HEARD COUNTY COMMISSIONERS MEETING
MARCH 9, 2010
I. CALL TO ORDER
June Jackson, Commission Chair called the meeting to order.
II. WELCOME, INVOCATION, AND PLEDGE TO THE FLAG
Chief Scott Blue gave the invocation.
III. PRESENTATION TO MR. CLYMIS RICHARDSON
The board presented Mr. Clymis Richardson with a plaque for 18 years of
continued service with the county.
IV.PUBLIC HEARING
a. Application for Rezoning - Mr. Josh Parmer, 860 Eley Rd.
Mr. Josh Parmer spoke to the board about his plans for the property if it is
approved. Multiple people spoke in favor of Mr. Parmer's interest.
Mr. Patrick Pitzer, 220 Windemeir Cir., Newnan, Ga. spoke in opposition
of Mr. Parmers plan. Mr. Pitzer is the owner of Creekside Mobile Home Park
and his property joins Mr. Parmers proposed property. Multiple people spoke
in opposition of Mr. Parmers plans.
V. APPROVAL OF MINUTES
Approved with one change.
VI. PUBLIC COMMENTS
Valente Emory, 127 Byrd Rd. Franklin, GA, voiced his opinion that it was a
negative impact for our youth to see a Commissioner's picture in the paper
"displaying her disregaurd of the law of the land". He ask for her resignation.
He said that it was defamation of character for her to tell people that he was
operating an illegal business.
Ms. White, 512 Whitlock Dr. ask the board to fix Whitlock Dr.
Tim Massa, Creekside MHP, ask the board about paving Birch Rd. and June
Jackson advised him the Birch Rd. was going to be paved with LARP funds
this year.
Kevin Hyatt, 1000 Eley Rd, Franklin, GA, invited everyone to come to the old
elementary gym on Saturday to hear some good music.
Tony Hollingsworth, 361 Whitlock Dr, Jessica Clay, 187 Whitlock Dr., Lauren
Kee, 501 Whitlock Dr., and James Johnson, 481 Whitlock Dr. all asked the
board to pave Whitlock Dr. a private Road.
VII.AMEND AGENDA
Amend Agenda to include under Old Business- g. Discuss Scoreboards at the
Sports Complex
VIII. OLD BUSINESS
a. Update on Fire Administration Facility - Kevin Hamby
Closed Construction contract out today and was under budget by 3,300.00.
AT&T advised that they would have work done by April-May for 911 lines.
b. Discuss Barr Farm Rd. Abandonment
Postpone until Attorney hears from Four Star.
c. Discuss Safety Proposal
Board agreed to utilize ACCG's free programs for Safety Managenent.
d. Discuss Appointment to Community Action for Improvement(CAFI) Board
With no nominations from the board, June Jackson, Chair, agreed to fill
the position.
e.DiscussYates Lane
June Jackson, Chair, advised the board that she spoke with Mr. Pope,
Carroll County Public Works Dir., and he advised her that they had all
right of ways signed but one and were waiting on us. Commissioner
Caldwell said that if everyone did not sign over right of ways, that he
would not vote to buy any.
f.Discuss Whitlock Drive
Commissioner Isenhower asked the board again to take in Whitlock Dr. as a
county road. Commissioner Allen said that she had a private road, Glenn Mill
Farm Road, that the owners asked her about the county taking the road in as a
county road. Commissioner Allen was advised by June Jackson that if the
owners brought the road up to county standards, with a base, gravel, and
ditching, they could come before the board to ask ifthe boardwould consider
taking it in as a county road.Commissioner Allen asked that the same
standards apply to all private roads. Commissioner Caldwell advised that
this was the resolution passed by the board about private roads. Commissioner
Isenhower's motion died for lack of a second.
g. Address Scoreboards at Sports Complex
Commissioner Boone ask David Julien, Recreation Director, to get 3 bids
on installing the scoreboards and bring them back to the board.
IX. NEW BUSINESS
a. Decision on Public Hearing - Mr. Josh Parmer
Approved Zoning Board's recommendation to re-zone the parcel to agricultural
b. Update on Georgia 4-H Program - Dinah Rowe
Mrs. Rowe thanked the board for calling the representatives in support of
funding for the 4-H clubs in Georgia. She advised that at the present time
there would be funding for the programs.
c. Proclamation for Georgia Census Week
Approved proclamation for March 8-14 as Georgia Census Week.
