Mayor Walt Bargen called the meeting to order at 7:00 p.m.

Dana Walker, Imlay City DDA Director, addressed the commission to thank and support Imlay City Molded Products. Imlay City DDA fully supports Imlay City Molded Products and their plans for expansion.

  1. Request to establish an Industrial Development District-Imlay City Molded Products

Motion by Rankin, seconded by Planck to enter all notices, publications and communications into the record and open the Public Hearing.

Unanimously carried.

The Public Hearing opened at 7:04 pm.

City Manager Tom Youatt stated the correctapplication procedureswere followed and he is in support.

Mayor Bargen closed the Public Hearing at 7:07 pm.

  1. Industrial Facilities Tax Exemption Request-Imlay City Molded Products

Motion by Rankin, seconded by Planck to enter all notices, publications and communications into the record and open the Public Hearing.

Unanimously carried.

The Public Hearing opened at 7:08 pm

Patricia Lucas, Executive Director Lapeer Development Corporation, stated real property investment of $235,000 plus $180,000 in personal property investment, for a total project of $415,000. The IFT request is for 12 year which the state allows. Commissioner Planck asked if the district would be the entire map? All three parcels are owned by Imlay City Molded Products and included in the district. Yes that would be correct.

Mayor Bargen closed the Public Hearing at 7:10 pm.

  1. M-53 Corridor Plan Proposals

City Manager Tom Youatt stated there were three (3) proposals for M-53 Corridor Plan presented to the Planning Commission. After discussion it was recommended that the bid be awarded to Spicer Group for $15,000.00, which was the low bid. Other bids received were from LSL Planning for $18,800 and from FleisVandenbrink for $33,900.00.

Motion by Rankin, seconded by Dennis to accept the bid from Spicer Group in the amount of $15,000.

  1. Presentation of Proclamation for Rick Ludwig

Mayor Bargen postponed due to Rick Ludwig not being in attendance.

  1. Resolution #2015-10 to approve Industrial Development District

Commissioner Dennis asked to abstain from voting on items pertaining to Imlay City Molded Products. Mayor Bargen agreed to allow him to abstain.

Motion by Rankin seconded by Badder to adopt Resolution 2015-10 to approvethe Industrial Development District of Imlay City Molded Products, Inc. as presented.

  1. Resolution #2015-11 to approve Industrial Facilities Tax Exemption

Motion by Rankin seconded by Ramirez to approve Resolution 2015-11to

approve the application for an Industrial Facilities Tax Exemption for Imlay City Molded

Products.

Motion by Rankin seconded by Planck to approve Tax Abatement Agreement-Imlay City

  1. Resignation of Traci Pewinski, Deputy Clerk/Utility Biller

City Manager Tom Youatt stated that Traci Pewinski, Deputy Clerk/Utility Biller has

provided the City with her resignation effective May 1, 2015. Youatt stated Traci has

done a great job and it will be sad to see her leave.

Motion by Rankin seconded by Dennis to accept the resignation of Traci Pewinski,

with regret.

11. MANAGER’S REPORT

City Manager Tom Youattreported to the Commission hydrant flushing was delayed due to weather. City Clerk/Treasurer provided a time line for possible millage proposal for road or infrastructure improvement for the November 2015 ballot. City Manager Tom Youatt and DPW Superindent Ed Priehs will put together list of streets that need attention. City Manager Tom Youatt noted although county road millage proposal last November was defeated voters in Imlay City were supportive. City Manager Tom Youatt mentioned that the photos included in packets are of the ice damage at the water tower. Repair work is covered in a maintenance agreement. There is a hole due to ice, cold weather may have to chip ice, company will be out next week. New water lines on 4th street would help this problem.

12. OTHER BUSINESS

Commissioner Dennis suggested the possibility of polling citizens for road millage input. Background on special assessment check with city attorneyregarding tax implication everyone uses roads. DDA Director Dana Walker stated on May 11, 2015 Imlay City Spark group meets might be a good idea to ask there. Mayor Bargen mentioned that May 7th will be the first day of Garage Sale Mania. DDA Director Dana Walker mentioned that the Farmers Market opens on May 7th and there is a SEED Open House on May 7th. She said that there is about twelve (12) open spaces in the DDA District. It will be a busy weekend.
