THE ASSOCIATION

MEMBERSHIP

Homeowners in Village Square are automatically members of the Village Square Homeowner’s Association. The Association Covenants, Conditions and Restrictions and the Bylaws govern its operations and specify the rights and responsibilities of each homeowner. Please read them carefully, as you agreed to them upon purchase of/and or lease of your home.

Five members of the Association are elected to serve on the Board of Directors; terms are 1 year. The current Board consists of:

Management

CAS, Inc. Property Management has been contracted by the Board of Directors to oversee the general operation of the Association, under the guidance of the Board. Allan B. Schwartz is our association manager (). Management responsibilities include: 1) collection of homeowner fees, 2) supervision of contracted services, such as exterior repairs and landscaping, 3) insurance coverage, 4) termite coverage, 5) financial management, and 6) Board meeting attendance.

Exterior maintenance requests and neighborhood issues should be reported directly to: Allan Schwartz (CAS, Inc.) at (919) 403-1400, ext 1205. After hours emergency issues should first be called in to Allan’s office at 403-1400: follow the telephone instructions. There is also an additional emergency and after hours calls number: 1 (877) 420-9320. Of, if necessary, call any of the Board members you are able to reach.

Communication with Residents

Owners may subscribe to an information update e-mail list by visiting and selecting the Village Square community. Important documents are also viewable at that site. Notices of Membership meetings, assessment information, and other special announcements are made by letter to individual owners.

Homeowner’s Dues (Annual Assessment)

Dues are currently $100.00 per month. Dues are payable by the 5th of each month to Village Square Homeowner’s Association and may be paid by check to CAS, Inc., PO Box 19326, Charlotte, NC 28219. Coupon books are mailed to each homeowner at the beginning of the year. Call Mr. Bill Schrum at CAS, Inc. at 1 (877) 420-9320, ext. 1105 if you need a new coupon book. Dues may also be paid by automatic bank draft. An authorization form can be downloaded and printed from the CAS website at or you may call CAS at 1 (877) 420-9320, ext. 1105 for instructions.

ASSOCIATION AND OWNER RESPONSIBILITIES

Exterior Maintenance

The Association is responsible for maintaining the original exterior of each unit, including roofs, gutters and siding. Please inform the manager if you have any exterior maintenance problems. Gutters are cleaned up to twice a year depending on need. The exterior, decks, courtyards, and patios must be accessible to the Association for routine and special maintenance upon notice.

Please monitor the drainage system to assure that water is being taken away from the unit and is done so in a manner that does not cause erosion or damage to an adjoining unit.

Exterior Building Changes

Changes to the exterior appearance of the units, such as repainting or renovation, must receive prior written approval from the Board of Directors, as required by the Association Covenants, Conditions and Restrictions. Structural changes made on the property, such as adding or removing a fence or storage building, must also receive prior approval by the Board. Architectural review documents are available online at Contact Allan Schwartz at CAS, Inc., 402-1400, ext. 1205, to start the review process.

Fire/Hazard Insurance

The Association maintains fire and hazard insurance on all buildings through Nationwide. This insurance is provided by Carter Glass Insurance Agency, LLC, at (919) 781-1973.

IMPORTANT: The deductible is $500 per unit per claim. This deductible is the responsibility of the unit owner. Please contact your personal insurance carrier to assure coverage. Resident owners are encouraged to purchase an HO-6 Condominium Unit Owners Policy to provide coverage for contents and personal liability as well as the Master Policy deductible.

Termite Insurance/Inspections

The Association maintains a termite protection contract. Units are inspected at least once each year with prior notification. Please leave your crawl space unlocked and accessible on inspection days as locked units will not pass inspection and will be charged a return visit fee.

Do not store wood or wood products (cardboard, for instance) on the decks, near the foundation, or under the building. Storing wood products can invalidate the termite protection on your unit and make you liable for any damage done to the adjacent unit as well. Please be sure that there is no standing water or wood rot, that there is no fallen insulation under your unit, and that all rotting wood, including firewood, has been removed from the yard. Stacked, usable firewood must be kept at least six feet from the foundation of the house.

Landscaping and Yard Maintenance

The Board of Directors contracts with Williams Landscaping to mow the property on a bi-weekly basis. There is no additional charge to the owner for this service. If you have any questions or problems regarding landscaping services, contact Allan Schwartz at CAS, Inc.

Parking

Tenants/Owners are allowed two automobile spaces per unit. The storage of boats, inoperative automobiles or for any other purpose other than parking is prohibited.

Leash Law

The Town leash law requires that dogs be kept on a leash at all times when they are not on your own property. Please be courteous to other residents and clean up behind your pet.

Newspaper Deliveries

In order to keep the neighborhood attractive, and to keep newspapers out of drains, please collect the newspapers that are distributed as soon as possible.

Noise Ordinance

Please be considerate of your neighbors and ask your guests to do the same. Village Square is governed by both the Covenants and by the ordinances of the Town of Carrboro. The Town has recommended that residents call 911 to complain about loud parties, fireworks, etc. An officer will be dispatched.

Owners -- If You Are Moving

Please notify Allan Schwartz at CAS, Inc. Management Company, 403-1400, ext 1205, of impending moves and supply them with your forwarding address/phone number and the names/phone numbers of the new owners or their Realtor.

Landlords/Rental Units

Please provide your tenant’s names and home, work and cell phone numbers to Allan Schwartz at CAS, Inc. (). This is in case there should be an emergency in the neighborhood and the current occupants need to be contacted immediately. Having this information could potentially save a life or your property from damage. Owners should notify Allan Schwartz at CAS, Inc. when new tenants move in to units.

Garbage

Garbage should be put into bags, tied, and deposited in the dumpster. Do not leave any items laying outside the dumpster. If you have any questions, contact Carrboro Solid Waste Supervisor Chris Clark at 968-2788.

ACCEPTABLE ITEMS FOR DUMPSTER

  • Household trash and food waste

NON-ACCEPTABLE ITEMS FOR DUMPSTER

  • Corrugate/Other Cardboard
  • Dirt, sod, rock or concrete
  • large appliances or furniture
  • hot ashes
  • flammable materials such as: oil, gas, or paint
  • debris from construction, remodeling, or demolition
  • absolutely no toxic or hazardous waste
  • yard waste
  • Batteries: large sized alkaline batteries and wet cell / lead acid batteries such as the kind found in cars, trucks, and boats

Recycling

Recycling bins are located in the dumpster area. The following can be placed in the bins un-separated:

(Bottles, cans and jars): glass bottles and jars (lids removed); plastic bottles if the neck is smaller than the base (lids removed); aluminum and steel food and beverage cans; empty aerosol cans.

(Clean, dry paper): newspapers and their inserts; phone books; glossy magazines; mixed paper.

Drop-off sites for recycling of corrugated cardboard and brown paper bags are located at:

  • Animal Shelter, Municipal Drive, 1/5 mile west of Airport Rd
  • Cedar Falls Park, Weaver Dairy Rd., (opposite Sunrise Rd.)
  • University Mall, behind Texaco gas station.
  • Meadowmont, behind Harris Teeter
  • Carrboro Plaza, behind the ABC store

YARD WASTE

No yard waste is permitted in the dumpster. For proper disposal, see Town yard waste page at

BULKY ITEMS

The town does provide for the collection of certain large items. Contact Orange County Solid Waste Management at 968-2788.
