A representative of the Cottingham Scout and Guide Trust was in attendance and spoke for planning application number15/03972/PLF – Erection of scout and girl guiding headquartersand detached storage building at Hallgate Primary School Playing Field, Hallgate, Cottingham for Cottinghm Scout and Guide Trust.

Cllrs Abel, Harness, Jump and Wright declared a personal interest in application number 15/03972/PLF - Erection of scout and girl guiding headquarters and detached storage building at Hallgate Primary School Playing Field, Hallgate, Cottingham for Cottinghm Scout and Guide Trust as they were all on the Cottingham Day Committee along with the representative from the Cottingham Scout and Guide Trust.

Cllr Jump declared a personal interest in application number 16/00266/PLF – Erection of conservatory following demolition of existing conservatory (revised scheme of 15/03519/PLF) at 43 Lawnsgarth, Cottingham for Mr C Hall, as she knew the applicant.

Resolved:The Committee recommended this application be approved.

  1. Application number – 16/00101/PLF – Erection of two storey extension to side at 8 Merchants Way, Cottingham for Mr & Mrs S Wardell.

Resolved:The Committee recommended this application be approved, but requested that the trees be protected in the normal way, whilst the work was carried out.

  1. Application number –15/03972/PLF – Erection of scout and girl guiding headquarters and detached storage building at Hallgate Primary School Playing Field, Hallgate, Cottingham for Cottingham Scout and Guide Trust.

Cllrs Abel, Harness, Jump and Wright declared a personal interest in this application as they were all on the Cottingham Day Committee along with the representative from the Cottingham Scout and Guide Trust, who was present at the meeting.

Resolved:The Committee recommended this application be approved once the following conditions had been met:

  • Clarification needed regarding the drainage/attenuation
  • Clarification needed regarding the capacity of foul sewerage
  • Recommended sequential testing to take place.
  1. Application number–16/00121/TPO – TPO – COTTINGHAM NO 74 2011 (REF: 1258) T1: Silver Birch: fell due to decay and concerns it could fall in strong winds at 2 Royal Walk, Cottingham for Mr John Mitchell.

Resolved:The Committee requested the ERYC Tree Officer carried out an inspection at this site, once this had taken place the Committee would be happy to go with the Officer’s recommendation.

  1. Application number–16/00108/PLF – Erection of single storey extension to rear following demolition of existing extension at White Cottage, 32 George Street, Cottingham for Mr Peter Burke.

Resolved:The Committee recommended this application be approved.

  1. Application number–16/000048/PLF – Retention of 2.0m high fence and gates following demolition of existing fence at Old Stables and Yard, Endyke Lane, Cottingham for Mrs Janice Godwin.

Resolved:The Committee recommended this application be approved with the following condition:

  • The gates open inwards.

  1. Application number – 16/00116/PLF – Erection of garage to side at 2 The Garth, Cottingham for Mr Steve Jackson.

Resolved:The Committee recommended this application be approved.

  1. Application number – 16/00318/TCA – COTTINGHAM CONSERVATION AREA: Holly; Crown reduce from 45ft to 20ft due to safety concerns, x2 Hollies; Crown reduce from 25-30 ft. down to 20ft due to concerns about future property damage at 50 South Street, Cottingham for Mr Ian Allenby..

Resolved:The Committee recommended this application be approved.

  1. Application number – 16/00320/PLF - Erection of a single storey extension to side and rear and construction of a vehicular access at 11 Southwood Road, Cottingham for Mr P Barwick.

Resolved:The Committee recommended this application be approved.

  1. Application number – 16/00316/PLF – Erection of single storey extension to side and rear at 24 West End Road, Cottingham for Mr Jonathan and Mrs Victoria Isaac.

Resolved:The Committee recommended this application be approved.

  1. Application number – 16/00307/VAR – Variation of Condition 9 (approved plans) of planning Ref: 15/02009/REM - Erection of 5 dwellings – to allow for amended design at Browsholme, Harland Way, Cottingham for Mr Phil Bramley.

Resolved: On a show of hands vote with 3 against the application because of concerns over the felling of the Red Cedar tree and 5 for the application the Committee recommended this application be approved.

1272MEMBERS’ POINTS OF INFORMATION AND AGENDA ITEMS FOR NEXT MEETING (Discussion items only)

The Deputy Clerk informed the Committee that she had previously circulated an email to all Councillors from JRP developers regarding a consultation for ‘Cott C’ (Harland Way) on Wednesday 24 February 2016 from 3pm for Parish Councillors and Ward Councillors, 4pm for members of the public at the Zion Church, Hallgate.

The Deputy Clerk told the Committee that the next Planning meeting was scheduled to take place on Tuesday 15 March 2016.

Cllr Jump informed the Committee that the application number 15/03845/PLF – 67 South Street, Cottingham, was due to be addressed at the ERYC Western Area Planning Sub Committee to be held on Tuesday 23 February 2016.

Cllr Jump reported that land was for sale in Dunswell Road, near the Railway crossing, should the Parish Council be interested for a possible additional allotment site.

Cllr Casson thanked the Committee for doing their ‘homework’ which enabled the meeting to run smoothly and efficiently.

There was no other business and the Chairman closed the meeting at8.32pm.
