Moderating Group and Placement Panel
You will be aware that a Special Educational Needs Placement Panel meets regularly to consider complex cases, and all outBorough placements in order that the Authority is consistent in its approach and to ensure that placements provide value for money.
In order that decisions can be made within statutory time limits, Placement Panel meetings take place fortnightly. They are held in the Civic Centre, usually on a Thursday from 9.15 am until approximately 1.00pm and members of the panel include:
· Head of SEN and Disability Services
· SEN Operations Manager
· an Educational Psychologist
· a representative from the Personalised Learning Team
· a representative from Children’s Social Care
· a representative from Bromley Behaviour Support Team
· a representative from Complex Needs Team
· two Head Teachers/SENCo representatives.
This letter is an invitation to any HeadTeachers/SENCos who would be willing to become members of the panel for either the Summer 2011, Autumn 2011, or Spring 2012 Term. A proforma is attached to indicate interest and availability.
The dates of the Placement Panel meetings are as follows:
Summer Term 2011: 28 April, 12 May, 26 May, 9 June, 23 June, 7 July, 21 July
Autumn Term 2011: 8 September, 22 September 6 October, 20 October, 3 November, 17November, 1December, 15 December
Spring Term 2012: 5 January, 19 January, 2 February, 23 February, 8 March, 22 March
Two HeadTeacher/SENCo representatives are also invited to attend the Moderating Group meetings. The purpose of this Group is to consider individual cases in relation to the Authority’s criteria for commencing a Statutory Assessment.
These are held three weekly, also in the Civic Centre, usually on a Wednesday starting at 9.15am and finishing at approximately 12.00 pm.
Members of the group include:
· Head of SEN and Disability Services
· SEN Operations Manager
· an Educational Psychologist
· a representative from Pre-School Services (SEN)
· a representative for Children’s Social Care
· a representative from Bromley Behaviour Support Team
· a representative from Complex Needs Team
· a representative from Personalised Learning Team
· two HeadTeachers/SENCo representatives.

Summer Term 2011: 27 April, 18 May, 8 June, 29 June
Autumn Term 2011: 7 September, 28 September, 19 October, 9 November, 30November
Spring Term 2012: 4 January, 25 January, 22 February, 14 March
I look forward to receiving forms from Head Teachers/SENCos willing to participate in this group.
We are currently reviewing the remit of both the above panels and nominees will be invited to take part in any review.

In interests of transparency and as a professional development opportunity observers are welcome to attend meetings by prior appointment. Colleagues have found this useful in developing their understanding of Moderating Group / SEN Placement Panel procedures. All observers are expected to respect the confidentiality of meetings.
