P3: As part of the new Public Realm contract, the P3 scheme has been reviewed, revised and extended and is now part of the wider revamped Lengthsman scheme which enables and encourages self-help by Parish Councils in resolving highways maintenance issues. Under the new model, 114 parishes have registered an interest in taking part in P3 in 2015-16, covering 2820km of PROW. Parishes are required to prepare a brief annual plan identifying routine works and improvement projects they wish to carry out and will be able to claim grant money quarterly in arrears. The new scheme will be monitored to evaluate take up and effectiveness.

Notices served on Herefordshire Council - Section 56 & 130 Highways Act 1980
During this period two S130A notices were served on HC alleging obstruction of paths EE33 (Eardisley) and MR45A (Marden). In both cases statutory procedures were followed in respect of Form 2 (person responsible for obstruction) and Form 3 (person serving notice on council). The overgrowth constituting the obstruction on EE33 was removed. Further investigation established that the obstruction on MR45A was a building. This has been recorded as a long term obstruction.
No S56 notices have been served on HC.
