OF DULUTHJOB DESCRIPTION

TITLE:Deputy Director

SUMMARY: The Deputy Director reports to the Executive Director. The Deputy Director exercises significant discretion and performs a broad range of duties involving the operation and management of the agency. Assists with planning, policy development, personnel scheduling and other required duties. Plans, organizes and directs the human resources, collective bargaining, information and technology,and housing services of the agency. Directs operational functions of the agency and assists the Executive Director with administrative detail and coordination of activities. Assumes responsibility in the Executive Director’s absence as required. The following are considered essential functions for the job:

DUTIES:

  1. Delegated authority to act on behalf of the Executive Director in his/her absence.
  2. Serves as mentor, coach and guide to senior staff, with oversight responsibilities in areas of property management, rental subsidy programs, and rehabilitation programs.
  3. Oversees department(s) in the area of owned and managed housing and serves as compliance officer for these activities as assigned.
  1. Ensures compliance with tax credit reporting including file review and

internal auditing.

  1. Ensures compliance with Minnesota Housing and other government

funders including reporting and file review and internal auditing.

  1. Ensures compliance with other funding sources for owned and managed

housing.

  1. Works with development and real estate departments to evaluate options

for acquiring additional housing.

  1. Plans, organizes and directs activities and work programs in the areas of human

resources, budgeting, and management information systems.

  1. Assists the Executive Director in the formulation of policy and directs all activities related to personnel administration including recruitment, selection and placement, classification and compensation, staff training, labor and employee relations, payroll, safety, and manpower planning, research, and development.
  2. Assists in the collective bargaining procedures.

3.Assists in the formulation of policy and fiscal activities including budget preparation and interpretation, fiscal planning, cost analysis, and fiscal and grant reporting.

4.Monitors and serves as Equal Opportunity Officer for the Authority’s Affirmative Action Program.

  1. Coordinates work operations and/or functional programs, and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of departmental employees.
  2. Keeps the Executive Director informed on impending changes in Federal and state funding, and develops alternatives for sound fiscal management and for new sources of revenue.
  3. Suggests new and innovative approaches to administration of resources to ensure program priorities are met and that services to the public are maintained.
  4. Prepares and supervises the preparation of clear, sound, accurate, statistical, fiscal, and other reports and records containing findings, conclusions, and recommendation; directs the maintenance of essential records and files.

B.Develops and maintains effective working relationships.

1.Provides technical assistance to division directors and other staff members.

2.Evaluates employee output and determines appropriate action; establishes appropriate work productivity standards.

3.Develops and maintains good working relationships with co-workers, other HRA staff, residents, and suppliers.

4.Establishes and maintains necessary contacts and working relationships with the City and other public officials and organizations to ensure effective and sound communications.

5.Represents HRA at various meetings.

6.Maintains a harmonious working relationship between the HRA Board of Commissioners, Federal and public agencies and/or other individuals and groups interested in or concerned with the various programs to foster the development of additional projects and programs.

C.Performs other duties as assigned.

QUALIFICATIONS/REQUIREMENTS:

A.Knowledge, Skills and Abilities:

  1. Knowledge of theories, principles, priorities, and practices of modern public and private administration, labor relations, and accounting.
  2. Knowledge of theories, principles, and practices of personnel administration including the recruitment and placement of employees, position classification, formulation of performance ratings, and the preparation and use of personnel and fiscal records.

3.Knowledge of problems involved in personnel and fiscal systems of a large, diverse business or government agency financed through funds received from different sources and administered under a variety of laws and regulations.

  1. Knowledge of problems encountered and methods used in planning and making operations studies in organizing, analyzing, interpreting, and evaluating the resultant data.
  1. Knowledge of basic computer programs including graphics and reporting capabilities as they relate to department use and good computer keyboarding skills.
  2. Knowledge of applicable laws and regulations regarding privacy and confidentiality and the ability to respect laws and regulations.
  3. Knowledge of federal and state housing programs, resources and regulations.

8.Ability to develop, implement, and revise administrative policies and procedures.

9.Ability to direct the preparation and processing of fiscal account records in developing budget and fiscal data useful in program planning and monitoring.

  1. Ability to communicate orally and in writing; solve problems; and give presentations.
  1. Ability to prepare and supervise the preparation of clear, sound and accurate statistical and financial reports containing findings, conclusions and recommendations; direct the establishment and maintenance of essential records and files; utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

12.Ability to exercise good judgment, perform work in a courteous and diplomatic manner and establish and maintain harmonious working relationships.

  1. Ability to work effectively with people of all social and economic backgrounds.

B.Education/Experience:

1.Graduation from a four year course at an accredited college or university in business, accounting, public administration, or a related field.

2.Five years experience in administrative work involving personnel, fiscal, and general administrative activities in a large business or government organization, three years of which shall have been in a supervisory capacity.

3.Five years of property management, asset management, or similar housing work (may coincide with five years of administrative work above).

3.Any combination of education and work experience as may be acceptable as equivalent by the Executive Director.

C.License or Certification: Valid Driver’s License is required; certified as a tax credit specialist (or equivalent) or ability to become certified within six months.

PHYSICAL REQUIREMENTS:

1.Must be able to physically perform the basic life operational functions of climbing, stooping, kneeling, crouching, reaching, walking, pulling, lifting, fingering, grasping, talking, hearing, and performing repetitive motions.

2.Must be able to perform sedentary work exerting 20 pounds of force occasionally and 10 pounds frequently.

3.Must be able to possess the visual acuity to prepare and analyze data and figures, view a computer terminal, and do extensive reading.

4.Must be proficient in computers with an ability to learn the various programs used by the agency.

5.Must be proficient in Excel and Word and have excellent writing skills.
