ROLE PROFILE
TITLE: Humanitarian Programme ManagerDEPARTMENT: Operations / LOCATION: Based in Niamey, Niger (Covering country wide humanitarian response)
GRADE: TBC / CONTRACT LENGTH:6 months
CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The Humanitarian Programme Manager (HPM) will be deployed to the field as the overall humanitarian response lead for SCI Niger’s humanitarian portfolio, particularly the Category 2Diffa Humanitarian Response, making sure that the overall humanitarian work is implemented in a timely and quality manner in line with SCI’shumanitaian standard operating procedures and mandate. The post-holder will ensure that humanitarian programmes delivered are to the appropriate scale, scope, quality and accountability expected of Save the Children, and incorporate a child focused lens. The HPM, reporting to the Director of Programme Operations and working closely with the Director of Program Development and Quality and other key departments, such as Awards, Finance, HR and Safety and Securityas well as the implementing field teams, particularly Logistics. The HPM is responsible for identifying needs and resources and elaborating programmatic, operational and leadership recommendations for the emergency response in line with Save the Children national and global priorities. In so doing, the Humanitarian Manager will ensure that all relevant Save the Children policies and procedures with respect to child safeguarding, safety and security, code of conduct, equal opportunities and other relevant policies are in place. The post holder will play a leading role in the effective scale up and management of Save the Children emergency programmes to increase impact and enable positive change for children. The HPM will also be expected to play a role and work in collaboration with, as well as with Regional Office, SCI Centre and SC Member advisors, in close cooperration with the DPDQ and Awards Manager, to support the organisational strategy, as well as humanitarian capacity building, policy & advocacy initiatives and fundraising. The HPM will ensure the implementation of SCI Niger’s emergency preparedness, plans, sectoral and multi-sectoral assessments (often with the UN and other NGOs), humanitarian programme and project design and implementation in all humanitarian sectors: Health and Nutrition, Child Protection, Education in Emergencies, and Food Security and Livehoods. WASH,gender and resilience activities and programmatic considerations must be integrated throughout our programming.

KEY AREAS OF ACCOUNTABILITY :Humanitarian Programme Operations and Support:
- Provide programmatic support for of the emergency response programmingand activities in the Diffa, Zinder and Maradi areas.
- Ensure strict compliance of programme activities with Save the Children national and global policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and the NGO code of conduct.
- Take overall leadership in prioritising response sectors and funding where this is limited, in line with SC Global Humanitarian Strategy, ensuring maximum integration between sectors where possible.
- Coordinate closely and support the SMT on response fundraising, supporting the development of high quality concept notes and proposals linked to the response strategy, and engaging effectively with donors’ humanitarian advisors.
- Provide oversight for humanitarian programming implementation to ensure timely & high quality delivery of programme activities.
- Ensure quality programmes and the monitoring of this through regular site visits within the response.
- As a member of a response Senior Management Team, play a leadership role in the overall management of SC emergency responses.
- Coordinate with the SCI Niger’s Full-Spectrum Health/Nut, FSL, Child Protection, EiEand Advocacy Technical Specialists to ensure sound programme strategies are in place.
- With Sector Technical Specialists and Field program management staff, and in collaboration with UN agencies, the government, Clusters and other local and international NGO partners, support multi-sectoral assessments, ensuring assessment findings are documented, shared, and validated and that they include children’s needs and gender analyses.
- Ensure optimal safety and security management procedures and practices are in place for the emergency response programme and continually monitor the safety and security situation, adapting staff safety and security procedures accordingly in collaboration and cooperation with the Country Security Manager.
- Oversee effective functioning of logistics systems to procure, store and distribute medical stock, supplies and services for the timely delivery of project.
- Collaborate with the Field Managers, the DOps, HR, and the DPDQ to ensure that all technical and operational staffing and structure needs for emergency programmes are met.
- Collaborate with MEAL to ensure that monitoring & evaluation and accountability processes are in place andcompliant with SC MEAL benchmarks and ensuring that feedback is incorporated into programme design and learning disseminated.
- Working with SMT members to design multi-sector response and recovery strategies, programme plans and programme master budgets, ensuring sufficient technical and MEAL expertise is included within budgets, ensuring linkages with existing country programmes and a clear phased plan of action up to 1 year.
- Ensure strong accountability to beneficiaries
- Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
- Coordinate with SC members and SC Technical Working Groups to ensure that technical backstopping support is in place.
- Produce high quality and timely sitreps/reports (where necessary) for SC, Donors and within agreed reporting schedules as required.
- In coordination with relevant Country Management team members, ensure the preparation of a timely programme delivery and submitting the donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
- Oversee the delivery of capacity building plans to develop the requisite technical competencies in programme staff.
- Ensure that capacity building plans and performance management systems are in place to develop the requisite competencies in staff to ensure ongoing sustainability and quality of response.
- Coach and mentor, and ensure Technical Advisers include capacity enhancement of national counterparts and link in to wider organisational talent development mechanisms.
- Help shape broader sector strategies through influence of and leadership within inter-agency coordination forums, ensuring the specific needs of children are being addressed. This may involve representing Save the Children within Humanitarian Country Team meetings, the Inter-cluster meetings and/or other cooredinating fora such as the ECHO Alliance.
- Take the initiative in documenting lessons learnt, goodpractice and case studies to shape in-country strategies and programme approaches, and contribute to broader sector learning.
- Working with the Info, Comms and Media team, pro-actively identify advocacy opportunities, case studies and research opportunities which link with wider organisational strategic objectives, and turn these into action.
- Lead on organisational level programme policy, innovation, learning or representation initiatives in consultation with Program Development and Quality team.
- Play a leadership role in shaping communications and media priorities in line with programme priorities, acting as a spokesperson when required.
- Represent Save the Children’s emergency response at the Coordination forums, to donors, the media and members of the humanitarian community.
- Regularly undertake representation and advocacy in collaboration with other SMT members, particularly the CD, the DPDQ, and the DOps, with relevant government ministries at the national and regional levels.
- Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
- Take the lead on other Save the Children humanitarian requirements such preparedness planning, disaster risk reduction, etc.
- Contribute to transparent ways of working ensuring key information from projects, coordination meetings and other information-sharing and lessons-learnt fora is shared in an open and transparent way to build capacity and strengthen the overall SCI Niger response.

QUALIFICATIONS
•Education to MSc/MA/MEng level in a relevant subject or equivalent field experience
EXPERIENCE AND SKILLS
Essential
- Strong language skills in French and English
- Extensive experience of working internationally in humanitarian programmes, preferably on an SCI Cat 1 or Cat 2 Humanitarian Response
- Previous experience of managing programme teams in large-scale first phase emergency response is essential
- Previous experience of managing a large multi-sector, multi-national team
- Previous experience of programme management across multiple locations
- Experience of managing multi-donor, multi-site programmes (including ECHO, DFID, WFP, BPRM and OFDA) as well as other awards, including transitional phase types of award that contribute to the nexus of humanitarian and development work.
- Security management experience across a large and complex programme.
- Commitment to, thorough understanding of, and able to train staff in participation and accountability approaches
- Demonstrated ability to contributing to setting up monitoring & evaluation systems in large complex programmes.
- Demonstrated ability to set up learning and development processes for a large team
- Proven ability of mentoring and coaching
