Non-inflammable Property Testing Standard
(Revised Version)I. / This standard is provided in accordance with the regulations of Item 4, Article 7, fire Protection Code Implementation Detail Rule.
II. / The terms used in this Standard are defined as follows：
1、 / Ignition time：time from fire source ignition touches the test specimen till the time of terminating the touch.
2、 / After-flame time：form termination of ignition time till the continued inflammation time of the test specimen.
3、 / After-glow time：from the termination of ignition time till the termination of inflammation of the test specimen.
4、 / Char area：the carbonated area of a test specimen through heating and inflammation.
5、 / Char distance：the maximum length of carbonated part of the test specimen through heating and inflammation.
6、 / Times of burner flame contact：the frequency of a test specimen in touch with fire origin till full melting of inflammation.
III. / The non-inflammable property of a non-inflammable item or its material shall conform to the following regulations：
(1) After -- flame time：
1、 / No more than 20 seconds of such floor pavement item category as rug, etc.
2、 / No more than 3 seconds of a thin fiber product ( mass of each m2 below 450g ).
3、 / No more than 5 seconds of a thick fiber product ( mass of each m2 above 450g ).
4、 / No more than 10 seconds of an advertising plywood for display.
(2) Afer -- glow time：
1、 / No more than 5 seconds of a thin fiber product.
2、 / No more than 20 seconds of a thick fiber product.
3、 / No more than 30 seconds of an advertising board or plywood for display.
(3) Car area：
1、 / No more than 30cm2 of a thin fiber product.
2、 / No more than 40cm2 of a thick fiber product.
3、 / No more than 50cm2 of an advertising board or plywood for display.
(4) Car distance：
1、 / No more than 10cm of such floor pavement item category as rug, etc.
2、 / No more than 20cm of a fiber product with heat restraint property.
(5) Times of burner flame contact ：
More than 3 times for a fiber product with heat melting property.
IV. / As a non-inflammable item or its material engages in non-inflammable property test, except for rug and advertising board for display, for a thin fiber product, 45° minor flame burner method (hereinafter referred to as A1 method) shall be used; for a thick fiber product, 45° major flame burner method (hereinafter referred to as A2 method) shall be used. The disposition and testing method of their test specimens shall follow the regulations below：
1、 / Inflammation test device：inflammation test box (as shown in Diagram 1), test specimen stabilizing frame (as shown in Diagram 2), electrical spark generation device (as shown in Diagram 3).
2、 / Fuel：In use of the second category No.4 liquefied gas required in CNS 12951 (with butane and butene as main composition).
3、 / Sampling：3 pieces of test specimen of 35㎝ in length and 25㎝ in width of fabric shall be cut from fabric material of more than 2m2.
4、 / Pre-treatment：The test specimen shall be laid in a drying box with constant temperature of 50+2℃ for 24 hour (if not influenced by heat, it may be laid in a drying box with constant temperature of 105+2℃ for 1 hour), then the specimen shall be laid in a drying unit with silicon drying agent for more than 2 hours. In case of such items for outdoor use as canvas for construction use, before laying it into a drying box with constant temperature for drying, it shall be soaked in warm water of 50+2℃ for 30 minutes first.
5、 / Test method：
a. / A specimen shall be flatly and tightly clipped into the specimen stabilizing frame. In case a specimen is a fiber product which will produce recession trough contact with fire source, another 3 pieces of test specimen shall be retrieved separately, within the scope of 250㎜ × 150㎜ inside the stabilizing frame of specimen, lay a specimen of 263㎜ ×158㎜ (making each edge to drop for a level of about 5%).
b. / The flame length of minor flame burner is 45㎜, and the flame length of major flame burner is 65㎜.
c. / The top of flame of the burner shall touch the lower part of the center of the specimen.
d. / Concerning the ignition time of test specimen, for the thin fiber product, it shall be 1 minute; for the thick fiber product, it shall be 2 minutes. If a specimen fires during the ignition time, another 2 pieces of specimen shall be retrieved, and at 3 seconds after a thin fiber product ignites and 6 seconds after a thick fiber product ignites, the fire source shall be removed, to engage in test.
