MINUTES OF AN ORDINARY MEETING OF CREDENHILL PARISH COUNCIL

HELD IN THE YOUTH AND RESOURCE CENTRE ON 15TH JUNE 2016

The Chairman opened the meeting at 7.30pm

1.0 Apologies for Absence:

Apologies were received and accepted from Councillor Andrew Slater due to family commitments, and Councillor Paul Burridge due to business commitments.

Locality Steward Mr. Mike Gill not present.

No presence for the local police.

2.0 Declaration of Interest & Dispensations

2.1 Declaration made by JD as he is now a member of Community Hall Committee.

2.2 No applications for dispensations received.

3.0 Speakers - Opportunity for visiting speakers to address council.

3.1 Ward Councillor Mr. Bob Matthews provided the following up-dates:

  • Safety issues on Footpath at School entrance. Mr & Mrs Jones (East Cottage) have been approached regarding widening of the foot-path to improve safety for pedestrians.
  • Following letter sent to Hereford Council requesting a reduction in speed limit on A480, Balfour Beatty have confirmed that the request shall be logged on the Assessment List, and in due course a consultation process shall commence, which can take up to two years. There shall also be a study by the Safer Roads Partnership and the Parish Council shall be involved at the early stages of discussion. After discussions by some of the Parish Councillors, the Chairman supported Ward Councillor, Bob Matthews in his continuing work to have a reduction in speed limit introduced.

4.0 Public Question Time – Opportunity for members of the public to raise issues or ask the Parish Council

questions.

A member of the public raised the issue of improvements needed to Dovecote Lane Children’s Park, (whichis owned by Hereford Council). Balfour Beatty had removed certain items of play equipment from thePark and not replaced them. Fran White, (Hereford Parks Manager) stated that due to lack of funding from the Council, she suggested that a Community Group Resident’s Association be formed and fund-raising activities be initiated. This would enable applications to be made for grants to fund additional play equipment and other improvements to the Park.

5.0 Minutes

Following a proposal by JD and seconded by AF it was resolved that The Minutes of the Ordinary Parish Council Meeting held on the 18 May 2016 having been previously distributed were unanimously confirmed as true records and signed by the Parish Council’s Chairman.

Following a proposal by DP and seconded by JD it was resolved that The Minutes of the Annual Parish CouncilMeeting held on 24th June 2015 having been previously distributed were unanimously confirmed as true records and signed by the Parish Council’s Chairman.

i Community Hall AGM had been held. Jamie Dover gave an up-date on the Community Hall, stating that No Lottery Funding was available as Credenhill was not deemed to be rural enough. Other sources of funding are now being reviewed.

vi Imagination StationMeetings to be arranged by the Parish Clerk and an Extra Ordinary Meeting to be held following the meetings.

viii Roman Park Football Nothing to report.
ix Roman Park – General Request that Craig Powell contacts AR to remove the bin at entrance to Roman Park. The Parish Clerk was requested to write to the Council expressing the concerns raised by some Councillors of children playing in the tunnels which come out nearest to the Pond.

Parish Clerk confirmed that inspection has been carried out and awaiting report from ROSPA.

9.0 Business arising since last meeting

9.1No further correspondence from a member of the public making initial enquiries to become a Councillor.

9.2 Matter dealt with Item 4.

9.3Meetings arranged for Finance Meeting to be held to discuss proposed new licence arrangements.

9.4 Proposd by RR and seconded by DP that the Parish Clerk contact the Fencing Contractor at Moorhampton to look at the fencing at Roman Park.

9.5 Ward Councillor to provide the Clerk with an up-date on the Waterside bus turning.

9.6 Proposed by AR and seconded by TS that Sue Hathaway be appointed Internal Auditor and the remuneration of £100.00 was agreed.

10.0 Confirmation of the next Ordinary Meeting, Time, Date and Venue for the next meeting

The next meeting was confirmed as 7.30pm on 20TH July 2016 to be held in the Youth and Resource Centre.

The Chairman declared the meeting closed at 9.30pm
