Draft Terms of References

Purpose

1.The R2MR Family Content Advisory Group (CAG) is responsible for assisting the Directorate of Mental Health (D MH) and Military Family Services (MFS) with the maintenance and development of family related content in support of the Road to Mental Readiness (R2MR) program. These responsibilities include providing recommendations and guidance regarding the identification of learning outcomes and competencies, content development (the sequence and structure of the content, design, and prioritization), instructional strategies and methods for presenting the material. The CAG also provides guidanceto D MH around monitoring the implementation of theR2MR materials, including elements of performance measurement.

Committee Composition and Authority

2.The CAG, to be co-chaired by D MH and MFS representatives, will include the following members:

a.Kim Guest – D MH (Co-Chair);

b.Todd Stride – MFS (Co-Chair);

c.Paige Mattie – MFS;

d.Kim Wolfe - London MFRC;

e.Feroz Chaudhry - North of 60 MFRC;

f.Louise Cameron - MFRC-NCR;

g.Dr. Linda Scott - Esquimalt MFRC;

h.Rebecca Wigfield and Anne-Marie Vailloncourt- Valcartier MFRC;

i.Dawn Hall and Kara MacNeil - Halifax MFRC;

j.Natasha Degready - Petawawa MFRC;

k.Nancy Kay-Erskine, OUTCAN; and

l..Barry Dougherty - Trenton MFRC.

3.This CAG is not intended to interfere with the autonomy of D MH, MFS or MFRC organizations; rather its role is to serve as a common curriculum development planning and delivery mechanism. In summary, the R2MR CAG will work to ensure that R2MR materials and content remains responsive and relevant to the needs and challenges of military families. The R2MR Family Content Advisory Group has no financial resources and no financial authority.

Responsibilities of the Members:

4. Responsibilities of the CAG members are as follows:

  1. provide advice, input and guidance on social wellness programs from their unique position as stakeholders;
  2. provide input and guidance in the various strategies of the R2MR program including communication, strategy, social marketing campaign and other related activities that target military families;
  3. Sharing of information (where applicable) with their representative group and to provide their feedback to working group; and
  4. Commit to a two-year term on the working group including participation in face-to-face and teleconferencing meetings, recognizing possible time constraints due to regular duties.

Responsibilities ofMilitary Family Services:

5. Responsibilities of MFS are as follows:

  1. All travel related expenses for MFRC participation on the working group will be the responsibility of MFS;
  2. MFS will be responsible to brief the group on a regular basis on the evolution of R2MR program development and other related activities;
  3. MFS will ensure that members receive materials, etc., in a timely fashion allowing time for verbal and or written feedback if members are unable to attend; and
  4. MFS will ensure, if and where possible, feedback and guidance received bythe members will be considered in the development, implementation and delivery of the R2MR program.

Responsibilities of Directorate of Mental Health:

6. Responsibilities of D MH are as follows:

  1. Servesas the sole technical authority on all R2MR content related to military family mental health and social wellness;
  2. Manages the R2MR curriculum development and evaluation process, including the planning, organization, development, and evaluation of R2MR materials to be delivered to military families; and
  3. Maintains a record of the meeting and ensures distribution to all members of the group.

Change of Terms of Reference

Changes to the TORs should be provided CAG members for review prior to staffing to the D MH and MFS for approval and promulgation. TORs shall be reviewed annually.
