=> Schat-Harding+ Navim 22.1.08: Agree with Fassmer Comments and would recommend that we use the last ILAMA response to the correspondence group - Peter to provide a copy to all Attendees.

=> FASSMER/ Reinke-reply: These comments are already contained in the a.m. file of DE 51-8 which was already sent around but is attached again

=> FASSMER/ Reinke 28-1-08: As instructed by the technical committee, I propose in the following a statement from ILAMA to the MSC1/ Circ. 1206- section:

ILAMA- STATEMENT : ILAMA has no statement on the approval of service providers within MSC.1/ Circ. 1206.

However ILAMA wishes to point out that ILAMA supports generally the introduction and mandatory application of Circ. 1206 as soon as possible which is regarded as a important step towards more safety after having seen and solved many extremely dangerous situations onboard ships during the services done so far .

Comments on proposals regarding free-fall seats in the report of the Correspondence Group on Life-saving Appliances (LSA) => 14-1-08: download impossible

Mr. Chairman,

ILAMA presents DE 51/8/1 to present ILAMA- opinion of some of the proposals written in square brackets.

Further we think further measures in figure 2 are required to design an optimal seat. We assume for example Mr. Nelson from USCG could give some valuable input there after all the investigations he did so far.

Finally and most important we want to point out our concern against the use of head belts in freefall boats which is in our opinion very dangerous and could lead to broken necks

=> Norsafe: LG 23.01.08:

My comment to this issue is that we are very specific in detail description of seats. We should rather make more functional requirements and instead of detail dimensioning of seats. We should give standard dimensions of a person taken from an average size in an international anthropometric standard. Necessary free spaces and comfort requirement could be specified in the regulation.

MEASURES TO PREVENT ACCIDENTS WITH LIFEBOATS
Comments on proposals regarding release systems in the report of the Correspondence Group on Life-saving Appliances (LSA) => 14-1-08: download+print, no comment. ILAMA INTRODUCTION TEXT:

Mr. Chairman,

ILAMA presents DE 51/8/2 to recommend some changes of the Correspondence group proposal regarding release gear.

Further ILAMA has great concern regarding the new paragraph 4.4.7.6.3bis which seems to promote a brand new hook system which seems to have very welcome features, but is yet not long- time tested in practical condition. Also that system might have hidden dangers which must be detected and removed before making such a system mandatory.

ILAMA therefore recommends to delete this paragraph and provide more time to establish complete new release gear regulation by a special work group or similar by establishing a new agenda item for release gear.

In addition to this paper ILAMA presents in DE 51/ INF. 5 the current status of release gear discussion inside ILAMA which we kindly ask to note a well.

Finally ILAMA recommends mandatory introduction of a safety pin for new hook and retrofitting of such pin or a safety strop on existing hooks were possible. Although this was rejected at DE 50, discussions in meantime seam to show wide acceptance of such safety device

=> Norsafe: LG 23.01.08:

Ilama should not recommend using safety pin and other means of safety remedies during training. It should be up to the authority to decide.

More specific instruction on evaluation and changing of old release gears are missing and should be asked for.

For maintenance purposes there are needs for securing device.

=> FASSMER/ Reinke-reply 28-1-08: Above is the introduction for the paper we already submitted. A change is therefore not possible

ILAMA/SCI=> We do not agree with Leiv’s comments here. As ILAMA is only recommending the use of a pin, then of course, it will always remain the choice of the administration to ultimately decide or not whether such devices are used or not, during training or any other times as seen fit. As has been noted by others, the discussion of the FPD, as presented at DE50 was initially rejected. However, over the intervening time period, there has been a large degree of support for this proposal, to be used as an interim measure and at the discretion of the Master of the vessel.

ILAMA/SSI 29-1-08 => SSI can not agree with ILAMA recommending the MANDATORY use of safety pins, as this assumes that all disengaging apparatus are designed to need this type of safety pin, however SSI would agree with the use of safety strops in the interim period to provide means of additional safety.

=> FASSMER/ Reinke-reply 28-1-08: comment can not be considered- this is the contents of our paper which we can not withdraw now.

Although SSI has not yet disclosed any details of their hook, I have several areas of concern with the hook (these might be settled if details are known), which would make also a safety pin (and hydrostatic interlock!) reasonable for the Triple5

44.MEASURES TO PREVENT ACCIDENTS WITH LIFEBOATS
Training of ships’ officers and crew in respect of LSA equipment on board ships

=> 15-1-08 Rei: download+print, ILAMA to provide INTRODUCTION TEXT: IF 51/8/8 is correct and 5-yearly re-training for lifeboats and hooks IS ALREADY UNDER DISCUSSION, our doc authors should check this and make a reference to this in the introduction: We should then either withdraw our doc or recommend a note to STWC to have special consideration of release gear education during the 5-yearly training

ILAMA presents DE 51/8/3 to recommend that more attention isfocussed on the training of Crew and Officers with their LSA Equipment.

Recent discussions have highlighted - design, maintenance and training as the three elements of the interface of the equipment and the operator.

More focus is required to ensure that Crew/Officers understand and operate the equipment.

=> FASSMER/ Reinke-reply: to consider the reply in 51/8/8 to our paper, I propose some small amendments:

ILAMA appreciates the current fruitful discussions on design and maintenance, but we think more focus is required to ensure that Crew/Officers understand and operate the equipment.
ILAMA noted that after our submission DE 51/8/8 informed us that Training ashore is already contained within the basic safety training and retraining on a five yearly basis is currently on the agenda of the Sub-Committee on Standards of Training and Watchkeeping.

In this case ILAMA would recommend that DE should encourage SCTW to decide in favour of the mentioned five- yearly re- training
