High Level Needs (HLN) Funding, Financial Year 2015-16

The following table indicates the level of funding to be allocated to schools through formula and by HLN targeted funding from April 2015.

The table also provides indicative levels of TA support that could be provided from each element of funding, based on the hourly cost of employing a level 3 teaching assistant. The panel will take this information into account when allocating funding.

Elements 1 and 2 represent funding that has been delegated to schools by formula. Element 1 is from the basic flat rate funding that the school receives per pupil. Element 2 funding is from the school’s notional SEN budget (which incorporates the funding allocated to schools based on the prior attainment indicator and a proportion of the funding allocated based on numbers of pupils eligible for Free School Meals). The 2013 SchoolFunding Reforms require that schools contribute the first £6,000 of additional support required by a pupil with high needs from the notional SEN budget.

Element 3 is the funding that has been allocated to a named pupil. It is this level of funding that will be included in an indicative budget for pupils with and Education, Health and Care Plan.

A further element of funding, the Additional Inclusion Allowance, will be allocated to schools based on the number of pupils with an element 3 HLN allocation in the previous academic year. For 2015-16 this allowance will be £4017 per pupil. This funding is designed to supplement the notional SEN budget in contributing to the costs of the Element 2 support.

For pupils on part-time timetables pro-rata allocations of the element 3 funding will be agreed. The Additional Inclusion Allowance will also be adjusted on a pro-rata basis for part-year and part-time allocations.
