Ideas presented by Working Group on Voting PreconditionsSKN_N0322R0

The following interesting (and diverging) ideas were presented:
- It is always possible to participate and to vote. Thanks to internet. For this reason: No % quota anymore (this means delete requirement on 3 industrial respresentatives and 50% obligatory members)
- What about a classification of obligatory members into “active” members with the right to vote and “passive” members without a voting right. Obligatory members, who will miss a meeting without any excuse will be set to “passive” until their next participation.Further obligatory members missing two consecutive meetings (independent from any excuses) will be rated to “passive” also without any voting rights and until their next participation. This should be updated before the meeting will start.
- A check of the voting status by SKN Manager before the meeting, once online registration is finished.
- A clear definition of how to count obligatory members
- Reducing from 50% to 40% obligatory members in case everything has been done to resolve problems.
- A need to describe what happens if internet connection fails

Since the WG did not find a consensus on a proposal for a Resolution and there was not time for further discussions, it seems logical to develop the work further and present a Resolution at the next SKN meeting.

4.2 Voting preconditions
The voting preconditions are the following:
-The SKN manager(or appointed substitute at beginning of the Meeting), the SKN Chairman(or appointed deputy,see section2.3) and an ESTIF representative are present at the meeting
-At least 3 Industrial representatives are present at the meeting
-At least 50% of Obligatory members (as defined in section 2.1.1) are present at the meeting. In this calculation, each individual institution is counted once as a member. For example, if a Certification Body has two representatives, it is counted as one Obligatory Member. The SKN Manager shall calculate and have this threshold value updated for each vote performed at the meeting.
Once the deadline for online registration is reached, the SKN Manager will check if the voting preconditions are met by the members that have signed up for upcoming the SKN Meeting. If the voting preconditions are not met, then this will be communicated to the SKN and an effort shall be made by members to attend.
If at the meeting the voting preconditions are not met (for example if registered members finally do not attend the meeting without giving notice),the threshold value for Obligatory Members shallbe reduced to 40 % at the beginning of the meeting.
