Back-to-School Traffic Safety

With school starting next week, I challenge and encourage every man, woman, and child in Rocklin to obey all traffic laws and to use good judgment and common sense as they travel around town. There will be thousands of children making their way to and from school each day, and the volume of pedestrian, bicycle, and vehicle traffic is sure to heavy.

The Rocklin Police Department will have additional officers working during the first few days of school to provide traffic safety and enforcement around our schools. Sergeant Bob Martin and Officers Casey Finney and Jeff Amado will be patrolling on motorcycles, and School Resource Officers Brad Alford, Chris Osborne, and Larry Muldoon will be out in their patrol cars. Additionally, all Rocklin police officers will be asked to spend time patrolling the streets around the schools located within their beats.

You can do your part, too. Please take the time to discuss the following traffic laws and safety tips with every member of your family so you can avoid citations, accidents, injuries, and personal tragedy:

Drivers:

  • Expect the unexpected. Watch for pedestrians and bicyclists that suddenly appear from behind parked cars, buses, or other obstructions.
  • Allow extra time getting to school.
  • Be careful where you stop to drop your children off. Park in a legal place. Don’t drop your children off in the middle of the roadway where they will be more likely to create a hazard and/or be struck by a car. Follow your local school parking rules to keep traffic flowing smoothly.
  • Remember to stop for school buses that display their “stop signs and warning lights.”
  • Drivers should yield the right-of-way to pedestrians crossing the roadway within any marked crosswalk or unmarked crosswalk at an intersection.
  • Whenever any vehicle has stopped at a crosswalk to allow a pedestrian to cross the street, the driver of any other vehicle approaching from the rear shall not overtake and pass the stopped vehicle.
  • Drivers shall yield the right-of-way to pedestrians before driving over or upon any sidewalk.

Pedestrians:

  • It’s against the law for a pedestrian to suddenly leave a curb or other place of safety and walk or run into the path of a vehicle which is so close as to constitute an immediate hazard.
  • No pedestrian shall unnecessarily stop or delay traffic within any marked or unmarked crosswalk.
  • Pedestrians shall not cross the roadway at any place except in a crosswalk between adjacent intersections that are controlled by traffic control signal devices or by police officers. Don’t “jaywalk”.
  • No pedestrian shall stand in a roadway for the purpose of hitch-hiking.

Bicyclists:

  • Every person riding a bicycle upon a highway has all the rights and is subject to all the provisions applicable to the driver of a vehicle. In other words, bicyclists who run stop signs, ride on the wrong side of the roadway, ride during darkness without proper lighting, or ride at speeds that are unsafe for conditions, are subject to the same enforcement as people who drive vehicles.
  • Any person under the age of 18 must wear an approved helmet while riding a bicycle. It must also fit properly and be securely fastened.
  • No person shall ride a bicycle which is of such a size as to prevent the operator from safely stopping the bicycle, supporting it in an upright position with at least one foot on the ground, and restarting it in a safe manner.
  • It is unlaw for a bicyclist to allow people to ride on the handlebars, to pull someone on a skateboard, roller skates, etc., or to be pulled by a vehicle.
  • Bicyclists should ride as close as possible to the right side of the roadway.
  • Many bicycle accidents result from riders pulling out from behind or between parked cars. This is very dangerous.

Need Help From The Fire Department?

Since every second counts in an emergency, there are things you can do to assist those who will respond to your call for help.

Is Your Address Visible?

  • To assist emergency personnel in quickly locating the appropriate address, make sure your address numbers are easily seen from the street. Reflective or illuminated numbers are best for nighttime visibility.

Homeowners:

  • Make sure your address is clearly readable at night, 100 feet or more from either direction, by vehicles traveling on the main roadway.
  • The numbers should be at least 4 inches tall, and should contrast with the color of your house.
  • If you share a main driveway with multiple homeowners, make sure a clearly visible address marker for all addresses is posted on the main driveway, as well as an address marker at the entrance to each individual home’s driveway.

Apartments:

  • Complex address numbers should be at least 6 inches tall, contrast with the background, and be visible from the street.
  • Post apartment numbers conspicuously, contrasting with background, and at least three inches in height.

Are the Fire Hydrants Visible?

  • In the event of a fire, firefighters may need to get to a hydrant for water supply. An obstruction of fencing, tree branches, bushes, weeds or brush may cause a delay as firefighters try to get to the water source needed to extinguish your fire.
  • Make sure there is a 3-foot clearance of debris and obstructions around fire hydrants.
  • The reflective blue buttons in the middle of the street or at intersections help firefighters locate the nearest fire hydrant.
  • A fire hydrant that is leaking, broken, missing caps or malfunctioning, as well as a broken or missing reflective blue button, should be reported to the Rocklin Fire Department at (916) 625-5300.
  • Don't block a fire hydrant by parking a vehicle next to it. Vehicles cannot be parked any closer than 15 feet to a fire hydrant from any direction. Remember, your actions may cause a delay in being able to supply water to an emergency that continues to grow until intervention takes place.
