HOUSING COMMISSION
REGULAR MEETING
May 20, 2010
1.CALL TO ORDER: A regular meeting was called to order by the Secretary at 4:50 p.m.
2.ROLL CALL:
Commissioners Present:CommissionerAnderson, Commissioner Mueller,Commissioner Tainsky and Commissioner Yannatta.
Commissioners Absent:Chairperson Gerwitz, Vice Chairperson Bird,Commissioner Steele

In the absence of the Chairperson and the Vice Chairperson, Commissioner Anderson was unanimously elected Presiding Officer for this meeting by the Commissioners present.
3. PUBLIC INPUT (For items on the Agenda that are within the subject matter jurisdiction of the Housing Commission).
No public input was offered.
4.APPROVAL OF MINUTES
Motion to approve the minutes from the April 15, 2010 Housing Commission meeting by Commissioner Mueller, seconded by Commissioner Yannatta. The motion was unanimously approved by voice vote of Commissioners.
5.DISCUSSION ITEMS
A.Replacement Financing Program:Mr. Agle and Ms. Lindley discussed financing options for Mountain View MobileHome Park resident-owners to assist with replacing their units. Santa Monica residents offered public comment on the options discussed.
B.Housing Authority Voucher Opportunity:Ms. Shavers discussed a new opportunity for the Housing Authority to apply for additional rental subsidy vouchers for non-elderly disabled tenants. Commissioner Yannatta made a motion for the Commission to recommend that staff apply for these vouchers. Commissioner Tainsky seconded the motion. The motion was approved unanimously.
6.ACTION ITEMS
A.BEGIN Program Funding Application: Mr. Kemper discussed staff’s recommendation that the Commission support the City submission of a BEGIN Program funding application for the High Place East affordable housing development. Commissioner Mueller made a motion to approve the recommendation. Commissioner Yannatta seconded the motion. The motion passed unanimously.
7.HOUSING MANAGER REPORT
Mr. Kemperreported on the following:
- The Consolidated Plan was approved by the City Council on May 11, 2010 and a copy was provided to each Commissioner present.
- The Housing Division filed an application with the Los Angeles Homeless Services Authority for fifty vouchers for Permanent Supportive Housing to serve chronically homeless residents with housing and services.
- As previously reported, a Request for Proposals was issued to consolidate the various waiting lists related to Santa Monica housing programs. Four bids were received and are currently being reviewed. Staff expects to make recommendations to the Housing Commission and then to the City Council for consideration before the end of the summer.
- The Customer Service Satisfaction Survey is in the process of being administered.
- The Boards and Commissioners Directory has been issued and copies were provided to Commissioners.
8. CHAIR / COMMISSIONERS / COUNCIL LIAISON REPORT
Council Member McKeown reported on the following:
- The Planning Commission will make its recommendations on the LUCE to the Council in the next two weeks and the City Council will consider adoption of the LUCE thereafter.
- He continues to hear concerns from Village Trailer Park residents regarding the status of the property and the pending development.
9.ADJOURNMENT
- The meeting wasadjourned at 6:08pm.
- The next Commission meeting will be held on Thursday,June 17, 2010.
