Requirement Number:HR013
Requirement Title:Ability to utilize batch approval for position process.
Module Leads: Lina Simonu, Lisa Lagus
- Requirement Description
Describe the requirement (gap). Include a description of the delivered PeopleSoft functionality.
Position approvals are performed by Agency HR Specialists, Central HR Specialists, and Central Budget Specialists. The Central Budget office has requested that a batch approval process exist so that positions do not have to be individually reviewed once they are received. Currently on the legacy system, no central control agencies such as OPM or DAS, nor individual agencies, have the ability to Batch Approve a block of similar positions. What is sought would allow the flexibility to mass approve a block of similar or duplicate positions instead of having to review and approve each position action individually. PeopleSoft as delivered does not provide a batch mass position approval process.
- Business Need
Provide a justification for the requirement. Include information about frequency, volume, number of users impacted, etc.
This process would eliminate the need to review each position. This would be particularly useful if a large agency, such as Correction, were opening a new prison facility with 600 positions. Since most of the position parameters are already agreed on in principle between the Commissioner of Correction and the OPM administration and the DAS liaison before the position activity is submitted, it would be less time consuming for the approvers at the central control agencies to just push a few keys rather than many. At this point, the team is not aware of this functionality being available in a future PeopleSoft release.

- Explanation for Recommendation
Provide reasons for recommendation. Please do not re-state the description of the solution itself.
Currently Central HR and Budget staff reviews and approves each position entry. This may be a large undertaking but it is the only way to ensure that a position is not being inappropriately approved. An Agency HR Specialist could include an unrelated position transaction in the series and unless individually reviewed, the position could get approved inappropriately.
- Organizational Impact of Recommendation
Describe the changes to the organization that result from the recommended solution. Include a description of any role, process, statute, or bargaining unit agreement affected.
Central HR and Budget staff currently approve each individual position transaction. This would not result in a change.
