Meeting Notes:

Phil Hopkinson opened the meeting. There were 23 persons in attendance (see attached list of attendees).

The Committee organization structure was presented. Phil Hopkinson is Chairman of the Committee, John Provanzana is Vice Chairman, Paulette Payne is Webmaster. A Secretary is yet to be named. Phil Hopkinson suggested that two subcommittees be created: The Energy Policy Subcommittee and the Environmental Policy Subcommittee. A lot of discussion ensued between the attendees with the consensus that it was premature to appoint two subcommittees.

Questions were asked as to the specific nature of the Committee and how it would act with the IEEE USA Energy Policy Committee.

It was pointed out by one of the attendees that this new committee should not be solely focused on the United States, but rather should have a global perspective. It was agreed that for the initial work it would make sense to deal with the USA energy policy, but to keep in mind the needs of the rest of the international community.

The IEEE USA representatives made it clear that they are the legal lobbying arm of the IEEE in the US. They also said that they would work with and would look to the IEEE PES Policy Development Committee for policy elements involving energy.

Phil Hopkinson had prepared a presentation, but owing to the extensive exchanges between the attendees, only part of the presentation was accomplished.

It was also suggested that the presentation materials be available in printed format for distribution to the attendees at the beginning of the meeting.

Discussions were had on what should be done for the Winter Power Meeting. All agreed that the Committee’s work was important but pollicies could not and should not be made on the fly. Rather, a series of seminars or talks on one or more important topics should be presented at the Winter Power Meeting with the express aim of developing consensus on policy. Target topics to be considered are: Distributed Resources, Transmission and RTO’s.
