II. Organizational Context and Purpose for the job

Job organizational context: The Temporary Assistant for a Construction Manager will report to the Chief of Education and will work closely with Supply section and the relevant Chiefs of Field Offices.
Purpose for the job:Under the overall guidance and direction of the Chief, Education Section the Specialist will support the management of a school construction and repair project, contributing to quality of infrastructure activities being carried out by private sector contractors. The Specialist provides authoritative technical guidance/operational support throughout all stages of project to facilitate the management and delivery of results and to strengthenprocesses that ensure efficiency, quality assurance and value for money. The TA will focus on all phases of infrastructure support, including initial surveys and development of Bills of Quantity (BoQs), the management of oversight, the procurement of quality supplies, and the actual renovations and construction carried out, managing an array of private construction agencies and freelance engineers hired as consultants to support the project. In total, 35 new schools will be constructed and approximately 125 schools will be repaired under this assignment
The Specialist contributes to achievement of concrete and sustainable programs/projects results according to plans, allocation, results based-management approaches and methodology (RBM) and UNICEF’s Strategic Plans, standards of performance and accountability framework

III. Key function, accountabilities and related duties/tasks

  1. Oversight of the implementation of the school construction project(s)
  2. Coordination of partners (gov’t, individual consultants and private contractors) involved in school repair and construction project
  3. Management of school surveys process and development of BoQs
  4. Oversight and quality assurance of partners and their implementation
  5. Advisory support on standards and management
  6. Monitoring of progress and reporting on results

  1. Oversight of the implementation of the school construction project(s)
  • Develop implementation plan with time frame and accountabilities clearly delineated
  • Establish rapport and strong working relations with key partners and contractors
  • Ensure timely start and completion of repairs and new construction of school facilities
  • Ensure quality of materials and of renovation/construction lf school facilities

  1. Coordination of partners (gov’t, individual consultants and private contractors) involved in school repair and construction project
  • Establish regular meetings and processes with central Department of Basic Education to coordinate construction and repair processes at local levels
  • Prepare a process to vet construction companies prior to their being requested to submit bids for specific tasks
  • Establish processes at State/Region level with state authorities and UNICEF Field Offices to prepare and review bids for school repair
  • Maintain regular contact with individual consultants/freelance engineers and private companies overseeing quality assurance of repairs and construction of facilities
  • Maintain regular contact with private companies managing the actual repairs and construction of facilities

  1. Management of school surveys process and development of BoQs
  • Prepare tools and templates, in collaboration with the Department of Basic Education, for creating BoQs for schools to be prepared
  • Develop guidelines for preparing BoQs for private companies/consultants hired to carry out this task
  • Develop process for developing BoQs and preparatory tasks for construction of new schools

  1. Oversight and quality assurance of partners and their implementation
  • Establish system for checks and balances between contractors/consultants hired for oversight and those hired for actual construction and repair
  • Establish vetting system to ensure companies hired have capacity to undertake assignments for which they have applied.
  • Ensure quality assurance processes in place for effective and efficient construction/ repairs conforming to value for money principles

  1. Advisory support on standards and management
  • Review MoE construction plans and specifications to ensure consistency with our own support
  • Engage with other partners (JICA, NGOs, MoE) involved in school construction and repair to advise on their standards
  • Support process to assess materials available in markets and the quality of supplies used in repair and construction

  1. Monitoring of progress and reporting on results
  • Prepare a list of all schools to be repaired and constructed with system for monitoring progress towards completion
  • Prepare monthly and quarterly reports on status of progressand barriers/bottlenecks being facedin the process and recommendations to address these
  • Follow up on all recommendations to address the bottlenecks and ensure timely and quality results achievements

IV. Impact of Results

The effective implementation of the school construction/renovation project will allow children whose education has been negatively affected by floods and landslides to access a quality learning environment. It will also help demonstrate examples of national standards that school construction/ repairs can conform to, ensuring a safe, disaster resistant quality learning environment.

VI. Technical Competencies

Technical competencies must be demonstrated in the following areas:

VII. Recruitment Qualifications
Education: / Advanced Degree in civil engineering, building, construction engineering, architecture or other relevant area. Graduate qualification in management would be highly regarded. University Degree accepted with additional years experience.
Experience: / At least 8 years’ experience in building construction project management, especially in large scale building programs and with both consultant and contracting practices;
Language Requirements: / Fluency in English is required. Knowledge of another official UN language or a local language is an asset