V.. / If a non-inflammable item or its material is a fiber product through contact with fire source, the flame contact frequency test shall be engaged. The test specimen treatment and testing method shall follow the regulations below ：
1、 / Inflammation test device：inflammation test box (as shown in Diagram 1), electrical spark generation device (as shown in Diagram 3), minor flame burner (as shown in Diagram 4) and specimen support coil (as shown in Diagram 5). The support coil Shall be made of hard stainless steel wire with diameter of 0.5㎜, internal diameter of 10㎜, and space between screw wire to be 2㎜, length of 15㎝.
2、 / Fuel：In use of the second category No.4 liquefied gas required in CNS 12951 (with butane and butene as main composition).
3、 / Sampling：5 pieces of test specimen of 10㎝ in width shall be measured and retrieved; if it is 10㎝ in width and 20㎝ in length yet the weight is below 1g, its weight shall not be calculated, but with 20㎝ as standard.
4、 / Pre-treatment:：In accordance with the regulations in Section(4), point Ⅵ.
5、 / Test method：
a. / Wind the specimen, then insert into the support coil.
b. / The flame length of minor flame burner is 45㎜.
c. / The front end of the flame of burner shall touch the lower part of the specimen. The specimen shall stop through ignition induction till melting stops and inflammation stops.
d. / Adjust the specimen location, make the lowest end of residual specimen to touch the flame. Repeat the above test, till the area from lower end of specimen till 9㎝ place all burns and melts.
VI. / The treatment and test method of the specimen for such floor pavement items as rug, etc. shall follow the regulations below：
1、 / Inflammation test device：inflammation test box (as shown in Diagram 1), test specimen stabilizing frame and asbestos cement pearl rock board (as shown in Diagram 2-1), electrical spark generation device (as shown in Diagram 3), and air combination burner (as shown in Diagram 6).
2、 / Fuel：In use of the second category No.4 liquefied gas required in CNS 12951 (with butane and butene as main composition).
3、 / Sampling：6 pieces of test specimen of 40㎝ in length and 22㎝ in width of fabric shall be cut from fabric material of more than 1m2.
4、 / Pre-treatment：The test specimen shall be laid in a drying box with constant temperature of 50+2℃ for 24 hours, then the specimen shall be laid in a drying unit with silicon drying agent for more than 2 hours. But the fiber in composing wool cluster shall be 100% wool (if without wool cluster, the composing fiber shall be 100% wool), and the one without heat influence may be laid in a drying box with constant temperature of 105+2℃ for 1 hour, then, lay the specimen in a drying unit with silicon drying agent for more than 2 hour.
5、 / Test method：
a. / Lay the test specimen over an asbestos cement pearl rock board and then stabilize it with a specimen stabilizing frame.
b. / The flame length of air combination burner shall be 24㎜.
c. / After the burner is laid in flat, the front end of flame shall be adjusted to be 1㎜ apart from the specimen surface. The air pressure of the burned gas shall be 0.04㎏ per ㎝2 (400㎜ water column).
d. / The ignition heating time for specimen shall be 30 seconds.
VII. / The treatment and test method of the specimen for an advertising board for display use shall follow the regulations below:
1、 / nflammation test device：inflammation test box (as shown in Diagram 1), test specimen stabilizing frame (as shown in Diagram 2-2), electrical spark generation device (as shown in Diagram3), and major flame burner (as shown in Diagram 7).
2、 / Fuel：In use of the second category No.4 liquefied gas required in CNS 12951 (with butane and butene as main composition).
3、 / Sampling：3 pieces of test specimen of 29㎝ in length and 19㎝ in width of fabric shall be cut from a plywood of more than 1.6m2.
4、 / Pre-treatment：The test specimen shall be laid in a drying box with constant temperature of 40+5℃ for 24 hours, then the specimen shall be laid in a drying unit with silicon drying agent for more than 2 hours.
5、 / Test method：
a. / Stabilize the test specimen in a specimen stabilizing frame.
b. / The flame length of major flame burner shall be 65㎜.
c. / The flame front end of burner shall touch the lower part of the center of the specimen.
d. / The ignition heating time for specimen shall be 2 minutes.
