Members discussed various matters with members of the public including the availability of allotments and the forthcoming NDR.

a)  The Police had sent their apologies. Their report indicated 18 crimes in Horsford during May.

b)  Planning the committee met and raised no objections to the retention of a portakabin at Norfolk Saw Services and extensions to agricultural buildings at Pyehurn Farm. The Clerk was asked to register concern at the inadequate drawings submitted with the Pyehurn proposals which were very difficult to interpret.

c)  Full Council Meeting

1.  Apologies were noted as above

2.  Declarations of Interest were received from Jean Sallows, Chris Brown and Corinne Tuddenham-Trett as HVHMC members.

3.  Minutes of the previous meeting were confirmed and signed.

4.  Reports Jean Sallows had nothing to report from the VHMC and gave a brief summary of her attendance at a seminar on the various options for unitary local government.

5.  Tree Assessments Quotations had been received from Ravencroft Arboricultural Services for a risk assessment at Pyehurn Pit and a survey and 5 year plan for the rec. ground tree belt. The Clerk was instructed to place an order for both these to be carried out.

6.  Village Hall After some discussion the Council agreed to apply for planning permission on behalf of the VHMC for a cantilever smoking shelter at the rear of the village hall. The VHMC would be asked to look in detail at the height to reduce the chance of vandalism.

7.  Safety Surfacing Jean Sallows reported that repairs were needed at the end of the summer to the safety surfacing in the play area. Cost was dependent on exactly what was found but was likely to be in the region of £3k to £4k. The VHMC had almost a £1,000 left in their repair fund and the Council had £3,000 in earmarked reserves. The VHMC were authorised to proceed and the Council would give an appropriate grant on production of the final invoice.

8.  Community Speedwatch details of the scheme had been received from the Police and circulated to councillors. It would require a minimum of six volunteers to be trained. There was one councillor prepared to volunteer and it was agreed that the Clerk should write an article for the August edition of the Horsford News to seek out any further volunteers.

9.  Youth Worker A quotation for a youth worked to be retained for a further year at a cost of £2,145 had been received but with no details of proposed activities A request for this by the Clerk had brought no response by the meeting and a decision was deferred until more information was available.

10.  Allotment Inspection would be on Sunday June 22nd. at 10.00 a.m.

12.  Village Sign following the report at the last meeting by Alan Wright the Clerk had consulted with Jerry March who had made a very detailed inspection and had concluded that restoration costs would be in excess of £2,000. The opinion of the Council was that this was prohibitive and should not be authorised. The general feeling was tat eventually a new sign probably in wrought iron should be commissioned but that as the W.I. had donated the original in 1978 they should be consulted before any firm decision was made.

13.  Correspondence Accounts had passed the internal audit and formal adoption would be on the agenda for the July meeting. VHMC Corinne Tuddenham-Trett advised the the VHMC were likely to give permission for A-frame signs to be erected on the forecourt by the social club and the playgroup. Broadland Meeting with Parish Councils Jean Sallows would be representing the council on July 18th. Flytipping Malcolm Makins gave details of an e-mail he had received listing the flytipping during May and the financial implications.

15.  Clerk’s and Councillors’ Reports Malcolm Makins stated that he would be organising another litter pick in September The Clerk was asked to chase NCC on the tidying up of the Horsbeck Way/Corner Lane path.
