1. CALL TO ORDER & WELCOME

Mr. Valenti called the meeting to order at 1:00 p.m. .

2. APPROVAL OF THE MINUTES FROM THE OCTOBER 17, 2012 MEETING.

Mr. Valenti noted that the minutes were on the website at www.epchd.org and invited any comments from the audience. Hearing no comments the minutes for October 17, 2012 were adopted as presented.

3. CONFIRMATION OF PARTICIPANTS – ROLE CALL

Mr. Valenti called out the participating agencies to confirm everyone’s presence at today’s RHP meeting. Dr. David Palafox was in attendance representing the El Paso County Medical Society and how they favorably responded to the Waiver and accepted the portion offered to the Medical Society.

4. REGION 15 RHP Plan

A presentation was provided to the attendees as it appears on the RHP website. There was a problem with the recording device and the meeting was not recorded.

The initial submission of Region 15s RHP Plan was 11/14/12 to HHSC. This included Pass 1 and all sections of the RHP Template, approximately 700 pages.

5. FEEDBACK TO REGIONS FROM HHSC INITIAL REVIEW OF PASS 1 PROJECTS

HHSC has requested additional documentation on all projects in all regions of Texas. This summary information is an additional page to every project that includes provider description, interventions, need for the project, target population, expected patient benefits, current vs new initiative, and how many patients each project will serve.

Initial feedback from HHSC will be high level only, no technical feedback until the formal review period at the end of January. They are reviewing the project options chosen consistent with the narratives, community needs satisfied, planning vs implementation milestones. There will be more scrutiny with higher value projects.

6. PASS 2

$12,713,007 is left over for Pass 2 due to EPPC not participating in DSRIP. This allows for new hospitals, i.e. EPCH to participate with $1,906,951. The Medical Society will also be participating in Pass 2 as per agreement from UMC to IGT for their portion with $1,271,301. The Anchor will assist the Medical Society in developing a project during DY2 to implement in DY3. This is formalized in a letter from the Anchor. Other participating IGT entities include UMC ($7,092,007), Texas Tech ($979,349), Emergence ($973,725), and Health Dept ($489,674).

7. TIMELINES

Region 15 intends to submit the final Plan on 12/19/12. HHSCs final submission deadline is 12/31/12. Most of the regions will submit their plans earlier than 12/31. We expect formal feedback from HHSC by the last week in January 2013.

9. ROUNDTABLE DISCUSSION

There was a lot of discussion surrounding the CQI portion of our projects and the learning collaboratives ongoing. Entities and project directors that have projects similar in nature and scope will get together and meet on a bi-weekly basis. During our monthly meetings, we will have one presenter at a time who describes a project and initiatives underway. This will include feedback from the RHP participants to assist in implementing the project and propose quality improvement initiatives.