VIII. / The fiber product with water washing resistant property shall be provided with washing treatment according to the following regulations. Through continued water washing for 5 successive times, then, according to the regulations in Point IV. engage in pre- treatment and non-inflammable property test.
1、 / Sampling：3 pieces of test specimen of 45㎝ in length and 35㎝ in width of fabric shall be cut from fabric material of more than 2m2; in case the material is with heat melting condition, 5 pieces shall be retrieved.
2、 / Washing machine equipment: It refers to water washing machine, de-watering machine and drier, etc. Their structure and property shall conform to the following regulations. But not restricted to the one with same property above.
a. / Washing machine: It shall be provided with the washing tank structure as shown in Diagram 8, with internal depth of 50㎝ to 60㎝, a perforated cylinder of internal diameter of 45㎝ to 61㎝. In the cylinder, there are 3 blades with height for about 7.5㎝, with mutual space of 120° in device. It can also maintain the water temperature at about 60℃. The rotation of washing tank shall be at the speed of 37RPM for the internal cylinder. It shall be repeated in operation by pressing “clockwise rotation for 15 seconds, suspension of 3 seconds, then anti- clockwise rotation for 15 seconds, suspension of 3 seconds”.
b. / De-watering machine: It shall be a centrifugal de-watering machine with 1200RPM.
c. / Drier: It shall be a structure able to maintain the constant temperature of 60+2℃.
3、 / Washing Method：
a. / In the warm water of 60℃, add in 0.1% powder soap without additive, with water level to cover the depth of 14㎝ in the washing tank.
b. / The total weight of specimen is 1.36㎏. If the weight is insufficient, general polymer fiber of white fabric with non-inflammable property shall be supplemented to a sufficient level.
c. / During washing, the water temperature shall be maintained at 60+2℃, to rotate for 15 minutes.
d. / With clean water of about 40℃, clean continuously for 3 times, for 5 minutes each time. The required water amount for cleaning each time shall be the same as the regulation in Item 1.
e. / Perform de-watering operation for 2 minutes.
f. / During drying, it shall be carried out at the status of about 60+2℃.
IX. / The fiber product with dry cleaning resistant property shall be provided with washing treatment according to the following regulations. Through continued dry cleaning for 5 successive times, then, according to the regulations in Point IV, engage in pre- treatment and non-inflammable property test.
1、 / Sampling：3 pieces of test specimen of 45㎝ in length and 35㎝ in width of fabric shall be cut from fabric material of more than 2m2; in case the material is with heat melting condition, 5 pieces shall be retrieved.
2、 / Washing machine equipment: It refers to dry cleaning machine, de-watering machine and drier, etc. Their structure and property shall conform to the following regulations. But not restricted to the one with same property above.
a. / Washing machine：It shall be provided with the washing tank structure as shown in Diagram 9, with cylinder capacity of 11.34L, rotation axis angle at 50°, the rotation speed at 40-50RPM.
b. / De-watering machine：It shall be a centrifugal de-watering machine with 1200RPM.
c. / Drier：It shall be a structure able to maintain the constant temperature of 60+2℃.
3、 / Washing Method：
a. / Treatment liquid：Each 100ml of tetrachloroethene to anion interface active agent dioctyl sulfosuccinate, purity above 60%, methyl non-diluting part below 3.5%) of 1g, non-ion interface active agent (including 8 mores of oxidized ethylene, HLB12, water content below 1%, dew point﹤﹤0.1% water diluted liquid＞＞of 25℃ to 35℃) 1g and water of 0.1ml combined liquid.
b. / Lay in the treatment liquid of 4L and test specimen of 300g (if mass is less than 300g, then supplement it with general polyester fiber fabric without non- inflammable property) into the cylinder to wash for 15 minutes, than clean with thoroughly with tetrachloroethene for twice.
c. / Apply de-watering liquid for 2 minutes. After that, dry it naturally or under condition of 60+2℃.
X. / The inflammation test methods for non-inflammable item or its material, except for the regulations in Points 4 to 7, shall also follow the regulations in the attached table.
XI. / In case the carbonized distance or carbonized area of non-inflammable item or its material, through non-inflammable property test, is difficult in recognition, the judgment of that shall be conducted by the central fire protection authorities.
