STATEMENT OF POLICY

The Board recognizes that there is educational advantage in properly organized and well-planned educational excursions.

GENERAL REGULATIONS

1.Excursions shall lie within the competency and understanding of the students and shall have curricular relevance.
2.Such excursions will only be taken when they significantly enhance or extend the learning objectives of the regular program and when no equally effective alternative to achieving the objective exists within the normal school organization.
3.The Principal shall be responsible for ensuring that excursions meet the Board's expectations regarding equity among students. All students regardless of any disability related needs or financial circumstance must be given an opportunity to access the excursion.
4.Appropriate supervision of students shall be provided.
5.Day excursions in the general area of the school community (e.g. GTA/Golden Horseshoe area) shall be approved by the principal only. Examples would include walking tours of a local area, the Science Centre, the Royal Ontario Museum, etc.
6.Excursions that involve extended distances, any unusual activity or significant supervision requirements, and/or overnight accommodation must be approved by the Superintendent of Education prior to informing students or parents. (For the purpose of this document, the word parent(s) includes guardian(s) and adult student 18 years of age or older) or students 16 or 17 years of age who have removed themselves from parental/guardian care and control.
Excursions involving boating activities (e.g. canoe instruction/tripping, kayaking, sailing, racing shells), swimming, winter outdoor education activities or rock/wall climbing must conform within the Environmental Health and Safety Operating Procedures, Section 2.19.0. Staff involved in these excursions must follow the Safety procedures. No students below the level of Grade 7 shall be involved in boating excursionsactivities. [
7.When trips involve travel in vehicles or activities beyond the school grounds, or time beyond normal school hours, parents will be notified in writing of the time, date, purpose, destination, approximate time of return, method of transportation and any necessary expenditures. In such cases, parental consent shall be required. These consent forms will be kept on file for a minimum of one year or and longer, if an incident has occurred. If students are 16 or 17 years of age and have removed themselves from care and control of their parent/guardian, then they will execute consent formssign just like as adults (over 18 years old or older).If they reside at home, their parents must also sign.
8.Excursion costs which include any method of transportation or any registration/program/service fees must be charged to the participating students. Supply teacher costs for a day trip, if required, must be charged to the school's budget. Supply teacher costs for an overnight excursion, if required, may be charged to included in the cost of the excursion or charged to the school's budget.
9.Standard school trip forms have been developed. See APPENDIX A and B (in Word format) for School Trip Parental Permission forms. The letter in Appendix A shall be used for day trips that do not involve significant supervision requirements or any significant distance travel (i.e. those approved by the school principal). The letter in Appendix B shall be used for all trips requiring the approval of the Superintendent of Education.
10.The Principal shall be responsible for ensuring that cancellation insurance for overnight excursions has been purchased by the school and included in the cost of the excursion. Such insurance will ensure that refunds will be available in cases where the excursions must be cancelled by the school and/or the Board for any reason. Principals should ensure that deposits and/or part-payments will be returned by the service provider if students do not attend., and/or or that payments are not made to the service provider until the students attend.
11.If additional permission forms/waivers are requiriedrequired by the outside organization, the principal must obtain written approval through Risk Management.
TRANSPORTATION OF STUDENTS ON EXCURSIONS
1)When buses are required, only carriers from an approved list maintained by the Manager of Transportation will be used for the transportation of students. The number of passengers allocated to each bus shall not exceed the Manufacturers Rated Seating Capacity, which varies according to the age group of the passengers. In addition to the bus driver, there must be an adult supervisor (preferably a teacher) on each bus. Correct loading of buses is the responsibility of the carrier. However, school personnel involved in planning trips must inform the carrier in advance of the number and categories of passengers who will be participating, including students and adults, and the carrier will advise the size and number of vehicles required.
2)The roster of students on each vehicle used must be:
a) carried and controlled by the Head Supervisor,
b) carried by all staff members on each vehicle for those students in their vehicles (that vehicle only),
c) filed in the school office, by vehicle, prior to departure.
3)Private vehicles driven by any employee, volunteer, student, or trustee may be used to transport small groups of students with the approval of the principal and in accordance with the Criminal Record Check policy. When such vehicles are used, the driver must possess a valid driver's licence for the type of vehicle used and the vehicle must be covered by liability insurance. The insurance coverage available to the driver is that which is provided by the vehicle policy plus "Excess Automobile Liability Insurance" coverage held by the Board. Excess Automobile Liability Insurance provides for a Limit of Liability in excess of any valid Standard Automobile Policy, to that held by any employee, volunteer, student, or trustee, of the Peel District School Board. Such limit is established by Provincial Legislation.
4)By law, owners are required to maintain a minimum Limit of Liability with respect to any automobile and must provide proof at the time of annual registration of the vehicle. Failure to maintain such minimum limits would not invalidate the coverage provided by the Board's Excess Automobile Liability Insurance; however, the coverage provided by this Endorsement would only apply to the trips approved in accordance with these regulations and such trips shall be deemed to have commenced when the employee, volunteer, student or trustee leaves his or her dwelling or place of regular employment for the purpose of such trip, and shall continue until such time he or she returns to his or her dwelling or place of regular employment. Coverage would not apply to any extension or interruption of any approved trip or for regular travel to or from the individual's dwelling or place of regular employment.
5)When vans/vehicles are used, the following requirements of the Ministry of Transportation must be adhered to:
a)Board Owned Vans - If the vehicle has 6 or more passenger seats in addition to the driver, it must have a safety inspection sticker, carry a log book and bear a school purposes licence plate. The driver requires a valid licence with "G" Classification. For vehicles with a 10-24 passenger capacity, the driver requires a valid driver's licence with an "E" or "F" classification.
b)Privately Owned Vehicles - If the vehicle has 6 or more passenger seats and the owner receives any remuneration (e.g. mileage, flat fee), then the vehicle is subject to the same requirements as for Board owned vehicles. If no remuneration is paid, then these requirements do not apply.
c)Rental Vehicles - The requirements for rental vehicles when used for school purposes are the same as those described for " Board owned vehicles". If the vehicle is rented in the name of a teacher or volunteer, etc. without reimbursement by the Board, then the requirements do not apply. The only additional requirement in the latter situation is that for vehicles with 11-24 passenger seats, a valid "E" or "F" classification driver's licence is required.
d)When using taxi's strongly recommend that services there should be at least one supervisor in every taxicab.
OR
d) If using a taxi, use only the board approved tender. This ensures that all the drivers have a Criminal Record Check, Standard First Aid/CPR, etc.
6)The Pparents of students who are being transported by private vehicle must be advised and consent prior to the event. See APPENDIX C (or in Word format) for form to be completed by the driver/owner of any private vehicle being used to transport students on a school related trip.

