Hoop and Holler Bend Compensation Program

The Manitoba government’s Flood 2011: Building and Recovery Action Plan is providing immediate and long-term assistance for Manitoba families, producers and communities following unprecedented 2011 flooding along the Assiniboine River and Lake Manitoba. Residents affected by the decision of the Manitoba government to proceed with a controlled release of Assiniboine River water at the Hoop and Holler Bend are eligible for this program. It recognizes the unusual nature of a controlled release and its effects on families, businesses and non-profit organizations. The program is also for residents affected by the risk of overflows or a breach of the Portage Diversion dikes.

Special Program Coverage

The Manitoba government will pay 100 per cent of incurred costs from flood-protection measures, flood damages and evacuation expenses for all property owners affected by the controlled release of water at the Hoop and Holler Bend and the flood-risk inundation zone on either side of the Portage Diversion. All applicants will be personally contacted by Manitoba government staff. Residents are encouraged to take photos of all work undertaken, keep receipts for expenses and other evidence and documentation to verify the amount of losses.

Flood Mitigation Measures

  • Gross wages lost as a result of protecting property from flood damage and the subsequent cleanup.
  • Actual expenses incurred to protect property from flood damage.
  • Reasonable expenses for cleaning up and removing flood protection structures and restoring property to its original condition.

Property Damage

  • Restoring residences, buildings and infrastructure to pre-flood conditions, up to fair market value.
  • Living costs as a result of evacuation.
  • Costs of damage to personal property.
  • Costs of debris cleanup.

Producers

  • To assist crop and livestock producers in managing and recovering from the impacts of flooding.
  • There will be no deductible for damage to livestock premises, crop losses or land clean-up.
  • Multi-year impacts on perennial crops, as well as impacts on inventoryand infrastructure will be included.
  • Expenses for flood mitigation measures and clean-up will be reimbursed.

Loss of Income

  • Reimbursement of extraordinary expenses of employment because of flooding.
  • Employees laid off by business because of flooding may be reimbursed for lost wages (net of employment insurance benefits), only if these wages have not been paid by the employer.

Business income loss

  • Compensation for net income loss or extraordinary costs of operating.
  • Lost revenue or reasonably expected sales or planned income, less the actual income received.
  • Extra expenses to reduce loss and/or keep the business operating.
  • Compensation may be extended for expected losses in future years.

Amounts received through other government and non-government sources to cover losses may be deducted from program payments. Advance payments for flood mitigation measures or property damage may be made. Other costs, such as hiring third-parties to clean up debris or renting equipment, may also qualify.

A special unit within the Manitoba Agricultural Services Corporation in Portage la Prairie will manage the delivery of these programs using existing expertise to process claims, and an independent process to handle any appeals.
