IV.Introduction:

The Lamfugon Elementary School is a child friendly and safe

school. All teachers, school officials and school personnel of the

Lamfugon Elementary School have a common commitment to the

prevention of abuse, exploitation and violence; and the protection of

children. Abuse, exploitation and violence against children happen to all

children and the Lamfugon Elementary School have a zero tolerance

policy for any act of child abuse, exploitation, violence, discrimination,

bullying and other forms of abuse. Our principal, teachers and all other

school personnel will at all times demonstrate the highest standards of

behaviour towards children and the standards of behaviour outlined in

this policy apply to both the private and professional lives of all school

teachers and personnel.

The Lamfugon Elementary School established the School Child

Protection Committee last 2012. And due to the rigid campaign of the

national government and some NGO’s we were given workshops and

trainings for these programs. We also form our Child Protection Policy

to the school as the bases of the program.

V. Scopeand Limitations

The Lamfugon Elementary School Child Protection Policy cover every

rights of the child, giving them assistance and support in their needs to

grow as a well develop and have good values individuals.

All forms of violence against children involve the abuse of children's

rights. All children have equal rights to protection from abuse, exploitation,

neglect and violence. The situation of all children must be improved

through the promotion of their rights as set out in the UN Convention on the

Rights of the Child. This includes the right to freedom from abuse,

exploitation, neglect and violence. Violence against children including

corporal punishment is never acceptable. We have a commitment to

protecting children with/for whom we work.

VI. Definitions of Terms:

Child – refers to any person below eighteen (18) years of age or those

over but is unable to fully take care of them or protect themselves from

abuse, neglect, cruelty, exploitation or discrimination because of a

physical or mental disability or condition

Child Abuse – refers to the maltreatment of a child, whether habitual or

not, which includes any of the following: (1) Psychological or physical

abuse, neglect, cruelty, sexual abuse and emotional maltreatment; (2)

Any act by deeds or words which debases, degrades or demeans the

intrinsic worth and dignity of a child as a human being; (3) Unreasonable

deprivation of the child’s basic needs for survival, such as food and

shelter; or (4) Failure to immediately give medical treatment to an injured

child resulting in serious impairment of his growth and development or in

the child’s permanent incapacity or death.

Child exploitation - refers to the use of children for someone else’s

advantage, gratificationor profit often resulting in unjust, cruel and

harmful treatment of the child. These activities disrupt the child’s normal

physical or mental health, education, moral or social emotional

development. It covers situations of manipulation, misuse, abuse,

victimization, oppression or ill-treatment.

Violence against children committed in schools - refers to a single

act or a series of acts committed by school administrators, academic

and non-academic personnel against a child, which result in or is likely

to result in physical, sexual, psychological harm or suffering, or other

abuses including threats of such acts, battery, assault, coercion,

harassment or arbitrary deprivation of liberty.

Corporal Punishment - refers to a kind of punishment or penalty

imposed for an alleged or actual offense, which is carried out or inflicted,

for the purpose of discipline, training or control, by a teacher, school

administrator, an adult, or any other child, who has been given or has

assumed authority or responsibility for punishment or discipline.

Positive and non-violent discipline of children – refers to a way of

thinking and a holistic, constructive and pro-active approach to teaching

that helps children develop appropriate thinking and behaviour in the

short and long-term; and fosters self-discipline.

Bullying-Refers to any severe or repeated use by one or more

students of a written, verbal or electronic expression or physical act or

gesture or any combination hereof directed at another student that has

the effect of actually causing or placing the latter in reasonable fear of

physicalor emotional harm or damage to his property; creating a hostile

environment at school for the other student; infringing on the rights

of another student at the school; or materially and substantially

disrupting the education process or the orderly operation of a school.

VII. Signs of Abuses/ Bullying Occurring in the School

A lot of indications and cases happened in the school about abuses

and bullying. There are cases happened last year like having Grade 3

and Grade 4 boys were quarrelling and fight with each other due to a

small things they don’t agree with all about. On the next day the some of

them brought deadly weapons made up of fork and knife. Other case

also happened last March that some of the Grade 5 and Grade 6 pupils

fight with each other due to jealousy with one of the girl in Grade 5.

The Grade 6 pupil sent a love letter to the girl from Grade 5 and one of

his classmate got angry jealous. After 2 days the two boys got quarrel

early in the morning before flag ceremony and some of their friends and

classmates also join and help each other in fighting. We all shock about

what happened. So we conducted a surprise inspection of the pupil’s

bags and we confiscated the deadly weapons they brought to the

school. We refer the problems to our of PTA President to help us in

giving proper decision for the parents and their child to cut the bad

behaviour of their pupils.

