Honor Guard Commander;
I would like to take this opportunity to thank each of you for taking the time to participate in this year’s Illinois Police Officer’s Memorial Service, which will be held May 01,2014. Enclosed areinstructions for both the Church and Memorial site. Hopefully these will answer the majority of questions you may have.
Cathedral of The Immaculate Conception will be the location of church services again this year. Bring all rifles and flags to the Church. They will be used at the Church and immediately after the serviceswhen we march to the memorial site. Bus will be held at the church for transportation to the capitol if needed dueto weather.
At the Memorial site, the only National Flag posted will be with Grundy County Honor Guard, this years host agency. The Mourning flags will be posted by the NormalPoliceDepartment. Four (4) State Flags will be posted between rifle guards circling the Statue. Departmental Flags and remaining rifle guards will fill in behind the Statue in ranks with each Honor Guard Unit standing as a Unit.
To maintain some uniformity, I request that long sleeve shirts be worn. I know some Units wear jackets which is also acceptable. Mourning bands should be worn on badges.
I would like to meet all Units at the Memorial Site no later than 0700 hrs so placement can be determined and any questions answered, please bring your flags and rifles at this time. I will also pass out participation banners at this time. We will then meet the transport busses at the Armory at 0745 hrs. We should arrive at the Church in plenty of time to establish positions. Parking for squad cars will be on the North side of Monroe Street. In case of rain, we will meet in the IllinoisStateLibrary located at Second and Monroe Streets (Southeast corner) instead of the statue. It is important that everyone is on time.

CHURCH SERVICE

We will be posting outside of the Church and National Colors will once again be used. The National Colors will be posted along with rifle guards to the left of the main doors as facing from the street. State Flags will post across from the National Colors in the same order. Joliet Police Departmentand Oak Lawn Police Department will supply rifle guards for the National Colors. Illinois State Police and Rockford Police Department will supply rifle guards for State Colors. The order will be as follows;

Springfield Police Department, Arlington Heights Police Department, Illinois Capitol Police Department, Morton Grove Police Department, Mc Henry County Chief’s of Police Honor Guardand Lockport Police Department will post a rifle guard outside the doors of the Church.

Sangamon County Sheriff’s Department, O’Fallon Police Department, Oak Brook Police Department, Rosemont Public Safety Department,Secretary of State Policeand Northern Illinois Multi-Jurisdiction Honor Guard will post guards at the inside doors of the Church. Grundy County Honor Guard will post the State and National Mourning Flags (meet with SangamonCounty Sheriff’s Honor Guard to get the flags) outside of the doors to the sanctuary.

Illinois Department of Corrections and Will County Sheriff’s Department will post at the outside doors of the family entrance (south door), Mc Henry County Wide Honor Guard and Woodridge Police Department will post on the inside doors of the family entrance. Once the families have exited this room to view the motorcade, these positions will be released.

A combined Honor Guard consisting of IllinoisState Police,Secretary of State Police, Sangamon County Sheriff’s Department and Springfield Police Department, will escort surviving family members into the church, post colors at the church as well as escort families to their seats at the Memorial Site. They will remain at the end of the seating rows during the ceremony at the Memorial Site.

One member from FBI – Springfield, Oak Brook Police Department, Normal Police Department, Morton Grove Police Department, Rosemont Public Safety DepartmentandWill County Honor Guard will be ushers inside the church to hand out programs.

Weather permitting,all Honor Guards will march to the Capitol. Sangamon County Sheriff’s Honor Guard will carry the National and State Mourning Flags in the procession. Normal Police Department will then post the Mourning Flags by the wreaths at the Memorial Site. National Colors will not be posted at the Memorial Site except by the Grundy County Sheriff’s Department.

This yearThe Pipes and Drums of the Chicago Police Departmentwill follow Sangamon County Sheriff’s Department in the parade and The Pipes and Drums of the Emerald Society – Chicagowill stay at the church till the end of the service and then will be the last unit in the parade.
