Spring Meeting

President, Bill Million, called the meeting to order at 9:55 a.m. Bill thanked Lisa Woessner for coordinating the pre-meeting mixer. Minutes of the Fall Meeting were presented as printed in the booklet. Pam Jacobs moved to accept the minutes and Deanna Franklin seconded the motion. Motion passed.

Fran Steitmatter, Treasurer, gave the Treasurer’s Report. Dan Dawson moved to file the report for audit; Anne Wend seconded the motion. Motion passed. Dan Dawson reported that $272 was collected from the team for Chris Anderson’s reception in Norfolk. Extra funds were given to the IEPYE treasury. Tina Veal presented a bill of $51.50 for business cards the PR & I committee had printed to advertise the web site.

Regional Director Reports

Northwest – Debbie Moser reported the region met in December to learn about special needs audiences. Another meeting is planned for June. Five members from the region were present.

Northeast – Mary Ann Peterson reported the region will be meeting in April. One member from the region was present.

East Central – Kim Goodrich reported the region is planning to meet in April. Soy foods initiative will be on the agenda. Fifteen members from the region were present.

West Central – Deanna Franklin reported the region met for a holiday party and have a meeting scheduled for June 6. Nine members from the region were present.

Southern – Melinda States reported the region conducted a book collection for children and are planning a flower planting project in the spring. Four members were present.

Committee Reports

Diversity – Carolyn Ashton reported the committee is planning diversity awareness programs for paraprofessional conference and annual conference.

Member Recognition – Dana Homann indicated there were 51 award applications submitted in 27 categories. Award applications have been reviewed and will be forwarded to the North Central contact by April 1.

Membership – Pat McGlaughlin thanked everyone for recruiting new members. There was an increase of 11 IEPYE memberships, 15 additional NAE4HA memberships and 1 life membership.

News and Views – Natalie Bosecker reminded members that the newsletters are posted on the web site. Upcoming newsletter deadlines are April 4 and July 3.

Professional Improvement – Deanna Franklin reported the committee has selected a speaker for the Fall Meeting. Office Communications will be the topic. The committee is also working on PDO proposals and newsletter articles.

Programs – Mary Ann Peterson reported National 4-H Week information will be sent to county offices in August. The committee is planning to update 4-H clip art and post it to the web.

Public Relations and Information – Tina Veal reported the new IEPYE display has been completed. The committee also designed and printed business cards with the IEPYE web site.

Advisory – Diane Baker encouraged members to share their experiences and benefits of membership with new or prospective members. The committee is also continuing to discuss the nominating procedure for election of officers.

Related Committees

IL 4-H Foundation – report printed in booklet.

Field Staff Advisory – Lisa Woessner reported the Strategic Agenda has been the topic of recent meetings. Members can forward comments related to the document to Lisa. There has also been discussion that the pay period will be changing from the 21st of the month to the 15th beginning in August.

IL JCEP – Next year’s meeting will be held the first week of March. Forward ideas for speakers or topics to Bill Million.

IL JCEP Employee Benefits – Sherry Fulton announced there will be a Successful Retirement workshop in June.

Administrative Comments

Jan Seitz welcomed Sheri Seibold to the State 4-H Staff. Upcoming events include the Youth Development Team Retreat focusing on Positive Youth Development in March, Legislative Connection including a new track for club presidents, 4-H Day with the Cardinals, and the North Central Volunteer Forum. Several grant opportunities are being explored including the Rural Development Fund for after school programming and the National Science Foundation for math and science curriculum, biotechnology, technology teams, and career exploration in math and science.

Judy Taylor made a motion to donate $100 in Jan’s honor to the Illinois 4-H Foundation Character Education Fund. Chris Anderson seconded the motion. The motion passed.

Unfinished Business

Recognition of New Members – Pat McGlaughlin gave certificates of recognition to new IEPYE and NAE4HA members.

On behalf of Chris Roegge, Dan Dawson presented the Bowl and Pitcher Award to Chris Anderson for his leadership in NAE4HA.

New Business

North Central Regional Officers Workshop – Bill Million reported that he and Lisa Woessner attended the workshop representing IEPYE.

NAE4HA Update – Chris Anderson gave an update on national efforts including the Youth Development Apprenticeship Program, defining 4-H Youth Development Scholarship, core competencies grant opportunity, and the National Conversation implementation plan. Chris also thanked everyone for their support during his campaign.

PILD Conference – Lisa Woessner will be representing IEPYE in Washington D.C. during May.

Officer Election Process – Diane Backer asked for feedback to the options Advisory Committee gave members regarding the officer nomination procedure. Option 1 – competitive vote, Option 2 – noncompetitive vote, Option 3 – split vote. Feedback will be taken to the committee.

IEPYE Board Positions Open – The East Central Regional Director and the Professional Improvement Committee Chair will be open this fall.

IEPYE Fall Meeting – The fall meeting is scheduled for August 28 at the Springfield Extension Center.

NAE4HA Annual Meeting at Galaxy II – Conference headquarters will be at the Hilton. Conference registration will be available around April 1-15. The conference begins on Sunday, September 21. Saturday arrival is suggested. Member recognition will be held on Thursday evening at a Regional Awards Banquet. State’s Night Out will be Tuesday evening. Dan Dawson agreed to coordinate. Steve Wagoner has been asked to run for North Central Regional Director. Dana Homann made a motion for IEPYE to support Steve in his campaign for the office. Pam Jacobs seconded the motion. The motion passed.

IL JCEP Spring 2004 Meeting – Meeting being planned for first week of March 2004.

With no other business, the meeting adjourned at 11:35 a.m.
