REQUEST FOR PROPOSALS

MOSQUITO ABATEMENT

The Board of Supervisors of Hinds CountyMississippi is requesting proposals from qualified Pest Control Service Vendors to provide mosquito abatement throughout the County of Hinds, Mississippi.

Size and Population of Service Area:

HindsCounty is the largest county inMississippi which is centrally locatedin the state. A county composed of approximately 869 square miles with a population in excess of 250,800 residents.

Scope of Work:

This Request for Proposal (RFP) allows the vendor flexibility to develop and provide a mosquito abatement programfor HindsCounty providing both adulticiding and larvaciding services in platted and non-platted subdivisions in the county. All pesticidesor chemicals used in the abatement program, shall comply with applicable standards of the United States Environmental Protection Agency.

The vendor shall provide adulticiding services twice-per-month between the months of April and October during each year of the contract. The adulticiding program shall include aerial spraying of county streets via truck fogging along 99.11 miles of platted subdivision streets. Each side of each street shall be treated per application. Ten (10) additional miles can be serviced at the request of the Board of Supervisors and/or an administrative appointee. Any additional adulticiding service will be negotiated by the parties under separate contract.

The vendor shall provide larvaciding services once-per-month between the months of April through October each year of the contract. The larvaciding services shall be conducted along major creeks and tributaries, smaller neighborhood ditches and low-lying areas. This larvaciding program will cover a total of 300 sites per month. Additional larvaciding services, if needed, will be negotiated by the parties under separate contract.

Acceptance/Rejection:

HindsCounty Board of Supervisors reserves the right to reject any and all proposals and waive any irregularities in the proposal process. All costs for proposal preparation are the responsibility of the bidder.

Company Background:

Each proposer must provide the following information about its company. The County can evaluate the proposer’s stability and ability to support the commitments set forth in response to the proposal. The County may require additional documentation to support and/or clarify requested information.

  1. List company’s inventory ofrequired equipment.
  1. Provide references from similar communities you have serviced.

You are invited to submit a proposal in writing, in accordance with this request, to the Department of Purchasing, Attn: Shirley Partee, Purchasing Clerk, 316 South President Street, Jackson, Mississippi39205, no later than 4:00 PM. local time on Wednesday, August 12, 2009. HindsCounty will not be liable for any delays in delivery or expenses incurred as a result of such delay. Any proposal received after stated deadline will be returned to sender unopened.

Insurance:

The vendor shall maintain in full force throughout the term of this Contract and throughout any extension or renewal thereof the following types of insurance: Workmen’s Compensation; Employer’s Liability; General Liability: Bodily Injury and Property Damage.

Performance Bond:

Before the Contract can be executed, the vendor shall furnish acorporate surety bond or a letter of credit written by an acceptable bank or such other security acceptable to the County for the performance of the Contract.

Permits, Licenses and Taxes:

The vendor shall obtain and assume the cost of all licenses and promptly pay all taxes required. The above terms and conditions are not meant to be inclusive of all terms of a contract for service and the County reserves the right during any contract negotiations under any proposal submitted to suggest or discuss other terms and conditions which may arise as a result of a proposal or the negotiations of a contract.

HindsCounty reserves the right to reject any and all proposals, and to waive any irregularities in the proposal process.

MINORITY PARTICIPATION

IT IS THE INTENT OF HINDS COUNTY, MISSISSIPPI, in the interest of providing equal opportunity and participation to all segments of the community, to achieve a goal of minority participation in all activities and projects conducted or sponsored by HindsCounty. In furtherance of this;twenty percent (20%) minority business participation is required in connection with all services and or commodities provided in thisactivity or project. It is the intent of Hinds County that this participation shall be construed to mean at least twenty percent (20%) of the services and or commodities provided in this project shall be provided by a minority business and that said minority business shall receive at least twenty percent (20%) of the compensation paid by Hinds County for the services and commodities rendered in connection with this project.

Pursuant to State law, “minority business “is defined as a business which is owned by a person who is a citizen of lawful permanent resident of the United States and whois:

(i)Black: Having origins in any of the black racial groups of Africa.

(ii)Hispanic: Of Mexican, Puerto Rican, Central or South American, or other Spanish or Portuguese culture or origin regardless of race.

(iii)Asian American: Having origins in any of the original peoples of the Far East, Southeast Asia, the Indian subcontinent, or the PacificIslands

(iv)American Indian or Alaskan Native: Having origins in any of the original people of North America.

All persons/entities wishing to provide services or commodities to HindsCounty shall submit a specific written statement describing their status and the manner in which theypropose to comply with this provision. Failure to demonstrate compliance to the satisfaction of HindsCounty shall result in a proposal being deemed non-responsive tothe specification required by HindsCounty for the fulfillment of this activity or project.

Following the acceptance of a proposal for services or commodities, the successfulcandidate shall, within forty-five (45) days of such acceptance, substantiate compliancewith this provision by submitting a second written statement delineating the specificmethod(s) of compliance, including identities and area of participation of minority business participants.

The Hinds County Board of Supervisors shall have the authority and discretion todetermine whether a proposal is responsive to this statement of intent.
