HENRIETTA TOWNSHIP BOARD MEETING
March 13, 2014 – 7:00 p.m.

Attendance: Dave DeLaHunt, Russell Johnsrud, Duane Goeden, Dacle Schmid Jr., Gary Nasser, Tina Melott, and Deborah Anderson.

The meeting was called to order by Chairman DeLaHunt at 7:00 p.m. followed with the Pledge of Allegiance.

It was announced that the meeting is being recorded for clerk information only to complete minutes. After the minutes are approved the recording will be deleted.

Goeden made a motion to approve the minutes of February 13, 2014. Nasser seconded. Motion called and carried.

Treasurer Melott presented the treasurer’s report. Johnsrud made a motion to approve treasurer’s report as presented. Goeden seconded. Motion called and carried.

The $50 registration fee for the Spring Short Course was discussed. It was decided that each board member attending should pay up front and be reimbursed at the next regular meeting.

Nasser made a motion to approve the bills. Johnsrud seconded. Motion called and carried.

Goeden made a motion to accept agenda as presented. Schmid seconded. Motion called and carried.

Ralph Sanquist gave the road report. Lots of snow was plowed this month, almost every day. Roads were plowed with truck, winged with motor grader, and pushed back with loader as needed. So far there has been no problem with the snow melt that still may be coming. All the culverts are well marked at this time. A scoop of gravel was filled in on the culvert bump on 209th Avenue. Crack sealing will start shortly. He intends to use the air compressor first to blow out sand, and then apply sealing as needed.

Gary Korsgaden submitted a written report. He had one inquiry into the progress of Henrietta and the City of Park Rapids possible annexation amendment. Johnsrud commented that he had met with Dan Walker earlier in the day and this issue is showing progress. Dan asked that Gary K work with the City of Park Rapids regarding the clean-up of the area on Highway 34 where the logging business is located.

During Public Comment Jeff Mosner extending a thank you to Ralph Sanquist for his services and stated Sanquist Construction should be commended for their work.

OLD BUSINESS

Resolution #2014-02, A Resolution Requesting a Change in the City of Park Rapids and Henrietta Township Annexation Agreement was presented with a cover letter, attachment, and map. It was noted that on the attachment correction from two to three should be made. Goeden made a motion to approve Resolution #2014-02 with corrections to the cover letter and attachments as noted. Schmid seconded. Motion called and carried. DeLaHunt abstained.

The clerk was directed to write a letter to Mike Sharkey informing him that at the Annual Meeting a recommendation was made and accepted to have the Board move forward with the request to adopt Denver Drive/Lane. The letter to also include any further information needed from Mike. The draft of letter to be approved by Johnsrud and DeLaHunt before mailed. No further action taken at this time.

NEW BUSINESS:

Jeff Mosner, on behalf of the Friends of the Headwaters, addressed the Board with a request to adopt a resolution requesting that The Minnesota Public Utilities Commission extend the public comment period…until August 1st, 2014. Supervisors stated that they would need more time to research this area before passing a resolution. No action taken.

Johnsrud made a motion to accept Sanquist Construction Contract with the new equipment rental rates as presented. Nasser seconded. Motion called and carried.

Nasser made a motion to accept the DAC Contract with the change from June to March and for a two year period. Schmid seconded. Certificate of insurance has been received from them. Motion was called and carried. Nasser will contact the DAC regarding new contract.

Information was given from Pam Heeren, through email, that Township information can be submitted to be placed on the Hubbard County Website as it is being updated.

David Olsonawski’s notice regarding the current cost of calcium chloride was discussed. Board will proceed with the roads as previously submitted to Olsonawski.

Information was given from Greg Hensel, through email, regarding the “Certification of Gravel Pits”. Ralph Sanquist stated that he is choosing to conform to the new guidelines for his gravel pit. Johnsrud made a motion to table this to the next meeting. Nasser seconded. Motion was called and carried.

Goeden made a motion to set up on-line billing regarding Arvig. Johnsrud seconded. Motion called and carried. Treasurer will set up account.

The City of Park Rapids Fire Contract was discussed. Goeden had concern regarding how the formula was presented. Question was also asked regarding if Contract was updated regarding annexation area. Board directed Goeden and Schmid to contact City of Park Rapids to get clarification. Schmid made a motion to accept Fire Contract with the City of Park Rapids. Johnsrud seconded. Motion called and carried.

Each donation request was reviewed. Nasser made a motion to approve the following:

Living at Home of the Park Rapids Area in the amount of $600

Park Rapids Area Library in the amount of $500

Marine Corps League Detachment #1109 in the amount of $250

Hubbard County Historical Society in the amount of $500

Hubbard First Response & Rescue Inc. in the amount of $2,500

Goeden seconded. Motion called and carried. The clerk was directed to get signed contracts from each of the above before the next scheduled meeting on April 10, 2014.

Johnsrud made a motion to give $2,000 towards the AIS contract in regards to the Long Lake Inspections. Nasser seconded. Motion called and carried. Schmid abstained.

The AIS information was reviewed as presented from Gary Korsgaden at the Annual Meeting. This information will be made available to the public by checking it out with the clerk to be returned in a timely fashion.

There was no Planning Commission Meeting, therefore no report.
