Integrated Assessments of Trade-related Policies (IATRP)

Summary of Course:

The two-day workshop will provide the participants with an introduction to the principles, practices and methods of integrated assessment as it relates to trade and sustainable development policies. The workshop will draw upon a broad range of trade agreements, legislative and sector case studies from developed and developing countries. It will also cover methodological tools including frameworks, guides and indicators for IATRP. Participants will be provided with up-to-date references materials and case studies that will assist them in their understanding of IATRP and in their professional development.

Purpose of the course:

To provide environmental and trade policy administrators, analysts and managers with an introduction to the fundamentals of IATRP.

Relationship to IAIA’02 theme:

In assessing the impact of impact assessment i.e. the effectiveness of impact assessment, integrated assessment of trade-related policy areas was conceived to inform policy and decision makers about trade and environment matters.

Learning objectives:

Participants will be able to identify and describe the relevant trade and environmental legislation, agreements and institutions, understand the principles and process that guides IATRP (what is SEA, what is a Trade Agreement, how are TA’s negotiated, steps for preparing an IATRP; working through exercises on preparing an IATRP; learning about information sources and case studies).

Participants will receive a CD containing references to: background readings, relevant organizations’ web sites, a number of US, Canadian, and EU trade and environment documents, including legislation, frameworks and guides. They will also receive the names and E-mail address of the workshop instructors and participants.

WORK EXPERIENCE:

September 1997- present Director, Environmental Services Department of Foreign Affairs and International Trade

Direct the preparation and implementation of the department's sustainable development strategy including conducting public consultations and managing communications.

Direct the conduct of environmental assessments of projects outside Canada and of policies including the environmental review of trade negotiations. Manage the development and implementation of an environmental management system for the department’s operations abroad and in Canada. Provide briefings to senior management and Ministers. Represent the department at domestic and international meetings and conferences. Manage the division's financial resources and prepare business plans and reports on plans and priorities. Manage staff including a large number of temporary staff and consultants.

May 1995 - September 1997 Deputy Director, Environmental Services, Department of Foreign Affairs and International Trade

Prepared and ensured implementation of the department's first Sustainable Development Strategy. Acted as principal advisor to Ministers, senior managers and employees on all environmental policy and management issues. Coordinated and conducted public consultation programs including the public, industry, aboriginal groups, other levels of government and other government departments. Developed and implemented environmental awareness campaigns. Represented the department on a variety of domestic and international committees.

Managed all aspects of environmental assessment panels including selection of panel member, all media related responsibilities, public relations, consultation, and participation programs, negotiating agreements with provincial governments and First Nations, supervising technical experts and contract personnel, controlling the panel's budget, writing documents issued by panel including operating procedures, guidelines, press releases and technical reports.
