A. Election of Vice Chair (Action)
Nominations for Vice Chair of the Health Subject Matter Committee (Health SMC) will be accepted and an election conducted.
B. Establish Goals for 2017 (Information/Action)
The Health SMC will review the 2016 Goals and establish goals for 2017. The Health SMC met its 2016 goals to support the development of a new framework for health education. In June 2016, the Health SMC and the IQC recommended to the State Board of Education (SBE) a timeline for the revision of the framework and an online application form for recruiting the Curriculum Framework and Evaluation Criteria Committee (CFCC) members. The SBE approved the timeline and the online application form in September 2016. Members of the Health SMC attended each of the four regional Health Education Focus Group meetings in November 2016 to hear discussion among focus group members and public comments.
Review 2016 Goals
1. Remain informed on issues that affect curriculum, assessment, professional learning, and instructional materials in health education and continue to support modifications in the health topic areas of the Science Framework.
If funding is provided in the state budget for framework revisions/development and the ongoing work of the Instructional Quality Commission:
2. Provide guidance and support for the development of the 2019 Health Education Framework for California Public Schools: Kindergarten through Grade Twelve (Health Education Framework).
3. Recommend to the State Board of Education the timeline for the development of the 2019 Health Education Framework and the application for the Curriculum Framework and Evaluation Criteria Committee.
Proposed 2017 Goals
1. Provide guidance and support for the development of the 2019 Health Education Framework for California Public Schools, Kindergarten Through Grade Twelve (HE Framework).
2. Recommend to the State Board of Education guidelines to inform the work of the Curriculum Framework and Evaluation Criteria Committee (CFCC).
3. Recommend CFCC applicants for appointment by the SBE.
4. Attend meetings of the CFCC to follow the development of a draft health education framework and ensure that the guidelines are being addressed.
5. Provide input on the framework in response to requests from the CFCC, the framework writing teams, or Curriculum Framework and Instructional Resources Division staff.
C The Health Education Framework for California Public Schools, Kindergarten Through Grade Twelve (HE Framework), 2019 Revision
1. Report on the Health Education Focus Group Meetings and Public Comment Received Regarding the Revision of the HE Framework (Information)
In November 2016, the California Department of Education convened four regional focus groups to gather input on what guidance and information should be included in the revised framework to support implementation of the state-adopted standards for health education. The “Health Education Focus Group Report” (Attachment 1) summarizes the oral comments received at the focus group meetings and incorporates the written comments received during that time. These comments are the basis for the draft guidelines that will direct the work of the CFCC.
2. Draft Guidelines for the Curriculum Framework and Evaluation Criteria Committee (CFCC) (Information/Action)
The “Draft Curriculum Framework and Evaluation Criteria Committee Guidelines for the 2019 Revision of the Health Education Framework for California Public Schools, Kindergarten Through Grade Twelve” (Attachment 2) are based on statutory requirements, comments received at the four focus group meetings, and written comments received in November and December 2016.
The Health SMC reviews the draft guidelines, edits and modifies them as necessary, and takes action to forward the draft guidelines to the full IQC. Once the full IQC approves the guidelines, the guidelines will be forwarded to the SBE for approval at the March 2017 SBE meeting.
3. Recommendation of Members of the Curriculum Framework and Evaluation Criteria Committee (CFCC) to the State Board of Education (Information/Action)
The Health SMC will review the applications and recommend applicants for appointment to the CFCC to the full IQC. Once the full IQC takes action on the Health SMC recommendations, those recommendations will be forwarded the SBE. The SBE will appoint CFCC members at the March 2017 SBE meeting.
Regulations require that the CFCC consist of between 9 and 20 members, a majority of which must be teachers of students in kindergarten through grade twelve at the time of appointment. In addition, at least one of those teachers must have experience teaching English learners, and at least one of those teachers must have experience teaching students with disabilities. One member of the CFCC must have a doctoral degree in health or a related field. The CFCC must also be reflective of the various ethnic groups, types of school districts, and regions in California.
The information in the CFCC Application Summary Tables (Attachment 3) is provided to support the appointment of a CFCC that meets the Title 5 regulations and has experience across all grade spans and in all six health education content areas.
The CFCC applications and resumes are provided in Attachment 4. The applications and resumes were not edited and may contain errors. Copies of the applications will also be available for public review during the IQC meeting on January 19–20, 2017.