We have also verbal and physical abuse cases of teachers to

their pupilsthat happened last March, 2013 and last June 2014 that was

reported and settled to the barangay council.

VIII. Interventions/Policies/Code of Conduct

Interventions:

The interventions made by the school about the cases happened are

thefollowing:

  1. Call up the attention of parents of those pupils who involved in the

quarrelling and bullying.

  1. Make an agreement with the pupils, parents and teachers involved so

that it will not be happened again.

  1. We refer to the Barangay Officials, PTA and SGC President about the

cases of those teachers who were involved in the cases of physical

abuse of pupils and settled it with in their level and give warnings to

teachers.

  1. Conduct trainings and seminars to teachers, parents, BLGU and PTA

Officers.

Policies/Code of Conduct

All teachers, school officials, parents and pupils of the LAMFUGON ELEMENTARY SCHOOL must abide by this Code of Conduct.

Purpose of Discipline

  • To teach respect for order, law and authority.
  • To impress on the mind of the students the importance of rules and

regulations.

  • To protect the pupils body and the school from any influence of the

law breakers.

  • To teach the pupils the idea of justice.
  • To correct and strengthen the character of the pupils.

Teachers, school personnel, and others must never:

  • Hit or otherwise physically assault or physically abuse children
  • Develop physical/sexual relationships with children.
  • Develop relationships with children who could in any way be deemed

exploitative or abusive.

  • Act in ways that may be abusive or may place a child at risk of abuse.
  • Use language, make suggestions or offer advice which is

inappropriate, offensive or abusive.

  • Behave physically in a manner which is inappropriate or sexually
  • provocative
  • Have a child/children with whom they are working to stay overnight at

their home unsupervised.

  • Do things for children of a personal nature that they can do for

themselves

  • Condone, or participate in, behaviour of children which is illegal,

unsafe or abusive.

  • Act in ways intended to shame, humiliate, belittle or degrade children,

or otherwise perpetrate any form of emotional abuse

  • Discriminate against, show differential treatment, or favour particular

children to the exclusion of others.

  • Punish the child hardly that could hurt the child physically and

emotionally.

The pupils must do the following:

A. School Attendance

  • A pupil who has been absent shall present an excuse letter signed by

his /her parents or guardian addressed to the adviser.The letter must

state the reason for the absence.

  • Absence due to sickness and for other emergency reasons which is

beyond our control is considered excused.

  • A pupil whose attendance is irregular will be required to bring his/her

parents or guardian for a conference with the Class Adviser at an

appointment time.

B. Cutting Classes

  • Pupils are considered cutting classes when they leave the classroom

during class hours without the permission of the subject teacher.

  • Leaving the classroom for an unreasonable length of time.
  • Leaving the campus without permission from the authorities.

C. Bullying

It refers to any severe or repeated use by one or more

D. Care and Respect for School Property

School properties and facilities are provided to facilitate the

learning process. Interest and pride in the school should prompt

the pupils to regard school property with care and to keep the

campus clean and neat.

  • Property damaged by any pupils must be replaced or paid for by the

erring pupil. Any property damage must be reported to the school

authority concerned as soon as possible to avoid further damage.

  • Lost and found property must be surrendered to the guidance

coordinator or to the principal.

  • Pupils are expected to help maintain the cleanliness and orderliness

of the school surroundings.

SANCTIONS

1st Offense: Reprimand by the Teacher

2nd Offense: Warning by the Teacher and with written incident report.

3rd Offense: Conference with the parents or guardian.

4th Offense: Advice to Transfer or Recommend for Expulsion

IX. Referral Mechanism/Systems

The referral mechanism or system is that the complainant will

informed the adviser first to be settling in the level. If not settled in their

level the adviser will forward it to the school Guidance Coordinator and to

the school head or principal and then to the PTA and to the Barangay Level

if the case is too heavy to be solved in the school level.

X. Reporting Mechanism

The reporting mechanism is through complains and verbal

approaches of the child, teachers and parents if there are

problems arises to their children in the school.The School

Guidance Coordinator will take note of the problem and call the

attentions of the pupils involved and also their parents and

teacher-adviser. If the cases are very severe we refer the

problem to the PTA/SCG Officials and to the BCPC for them to

help us in solving the problems.

If the teacher is involved in the physical, verbal or any abuses

we refer the case to the District Guidance Coordinator and

Principal In-Charge or to the district to help in solving the

Problems.