OVOVOVERNIGHT EXCURSIONS

1.Overnight excursions shall be permitted for classes or groups from Grade 6 and up, with the approval of the Superintendent of Education.
2.Overnight excursions must have specific curricular relevance and contribute to the learning outcomes of the program/courses in which the student is enrolled at the time of the excursion. In approving excursions, consideration will be given to cost, safety and appropriateness of destination as it relates to achieving stated curriculum objectives. Such excursions may not occur during a school holiday..
3.Prior to communicating with students and parents, an application for approval must be processed by the Superintendent of Education. This must be completed in time for thorough planning of the excursion and at least 2 weeks prior to the event.
4.Supervision will be at least one teacher for each twenty students at the final destination. Where the excursion is co-educational, so too will be the supervision of the excursion. Subject to the approval of the Superintendent of Education, Bboard approved volunteers may be acceptable in establishing the supervision ratio.
5.Supervisors on the trip shall be responsible for the welfare of the students throughout the excursion.

It should be recognized that some destinations might require immunization, passports or other proof of citizenship. The cost and arrangements for such documentation will be made by the parent of students interested in participating in the excursion.

8.A detailed outline of the tripexcursion and its objectives shall be provided to each student's home and a parental consent form shall be signed and returned to the school. The consent form will include the parent's permission to obtain medical treatment if deemed necessary by the personnel supervising the trip excursion.
9.Principals will be required to make the necessary arrangements for the excursion and assure adequate control of financial arrangements. Principals are asked to refer to the Peel Intranet – Financial Support Services - Effective Practices: Managing School Finances – Excursions. If further information is necessary, contact the Internal Auditor at the H.J.A. Brown Education Centre for assistance, if necessary.
10.The Principal shall be responsible for ensuring that cancellation insurance has been purchased by the school and included in the cost of the excursion. Such insurance will ensure that refunds will be available in cases where the excursions must be cancelled by the school and/or the Board for any reason. Principals should ensure that deposits and/or part-payments wouldwill be returned by the service provider if students do not attend, and/or that payments are not made to the service provider until the students attend.
11.Once approval has been obtained from the Superintendent of Education, the Principal shall forward, to the manager of Purchasing, a copy of the contract for the excursion. Purchasing will examine and sign the contract and return it to the principal. Parents and students are not to be informed of the excursion until such time as this contract is returned to the Principal by Purchasingreceived back from Purchasing.
