THEME:
The IRO role is key to improving outcomes for children in care, it is the critical mechanism in determining crucial decisions affecting a child’s future and increasingly, IRO’s are being called to account for the robustness of these decisions. The recently implemented Social Services and Well-being (Wales) Act 2014 challenges local authorities to do things differently and to improve consistency and quality of practice, ensuring that children and young people are seen and heard and play a meaningful part in the decisions that are made about them and in determining their own wellbeing and outcomes. What are the implications of the new Act for the work of IRO’s in Wales? What good and innovative practice is taking place in Wales? How do we make participation of children meaningful and how can we ensure that we are ready to meet the challenges ahead?
WHO SHOULD ATTEND: IROs, Social Workers, Social Services Managers, CAFCASS and anyone concerned with improving the outcomes for children looked after.
LEARNING OBJECTIVES:
  • To consider how the work of the IRO can support timely and effective decision making for children
  • To consider more fully the diversity in the role of the IRO across Wales and the implications of this for practice.
  • To consider how the IRO can facilitate the voice of the child as a central part of the decision making process.
AIMS:
The conference will consider:
  • The role of the IRO within the context of the Social Services and Wellbeing Act
  • The responsibilities of the IRO in quality assuring and accountability for decision making
  • How the role of the IRO can be strengthened.
  • Balancing standardization of the role and keeping creativity alive.
  • The participation of children and young people in formal meetings
  • Good practice and local innovations in the work of the IRO

Afternoon workshops :
Workshop 1: Chris Richards and Andrea Storer from ‘Young Wales’ will be leading a workshop on ‘Putting particpation in to practice - from rhetoric to reality’.
Workshop 2: Non Davies, Associate Trainer AFA Cymru will lead a workshop on Care and Support Plans as a vehicle to improve outcomes for Looked After Children and the IRO role in this.
