Provide a one paragraph summary statement of the project, including the target population and the biomedical/health information service and resources being promoted through this project.

  1. Describe the specific target group (including numbers and types of researchers, health professionals, patients, members of the public, etc.) and provide an estimate of how many of these you expect the project to reach.

  2. State the goal(s) of the project and the specific objectives you expect to achieve with the project.
  1. Include detailed process objectives about what will be done (outputs) and outcome-based objectives that specify what will happen or change as a result.
  1. Evaluation Plan:
  1. Describe how the success of the project will be measured and the methods to be used to measure that success. Evaluation should be outcomes-based and tied to project goals and objectives.

  1. Award recipients conducting certain NN/LM activities will be asked to collect specific information and report it at the end of the project using forms provided by the NN/LM. If your project includes training, technology improvement, exhibiting/health fairs, or professional development activities, you will need to report this standard information. Please refer to the NN/LM Evaluation Office’s NN/LM Evaluation Materials web page for the type of information you will need to report. For the proposal, explain how and when you will use the NN/LM forms to collect the information.
  1. Project Plan and Implementation Schedule:
  1. Include an implementation schedule (timeline) – the implementation schedule for all activities to be undertaken during the project should be feasible within the stated timeframe.
  2. Discuss in detail what tasks will be performed to meet the stated goals and objectives and who will perform them.
  3. If training and/or demonstrations are included, describe what will be taught or demonstrated, who will do it, where it will be done, what training materials will be used, and a description of the target audience for each event.

NOTE: recipients of funding are expected to use or adapt existing training materials before developing new materials. Consult with MAR and the NN/LM Training Office (NTO) prior to developing materials.

  1. Qualifications
  1. Provide a list of project personnel, briefly describing their time commitments for this project, roles in this project and applicable experience to their project responsibilities. Curriculum vitae or resumes should be supplied as an appendix.
  1. Describe the institution, its resources and services, as it pertains to supporting the proposed project.
  1. Include a letter of commitment from the institution's administration stating support for the PI and project staff to complete the project in the designated timeframe.
  1. Include letters of commitment from the administration of all partner organizations involved in, or targeted in the project.
  1. If technology is being purchased, include letter of commitment from the person in charge of supporting technology for the bidder’s institution ensuring successful implementation of the technology within the strict timeline to meet project goals.
  1. Budget
  1. Submit a budget providing a detailed breakdown of and justification for the costs included in each category (allowable expenses are below). Include the total budget requested. The budget plan must be complete, clear, and well justified to complete the project.
  1. A narrative justification for the budget items is required and must be included.

Note: The University of Pittsburgh will provide a subcontract agreement for all approved projects. All subcontracts are cost reimbursement. Line item invoices must be submitted for reimbursement of expenditures. Invoices may be sent monthly.

Allowable expenses include:

  1. Project personnel
  2. Travel (may include air travel, ground transportation, parking, hotel, per diem for meals)
  3. Equipment, includes technology (rental or purchase)
  4. Purchase of collection materials is permitted, but must not exceed 5% of the budget
  5. Supplies
  6. Publicity for project events
  7. Reproduction (may include costs for printing/photocopying of resource handouts and other project related materials)
  8. Other costs (may include honoraria, exhibit fees, or any other items that do not fit into one of the other lines. Provide a breakdown of what has been included in this category.)
  9. Indirect costs (IDC) or Facilities and Administrative (F&A) Costs, if you wish to claim them, apply at your institution’s non-research rate (or, if your institution has no negotiate rate, a 10% Modified Total Direct Cost (MTDC) can be applied)

Expenses are not allowed for:

  1. Food
  2. Furniture purchases
  3. Promotional items: Promotional items include, but are not limited to: clothing and commemorative items such as pens, mugs/cups, folders/folios, lanyards, and conference bags that are sometimes provided to visitors, employees, grantees, or conference attendees. Typically, items or tokens to be given to individuals are considered personal gifts for which appropriated funds may not be expended.
