Researched courthouse documents to determine the ownership of surface, oil, gas, coal, and leasehold interests. Ran take off and certified title requiring searches of judgments, ejectments, right of ways, mortgages, clean and green designations, taxes and any other instruments discovered affecting the subject property. Typed all title opinions and embedded appropriate tax maps and tax assessments. Travelled to various courthouses in West Virginia and Pennsylvania, including, but not limited to: Preston County, WV; Washington County, PA; and Bradford County, PA. Have been trained to utilize Chesapeake Researcher to do Marshall County, WV title.

Position: Real Estate Coordination/Project Manager

Responsible for the procurement of real estate. Reviewed real estate presentations from outside Realtors for necessary criteria. Prepared presentations for the Board. Ordered appraisals, architectural analyses, environmental reports, geotechnical reports, CMUD verification letters, and owner permission letters for potential sites. Negotiated purchase contracts. Prepared mandatory referral packages for submittal to the Planning Commission and Request for Board Action documents for purchase price approval to the County Commission for all real estate purchases. Approved all real estate related invoices for payment. Hard cost savings negotiated on a recent real estate purchase exceeded $58,000. Edited and composed the Building Services Department newsletter. Wrote new rules and regulations for Community Use of Schools to replace dated material from 1966. Implemented an experience qualification statement to evaluate potential contractors/consultants performing due diligence work. Appointed to the Staff Steering Committee charged with the creation of a Long Range School Facilities Master Plan in conjunction with the Committee of 16. Negotiated leases for alternative and management school sites as well as office and warehouse space. Created pro-CMBE form lease that complies with general statutes. Negotiated the first and subsequent telecommunications tower leases. Cataloged all properties owned by CMBE including tax identification numbers, acreage, zoning, etc. into a database. Negotiated right of way, easement and permissive use agreements with City, County, DOT and private entities to mutual benefit of the parties involved. Reviewed all City and County rezoning petitions for potential impact on surrounding school sites and coordinated response to the Planning Commission. Prepared rezoning petitions, variance requests, and road abandonment requests for CMBE owned property. Attended hearings when needed. Coordinated annual property insurance inspections with NCDPI. Generated requests for repairs to appropriate individuals. Managed the underground storage tank program to assure compliance with state and federal guidelines for nearly 100 tanks. Performed contract negotiation and enforcement; prepared bid packages; oversaw tank removals and remediation. Recovered over $37,000 in trust fund money and nearly $10,000 in erroneous charges invoiced by contractors on one project. Passed two NCDENR audits with no violations or fines. Assumed project management responsibilities for electrical wiring upgrades to accommodate new technology. Managed up to 29 projects at one time with values up to $200,000 each.
