Currently, when a union contract is settled the State of Connecticut has the ability to perform a mass salary increase to employee records by salary plan. The PeopleSoft delivered Update by Salary Plan/Paygroup process, CMP008, only runs based on Business Unit, Salary Plan, and Grade for a specified period. This would require the program to be executed for every grade within a Salary Plan.

The State of Connecticut Salary plans are defined by union, however, within one union multiple salary plans exist. Some bargaining units, like NP-2 and P-1, have employees on four different plans based hours worked per week (35, 37.5, 38.75, 40), whether confidentially excluded from the unit or if a new hire and therefore on a reduced variation of the standard pay plans. This would require 12 plans be calculated for each year of the contract, each plan potentially having 43 grades. Therefore, when one union negotiates a collective bargaining increase several Salary Plans and many more grades are impacted.

The volume of Salary Plan and Grade combinations that would need to be processed if one union were to settle a collective bargaining agreement is large. The Central Salary Specialist would need to execute all three processes in the Update by Salary Plan/Paygroup for each Salary Plan and Grade combination and spend their energies executing the process rather than assisting in the review of results.

The Central Salary Specialist will need to be trained on how to execute the Update by Salary Plan/Paygroup process.

Option 1. Require the Central Salary Specialist to execute the Update by Salary Plan/Paygroup for every Salary Plan and Grade combination impacted. This would be time consuming given the volume at certain times.

Description: Modify the delivered Update by Salary Plan/ Paygroup process, CMP008, to run based on Salary Plan alone, not Grade. This is a delivered three step process that includes an Application Engine program that selects the employees to be processed, an SQR report that lists the employees to be processed, and a Database Agent that inserts into the employee Job records. All 3 processes will need to be modified to meet this requirement.
