MINUTES OF MEETING HELD ON TUESDAY 13 JUNE 2017

1.  PREVIOUS MINUTES (09/05/17)

2.  POLICE REPORT

·  Officers Gordon Thomson and Stephen Gray in attendance.

·  4 crimes reported, 4 detected. Crimes were 1 common assault, 1 domestic breach of the peace, 1 RTA (no tax) and 1 Drink / Drug Driving

·  Discussed parking issues at Kilknowe Cottages / Bowling Club

·  Derek Shannon, Forestry Commission introduced himself to the police.

3.  MATTERS ARISING

4.  ENVIRONMENT AND ROADS

·  A737 –Cllr Doig has emailed all newly elected councillors in Wards 8 & 9 to facilitate ongoing meeting and progress with Transport Scotland.

·  Cllr Doig will ask Community Payback to sweep the steps from Main Street to Midton Road once a month.

·  Bus services – Discussed possibility of meeting with McGills regional representative attending. Cllr Bibby said a wider view of Rural Bus Services was required. He pointed out that train and bus services leave Howwood at same times. Cllr Doig suggested lobbying Marie McGurk for assistance.

·  Derek Shannon discussed anti social behaviour on walk route from Hill Road and advised that they are looking for volunteers to help in reporting issues to them. He advised they were hoping to get a dog bin. Brenda Whitelaw mentioned safety on the walk once the trees grew and he confirmed that in time the hill would become woodland.

5.  COMMUNITY EVENTS

·  Defibrillator – camera obtained by Fergus Phillips and to be installed. Further defibrillator has been donated so monies raised will be used for housing cabinet.

·  Fete 17/6/17 – Lorna Poole and Sarah Grant. Final preparations progressing well. All sold and unsold raffle tickets to be handed in to Bill David by Thursday.

·  Liz Hamilton, McTaggart & Mickel to contact Bill David re works for Christmas tree.

·  Gillian Whyte has made application to LAC for Xmas lights.

·  Land Asset Transfer working group – Howwood Public Park Committee (, https://www.facebook.com/HowwoodPublicPark/). Douglas Chalmers advised that meeting with Frank Hughes – Asset Manager Renfrewshire Council. Public park was disposed to the inhabitants of Howwood with funds raised by the inhabitants of Howwood. 2 other parties interested in the park. Keys to pavilion have been lost. Once found access will be arranged to check state of structure & whether can be repaired. All elected councillors have been emailed to advise them of this project and they have all showed support. Douglas Chalmers also asked whether elected Councillors could find out how much Renfrewshire Council spend on maintaining our park as it was hoped that they would pass any savings on to the people of Howwood. Cllr Bibby said all 4 Councillors would request the information. Douglas Chalmers advised that they would now commence fund raising. The aim is to ensure that the park will be available for the people of Howwood. He requested a grant of £250 from HCC to help start the project. Kenneth Manson advised business plan dependant on state of pavilion, and Linda Smith stated that Renfrewshire Council should be responsible for repair of railings.

·  PA system – specification was passed around and Millar Leon apologised to Calum Storrie for delay in acting on his recommendations. It was agreed we would proceed.

·  Office bearers – Douglas Paxton has agreed to remain in office for 1 more year. .

·  Head teacher role at primary school discussed & Cllr Bibby agreed to write to the Education Authority.

·  Parish Church grant request – Linda Smith will discuss with them and report back.

·  Ceilidh – date set 30/9/17, working group to be set up.

6.  HEART

·  Joe Graham hoping to check contact numbers are up to date.

7.  PLANNING / LICENSING

Cllr Doig has drafted letter to Frazer Carlin to invoke scheme of delegation, elected Councillors all agreed to signs.

8.  COUNCILLORS’ ISSUES

Cllr Doig advised:

·  Boards just started to meet and matters starting to settle following election

Cllr Rodden advised:

·  Mostly agreeing reports at present, LAC on Thursday with difficult decisions to be made, light replacement should conclude at end of month, cleaning up Renfrewshire, action on potholes, roads, refresh and encourage communities to take more pride.

Cllr Bibby advised:

·  Speeding & enforcement issues – he has written to police enforcement agency to get confirmation of current policy & rationale behind it.

10. AOCB

·  Kerry McKendrick suggested setting up an informal group between local CCs re planning and greenfield sites

·  Linda gave her apologies for next meeting.

·  Tuesday 11 July 2017 @ 7.30pm in Howwood Village Hall.

·  Thereafter: Regular monthly meetings 2nd Tuesday every month.
