I refer to Jeremy Oppenheim’s e-mail of 28 July reminding Tier 4 sponsors that those required to apply to the QAA or ISI must do so by Friday 9 September or they would not be able to sponsor new students.
A supplementary announcement on the same day also confirmed that the Bridge Schools Inspectorate would inspect faith-based private colleges in England and Wales and that the School Inspection Service would inspect Steiner and Montessori colleges in England and Wales with providers required to apply by a deadline of 7 October 2011. It also confirmed that Education Scotland would inspect privately funded providers in Scotland, with providers required to apply by 11 November 2011. We will publish arrangements for educational oversight in Northern Ireland on our website in the near future
On 26 August we then wrote to you setting our intention to publish the revised Tier 4 Highly Trusted Sponsor guidance which we did so on 5 September and is available at:
After initial checking of records, it appears that you have not applied to the appropriate accrediting body by the deadline specified therefore we are considering changing your Tier 4 Licence status to that of legacy sponsor. What this means in practice can be found at:
If you no longer sponsor migrant students or do not wish to continue to sponsor migrant students you can surrender your sponsor licence. If you do wish to surrender your sponsor licence then you must complete the Sponsor Change of Circumstances form available to download at:
In order to move forward would you please confirm if you have submitted an application for educational oversight and, if so, provide the following details:
The date on which the application was made.
Your application reference number
The educational oversight body you submitted your application to
If you intend to apply for educational oversight to a body other than QAA or ISI, please state which body you intend to apply to.
Until we receive confirmation that you have made an application for educational oversight your confirmation of acceptance to study (CAS) allocation will be set at zero (0). Once we receive confirmation you have made the appropriate application we will re-instate your CAS allocation.
Please reply to by 3.00 pm on Tuesday 04 October 2011.
If we do not receive a reply by this date we will write to you confirming that you have become a legacy sponsor with immediate effect. Please note that there is no right of appeal or review against a decision to grant legacy status.
