CALL FOR APPLICATIONS

for one ICT expert providing applications-related ICT expertise in the project

“Technical Assistance on the Reform of the Greek Judicial System, Phase II (SRSS/S2016/030)”

1.PURPOSE AND CONTEXT

Funded from the technical assistance budget of the European structural and investment funds under the 2014-2020 programming period and in cooperation with the SRSS, the Austrian Federal Ministry of Justice as Reform Partner from January 2017 to June 2018 shall provide high level assistance, project leadership and transfer of know-how through technical assistance to the Greek MoJ. In particular, with the support of SRSS, the Austrian Federal Ministry of Justice shall support the implementation of the technical assistance to be delivered inter alia under the following priority area: Judiciary – further support the implementation of e-justice.

The related specific objective 3 of the above captioned Grant Agreement is to assist in the setting up and operationalization of a proper management structure and capacity for compatible and interoperable e-justice.

In accordance with the aforementioned priority area and its related specific objective, the Greek MoJ has requested technical assistance with a view to providing Project Management support to the Greek judiciary’s ICT e-justice projects. In particular, the Ministry is seeking one experienced ICT expertto provide applications-related ICT expertise to the MoJ and the Courts.

2.CONTENT OF THE ASSIGNMENT

Based upon the results achieved in the course of already completed and still ongoing contracts for technical assistance to the Greek MoJ on providing IT expertise (applications-related) in the area of e-justice ICT projects, the expert will undertake the tasks described in the Terms of Reference attached to this call for applications for a period of 7-8 months starting on October 1st, 2017, and ending on April/May of 2018, including a period of almost three months of unpaid leave, in relation to the ICT e-justice projects.

3.FRAMEWORK OF THE ASSIGNMENT

Title: ICT expert (applications-related) Place of work: The expert will work in the premises of the Ministry of Justice, Transparency and Human Rights of the Hellenic Republic

Contractual nature of the assignment: The expert will be self-employed and will undertake full responsibility for the payment of all taxes and obligations deriving from the legislation in force, including for those related to medical and social insurance.

Remuneration: A competitive salary will be paid

Status of the position: Vacancy starting from October 1st, 2017.

Duration of the assignment: 7-8months’ period, including a period of almost three months of unpaid leave

The selection procedure shall be undertaken in October 2017 in accordance with art. 65 of the Work plan of the Action “Technical Assistance on the Reform of the Greek Judicial System(SRSS/S2016/030)as follows:

(i)A minimum of three suitably qualified experts / candidates in the specific fields shall be required in order to start a selection process.

(ii)A Selection Committee consisting of three voting members and comprising one representative from the Ministry of Justice, Transparency and Human Rights of the Hellenic Republic, one representative from the Center of Legal Competence (CLC)

– Research & Consulting GmbH (CLC Ltd), and the long-term expert, Dr. GüntherWalchshofer, shall evaluate each expert / candidate in order to recommend the most suitable expert / candidate.

(iii)All experts’ / candidates’ curricula vitae and the justified recommendation from the Selection Committee will be submitted to the SRSS for information and coordination.

(iv)The successful expert / candidate will be informed; at the same time, also the unsuccessful experts / candidates will be notified.
