NGO COUNCIL INFORMATION

Chair’s Update – Kathryn Jones

Your elected NGO Council representatives met in August and confirmed our new 2013-14 Work Plan (see attached). This will give more structure to our activities but still allow us to be responsive to issues and opportunities that arise during the year. We are currently identifying specific projects related to the Work Plan and will be active on these over coming months.

In recognition of our accountability to you – the health and disability NGO sector – we will report on our achievement of the Work Plan after June 2014. Your comments and feedback during the year will help ensure that the Ministry of Health NGO Health & Disability Network remains relevant and well informed about issues pertaining to our members.

Vulnerable children initiatives

One issue that is gaining significant attention and resources is that of child neglect and abuse. Many of you will be aware of the combined work that various government departments are doing and the Children’s Action Plan, which many in the non-profit sector contributed ideas towards.

At our August meeting, we heard information from the Ministry of Health about proposed changes to the screening and vetting of the children’s workforce. For many of us, this is something we already do, but the proposed legislation announced by Minister Bennett will see greater consistency and mandatory requirements in some areas. While the most significant impact will be on those people working closely with children, there may also likely be changes for the wider NGO workforce, such as home support workers assisting an adult in their home where children are present. Each of us will need to stay on top of this issue to gauge how it might affect our NGO’s service delivery by staff and volunteers.

I encourage you all to watch for the introduction of the Vulnerable Children’s Bill and the subsequent Select Committee process. Please make submissions on the scope of change, likely additional implementation costs and specific areas, such as the list of ‘restricted offences’, which will prevent some people from working in core roles with children.

The NGO Council will be looking to see what additional information and support we can provide to help health and disability NGOs become familiar with the proposed changes and implement them after the legislation passes. We welcome your ideas and suggestions.

Nominations sought for NGO Council

Your organisation can significantly influence the NGO Health & Disability Network’s activities, if you nominate a leader from your non-profit to join the NGO Council.

This year, nominees can stand for one of the following positions on the 13 member NGO Council:

·  Mental Health & Addictions – TWO vacancies for a two-year term

·  Māori Health – ONE vacancy for a two-year term

·  Personal Health – ONE vacancy for a two-year term

·  Pacific Health – TWO vacancies for a two- year term

Some current Council reps are not re-standing this year, so new ideas and energy are needed to continue progress on NGO sector issues and implementation of the Work Plan.

Nominations close at 6pm on Monday 7 October 2013.

The list of eligible NGOs and those candidates nominated for the Council will be published on the NGO website the following week.

The Director-General of Health recently affirmed the Ministry of Health’s ongoing support for the Relationship Framework with NGOs, so it is a great time to get more involved.

Department of Internal Affairs NGO Community Internship Programme

Last month I emailed everyone on my mailing list about the community internship programme that is funded by the Department of Internal Affairs. As the deadline for applications has now passed, I am wondering how many of you applied to Internal Affairs to have an intern through this programme and if you haven't, why not?

I am keen to try and increase the number of applications for this programme from across the health and disability sector next year so all the information you can give me will be appreciated.

Social Bonds Update

The Government has given the green light for a pilot of social bonds, an innovative form of social sector investment. The pilot will be an exciting opportunity for social service providers, government agencies and the investment community to work together and test the social bond model for New Zealand.

Put simply, social bonds see private organisations partner to fund and deliver services to improve social outcomes. If they achieve agreed results – government will pay the investors back their investment plus a return.

Social bonds are already being used in the UK, US and Australia on issues ranging from reducing reoffending and unemployment, to improving outcomes for children in care, and lifting the wellbeing of those with chronic health conditions. While these social bonds are still in their infancy, progress to date is encouraging.

The Ministry of Health has been leading cross-government work to explore the potential for social bonds in New Zealand, including testing interest from providers of services and potential investors. The Minister of Health, Hon Tony Ryall, spoke about this at the NGO Health and Disability Forum in April. Seminars hosted by ANGOA earlier in the year also provided an opportunity to learn about and discuss social bonds.

Now that the Government has decided to test social bonds in New Zealand, planning is underway to develop the pilot, with a view to it commencing in 2014.

The first step will be a Registration of Interest process, with market briefings to be held in the next few months. More information on this process will soon be available on the GETS (Government Electronic Tenders Service) website, along with regular updates on the Ministry’s website http://www.health.govt.nz/our-work/preventative-health-wellness/social-bonds-project .

Keeping in touch with Whânau Ora

A lot’s been happening in the Whânau Ora space recently. Here’s a brief update on the key things. On Tuesday 16 July Tariana Turia, the Minister for Whānau Ora, announced a number of changes to the Whānau Ora programme – introducing a ‘commissioning for outcomes’ approach (http://www.beehive.govt.nz/release/whanau-ora-model-governance-announced-today ). The focus is on giving Whānau more control over their own lives as they work towards their goals and aspirations.

Three NGO Commissioning Agencies are being established to co-ordinate this work – one for the North Island, one for the South Island, and one with a Pacific focus. These agencies will be responsible for commissioning local-level whānau-centred initiatives that meet the needs of their communities.

A request for proposal (RFP) invitation is currently available on www.gets.govt.nz for NGOs interested in being considered for one of these roles. The RFP deadline is 27 September, 2013.

DHB Election Facts & Stats

A total of 381 people have put their names forward for places on the 20 District Health Boards (DHBs) in the upcoming elections; 10 more than in 2010. There are enough candidates to hold an election in each district. Candidate numbers have increased at eight DHBs, stayed the same at five DHBs, and decreased at seven DHBs. A total of 122 incumbent members are standing (117 elected; five appointed) which is close to a third of all candidates, and 85% of incumbent elected members are standing for re-election. More women are standing in this election (43% of candidates are women compared with 41% in 2010).

DHB elections will be held on 12 October 2013. They are carried out under the Single Transferable Voting System on an at large basis (with the exception of Southern DHB, which has two constituencies). This means that voters get to express their preference for every candidate standing for their DHB.
