STIPULATION
OF THE PARTIES
ORDER NO. 28277

On December 22, 1999, the Commission issued a Notice of Hearing and Procedural Order No. 28241 establishing a schedule for the filing of testimony and to schedule a technical hearing in this case. By that Order, direct testimony is to be filed by Staff and intervening parties on February 4, 2000. The technical hearing currently is scheduled for March 16-17, 2000 in Boise. The parties stipulate to vacate the technical hearing and public hearing dates.

U S WEST Communications, Inc., Citizens Telecommunications Company of Idaho, Avista Communications of Idaho, Inc., and the Commission Staff hereby stipulate to alter the procedural schedule in order to complete the review of discovery questions and responses in this case before the filing of direct testimony.[1] Additionally, the parties intend to begin discussions to explore possible settlement of issues in this case, and desire an opportunity to initiate that process prior to the filing of testimony by Staff and intervenors. Accordingly, the parties now stipulate that the procedural schedule may be revised as follows:

1. Filing of direct testimony by Staff and intervenors on March 3, 2000.

2. Filing of rebuttal testimony by U S WEST and Citizens by March 30, 2000.

The parties stipulate that the Commission should vacate the existing procedural schedule and issue an Order approving the schedule set forth in this Stipulation by the parties.
