II Economic Conference of the North-West Mediterranean
“Territorial Cooperation in the North-West Mediterranean”
Barcelona, June 6-7 2011
A group of civic and academic institutions announce the “II Economic Conference of the North-West Mediterranean”, which will be held in Barcelona on the 6th and 7th of June 2011. In this edition, the main topic of the meeting will be “Territorial Cooperation in the North-West Mediterranean”.
The meeting will convene 25 years after the and Economic Conference of the North-West Mediterranean, which was held in Barcelona in 1985, and which was a first response to the will to contribute, from the regions in the area to the process of European integration.
La II Conference aims to discuss Territorial Cooperation in the North-West Mediterranean in the framework of the development of EU Cohesion Policy, Europe 2020 Strategy (smart, sustainable and inclusive growth), the macroregional strategies, and the European Neighbourhood Policy (Union for the Mediterranean – Barcelona Process, and its territorial dimension, ARLEM).
The objective of the Conference is to discuss the need to strengthen cooperation between the regions and the cities of the North-West Mediterranean, with a three-pronged approach:
a) Internal territorial cooperation: to increase the economic, social and territorial cohesion of the various regions of the North-West Mediterranean, with special attention to the links between territories in different States.
b) Cooperation as regards the European Union: to contribute to integration and the social and territorial cohesion of an enlarged Europe, to have a say in the main policies of the EU, and to help to define overall strategies for linking the peripheries and linking with the economic heart of the continent.
c) Cooperation as regards the South Mediterranean: to develop as specific strategy for Cooperation and development with neighbouring regions and cities on the southern shores of the west Mediterranean, immersed as they are in a deep process of change.
With this object, the II Economic Conference of the North-West Mediterranean hopes to bring together academic experts, representatives of local and regional authorities, territorial cooperation bodies (Euroregions and others), social and economic agents (Chambers of Commerce, Economic and Social Councils...), and EU representatives, as well as key invited guests from the southern shores of the west Mediterranean.
The topics of the Conference are structured in a set of tables round which various issues will be broached insofar as they require Territorial Cooperation (economy, transport, migration, coastal management, insularity, water resources and landscape), as well as others in which territorial cooperation will be looked at at local (cities, intermediate authorities), regional (euroregions) and macroregional (European macroregions and the Euromediterranean setting) levels.
Nowadays there are a host of initiatives in the field of cooperation, through public and private bodies and organizations. Nevertheless, a greater level of coordination between these initiatives is lacking, and this would reinforce their effectiveness and visibility. The Conference aims in the last analysis to prise out formulae that can encourage the permanent coordination of cooperation in this territory.
