9, 2013 for a total of $5,040.00. Student will be transported at parental expense.

4.  Move to approve, upon the recommendation of the Interim Superintendent, the Resolution Indemnity and Trust Renewal Agreement between the West Long Branch Board of Education and NJ School Boards Insurance Group.

THIS AGREEMENT, made this ______day of ______, 2012, in the County of Monmouth, State of New Jersey, by and between New Jersey School Boards Association Insurance Group, hereinafter referred to as “NJSBAIG”, and the ______of the ______, hereinafter referred to as “Educational Institution”;

WHEREAS, the NJSBAIG seeks to provide its members with protection, services and savings relating to insurance and self-insurance;

WHEREAS, two or more educational institutions have collectively formed a joint insurance fund as is authorized and described in N.J.S.A. 18A:18B-1 et. seg. and the regulations promulgated pursuant thereto;

WHEREAS, the Educational Institution has resolved to apply for and/or renew its membership with NJSBAIG; and

WHEREAS, the Educational Institution certifies that it has not defaulted on a claim, and has not been cancelled for non-payment of insurance premium for a period of at least two (2) years prior to the date of its application to NJSBAIG.

NOW, THEREFORE, it is agreed as follows:

The Educational Institution hereby establishes/renews its membership with NJSBAIG for a
three (3) year period, beginning July 1, 2011, and ending July 1, 2014 at 12:01 a.m. eastern standard time.

The Educational Institution agrees to participate in NJSBAIG with respect to the types of
coverage stated in the Renewal of Membership Resolution, attached hereto as Exhibit "A".

The Educational Institution hereby ratifies and affirms the bylaws and other organizational and
operational documents of NJSBAIG and as from time to time amended by NJSBAIG and/or Department of Banking and Insurance in accordance with the applicable statutes and regulations as if each and every one of said documents were re-executed contemporaneously herewith.

The Educational Institution agrees to be a participating member of NJSBAIG for the period
herein provided for and to comply with all of the rules and regulations and obligations associated with said membership.

In consideration of membership in NJSBAIG, the Educational Institution agrees that for those
types of coverage in which it participates, the Educational Institution shall jointly and severally assume and discharge the liability of each and every member of NJSBAIG all of whom, as a condition of membership in NJSBAIG, shall execute a verbatim counterpart to this Agreement. By execution hereof the full faith and credit of the Educational Institution is pledged to the punctual payment of any sums which shall become due to NJSBAIG in accordance with the bylaws thereof, this Agreement or any applicable statute or regulation.

If NJSBAIG, in the enforcement of any part of this Agreement, shall incur necessary expense or become obligated to pay attorney’s fees and/or court costs, the Educational Institution agrees to reimburse NJSBAIG for all such reasonable expenses, fees and costs on demand.

The Educational Institution and NJSBAIG agree that NJSBAIG shalt hold all monies paid by the Educational Institution to NJSBAIG claimants all in accordance with applicable statutes and/or regulations.

NJSBAIG shall establish and maintain Trust Accounts in accordance with N.J.S.A. 18A: 1813-1 et. seq. and such other statutes and regulations as may be applicable.

The Business Official designated in the Resolution to Renew Membership is hereby authorized to execute the Agreement to renew membership.

2.  Move to approve, upon the recommendation of the Interim Superintendent, the increase of petty cash from $250.00 to $500.00.

PERSONNEL

1.  Move to approve, upon the recommendation of the Interim Superintendent, salary adjustment for Kim Villano, from BA Step 3-4 ($45,975) to BA +30 Step 3-4 ($47,550). Effective September 1, 2012.

2.  Move to approve, upon the recommendation of the Interim Superintendent, the employment of Timothy Byrd as a full-time bus driver, ten month (10) position effective September 1, 2012 through June 30, 2013 at a salary $16,000 with Single Health Benefits.

3.  Move to approve, upon the recommendation of the Interim Superintendent, the tuition reimbursement of $644.00 for Angel Somers for completion of a college course, per contract.
