SPECIFICATIONS

I-1.Nature and Scope of the Project.

Pennsylvania Correctional Industries (PCI) has a need to procure new, clear case, 19” class, “corrections grade,” color, flat screen television kits with clear case remote controls, for assembly and resale, to offenders within Commonwealth prisons. It is estimated that, during the initial term of the contract, approximately 10,000 kits will be ordered. The kits will be assembled by offenders as part ofPCI’s mission to provide inmates with basic work skills.

“Corrections grade” is defined as shielding to prevent interference to include distortion, poor reception, and bleeding due to proximity of televisions to one another.

I-2.Requirements.

  1. Bid Requirements.

(i)Any Bid submitted to the Issuing Office in hardcopy format will be rejected. The following documentation must be completed and returned with a Bidder’s Bid:

(1)Appendix A, Cost Matrix.

(2)Appendix B, State of Manufacture Chart.

(3)Appendix C, Lobbying Certification Form

(4)Appendix D, Iran Free Procurement Certification Form.

(5)Manufacturer’s Pixel Failure Disclaimer: Bidders must submit the Manufacturer’s Pixel Failure Disclaimer as part of their bid. Disclaimer shall describe acceptable and unacceptable limits of the television kit.

(ii)Bidders must provide four (4) sample television kits, associated assembly tools and instructions for approval by PCI at the time of the bid submittal.

(iii)Bidders must include the cost for equipment, replacements parts, warranty, training, and delivery in the cost for the television kits.

  1. General Requirements.

(i)The awarded Bidder must provide six (6) assembled television kits within two (2) months of the contract award which will be used and field tested at various PA DOC SCI locations for quality assurance. The assembled television kits shall be delivered to:

(ii)For each kit, the Awarded Biddershall supply a resale boxand all packaging material, along with a written list of all television parts.

(iii)USB ports are not required; however, if the television kit includes any USB ports, they must be inactive and can only be functional for technical updates. Sleep timers and clocks must be deactivated.

(iv)The awarded Biddershall supply clear case remote controls to equal 30% of the total number of television kits purchased during the term of the contract. These remotes will be stocked by PCI and sold to the offenders as replacements.

(v)Each television kit and associated resale box must have a matching barcoded serial number. A complete Microsoft® Excel list of the barcodes must be provided with each vendorshipment.

(vi)Component part failure rate should not exceed 3% of all orders at the time of assembly completion testing or as a warranty return. Failures above 3% are subject to Part IV, Section IV-2.E(iv). -PCI and the awarded bidder will review during the quarterly vendor meeting.

(vii)The awarded Bidder must provide the following assembly equipment.

(1)10 Anti-static mats.

(2)10 Anti-static wrist bands.

(3)10 Cordless screw drivers with bits.

(4)10 Assembly Guides. Additional assembly guides must be provided upon request, at no cost to PCI.

Assembly equipment thatis damaged from normal wear and tear must be replaced by the awarded Bidder at no cost to PCI.

(viii)Any changes or upgrades (including coding) to the television kitsor additional remote controls, during the term of the Contract must be interchangeable with previously delivered television kits under this Contract.

  1. Spare/Replacement Parts.

(i)General: The awarded Bidder must provide an initial quantity of spare/replacement parts for all components at no cost to PCI.

Example of Initial Spare Parts Inventory:

(1)PC boards – 100.

(2)Front panels – 24.

(3)Back panels – 24.

(4)Assembly screws - 100 of each type and size.

(5)Control button panels – 48.

(6)Power supply board - 100.

(7)Speakers - 48

(8)Remote sensor board - 48

(9)User manuals – 24.

(10)LED screens – 48.

(11)Clear case remote control – 100.

(12)Packing boxes – 100.

To satisfy this requirement, the awarded Bidder may elect to provide 100 television kits, including resale box and all packaging material,

(ii)Additional parts. Additional spare/replacement parts must be provided to PCI at no cost during the term of the contract as well as the entire length of the warranty period, which begins from the time of receipt by the end user.

  1. Maintenance & Warranty.

(i)Warranty for kits. Items procured under this contract (kits and component parts) shall be warrantied for one year. See V.11 CONTRACT-008.1a Warranty (Oct 2006) of the IFB.

(ii)Six-month standard warranty for offenders. Assembled televisions include a six-month warranty which start at the time of purchase by an offender.

(1)Repair services performed on assembled and purchased televisions will be done by PCI using the awarded Bidders supplied spare parts inventory.

(2)PCI will provide the labor at no cost to the awarded Bidder.

(3)The awarded Bidder will issue a call tag for two-way shipping between PCI and the originating facility of the unit for repair or replacement.

(4)PCI willissued from stock to replace any confirmed defective return units.

(5)PCI warranty repair station will confirm if a unit is non-repairable, schedule it for replacement with the awarded Bidder (i.e., the screen is defective) and send a replacementunit to the offender from the current PCI inventory.

(6)PCI will track and report the defective units to the awarded Bidder at the end of each month.

(7)The awarded Bidder will issue a return authorization for any confirmed defective units at their expense.

(iii)Extended warranty for offenders. At the time of purchase, offenders may opt for a six-month extended warranty for $70.00 (non-refundable). PCI will keep $20 and $50 will be remitted to the awarded Bidder by check.

(1)Repair services performed on assembled and purchased televisions will be done by PCI using the awarded Bidders supplied spare parts inventory.

(2)PCI will provide the labor at no cost to the awarded Bidder.

(3)The awarded Bidder will issue a call tag for two-way shipping between PCI and the originating facility of the unit for repair or replacement.

(4)PCI warranty repair station will confirm if a unit is non-repairable, schedule it for replacement with the awarded Bidder (i.e., the screen is defective) and send a replacement unit to the offender from the current PCI inventory.

(5)PCI will track the defective units and provide a report to the awarded Bidder at the end of each month.

(6)The awarded Bidder, at its expense, will issue a return authorization for any confirmed defective units.

(iv)In the event of a total recall or major component failure beyond 3%, the awarded Biddershall reimburse PCI and their customers for all costs associated with the recall or failure, including parts, labor, taxes and postage.

  1. Training.

(i)The awarded Bidder shall provide training to PCI Staff and Offenderworkers at no cost to PCI.

(1)Training shall take place at the PCI Television Kit Assembly Plant located at SCI-Coal Township, 1 Kelley Drive, Coal Township, PA 17866.

(2)Training class will consist of up to five (5) PCI staff and ten (10) Offender workers and address:

(a)Assembly of kit products.

(b)Warranty/out of warranty service diagnostics and procedures.

(c)Refresher training as needed.

(ii)Training is both instructor-led and hands-on.

(iii)Training Materials to include:

(1)Practice kits to teach product manufacturing.

(2)Practice units to teach warranty/out of warranty service diagnostics and repair, including spare parts.

(3)Packaging, shipping and sample labels to teach proper packaging methodology.

(4)Assembly guides.

(5)Warranty diagnostics procedures and checklist.

  1. Reporting and Meetings.

(i)The awarded Bidder shallprovide ad hoc reports to PCI upon request.

(ii)The awarded Bidder shall meet with PCI quarterly.

  1. Delivery.

(i)Location. Deliveries must be made to the following location:

(ii)Time. Deliveries must be made between 8:30AM and 1:30PM ET, Monday through Friday, except Commonwealth holidays. Deliveries will not be accepted after 1:30PM.

(iii)Initial and Subsequent Deliveries. Delivery of PCI’s initial order of approximately 4,000 units is required within 180 days of the awarded Bidder’s receipt of a purchase order from PCI. Subsequent orders must be delivered to PCI within 90 days of receipt of their purchase order.
