HAXEY PARISH COUNCIL

Minutes from the meeting held on Tuesday 28th June, 2016 at 6.30pm at The Foreman Carter Centre, Westwoodside Playing Field, Westwoodside.

Present: Cllrs Allcock, Booth, Carlile, Condliff, Foreman, Harris, Knowles, Lange, Lindley, Smedley Whitehead.

Also Present: Deb Hotson – Parish Clerk & 3 residents.

Chairman: Cllr Knowles presided.

Public Participation

Mrs Pantry informed the Council that residents in Haxey Carr had held a meeting and were to write a letter to NLC with regard to their concerns of activities at Haxey Study Centre. Mrs Pantry stated that a porta cabin was now in situ on the site – Clerk to report to NLC Enforcement.

Clerk to send Mrs Pantry a copy of the information received from NLC. Cllr Allcock added that in response to the information received from NLC the residents should write to both NLC Phil Wallis and the Enforcement Officer.

Mr Garner asked for confirmation of who presided over item 1 on the Annual Meeting of the Parish Council. It was explained that this was detailed in the minutes of which he had a copy.

There was also concerns raised with regard to helicopters and a response team that was called to Haxey Carr last week. No factual information was known. This item would be raised at the NATs meeting scheduled for 07/07 at the Foreman Carter Centre.

Mr Roger Gulliat presented the winners of the Photographic Competition 2016.

John Smedley and John Dunbar jointly received the Adult Category Trophy.

Mitch Dunbar received the Youth Category Trophy.

Charlie Thorpe received the Junior Category Trophy.

Dave Livsey received the Camera Club Category Trophy.

Photos of the winners and their winning entries will be available to view in the next edition of the Arrow and on the website.

Cllr Knowles opened the meeting.

1606/01 Apologies for absence received from Cllr Boor, Cooke, Fiddler & Orton.

1606/02 The minutes of the Parish Council meetings held on 24th May, 2016 were approved and signed as a true and correct record.

1606/03 To record declarations of interest by any member of the Council in respect of the agenda items listed below. Members declaring interests should identify the agenda item and type of interest being declared.

Cllr Allcock asked that the following is minuted “as a Councillor with NLC and Ward member I serve on theNLC Planning Committee, as such I cannot participate in any discussion on Planning and cannot vote on them."

Cllrs Carlile & Lindley declared a personal interest in agenda item 1606/05 2016/693.

Cllr Whitehead declared a personal interest in agenda item 1606/05 2016/777.

1606/04 To note dispensations given to any member of the Council in respect of the agenda items listed below.

Dispensations were noted for all Cllrs present for agenda item 1606/15 with regard to the Parish Council being Sole Trustees of the Westwoodside Playing Field Association.

1606/05 Planning

a.  To receive and decisions received and to discuss the following applications received from NLC.

The following decisions were received from NLC.

2015/1139 – full planning permission granted to erect 5 dwellings with associated hard and soft landscaping at 32 Low Street, Haxey.

2016/107 – planning permission to erect a detached dwelling, land adjacent to Owston House, Akeferry Road, Westwoodside will be considered at the Planning Committee 29/06.

2016/225 – full planning permission granted to erect a stable block on land south of Three Gables, Ferry Road, Graizelound.

2016/344 – planning permission to erect extension to existing training and lecture centre and relocate educational centre (Haxey Study Centre) from Rose Cottage site to Lupine Woods site has been withdrawn.

2016/326 – planning permission to erect a five-bedroom house, double garage and altered access at land adjacent to 11 Nethergate, Westwoodside will be considered at the Planning Committee 29/06.

2016/405 – application for determination of the requirement for prior approval of a household extension at 11 Lowcroft Avenue, Haxey is not required.

2016/468 – full planning permission granted for replacement dwelling and detached garage, and retention of front boundary fence (including demolition of existing bungalow) at Melwood, 109 Akeferry Road, Westwoodside.

2016/618 – full planning permission granted to erect a timber framed tractor shed at 109 Akeferry Road, Westwoodside.

2016/634 – full planning permission granted to retain a car port and Crofters, 75 Haxey Lane, Haxey.

2016/680 – consent granted to undertake pruning works to a horse chestnut and sycamore trees within group 1 and subject to TPO at Brierley Brook, 86 Akeferry Road, Westwoodside.

The following applications received from NLC were discussed by the Parish Council.

2016/647 – planning permission to erect a detached garage at Laurel Cottage, 30 Commonside, Westwoodside.

Resolved – no objection or comment. Proposed: Cllr Foreman, seconded: Cllr Whitehead. 9 for with 2 abstentions.

2016/693 – planning permission to erect a rear single storey extension and a first floor rear extension at Church View, Upperthorpe Road, Haxey.

Resolved – no objection with the following comment: -

The Parish Council ask NLC to consider the objection from the neighbouring property with regard to the loss of amenity and overshadowing.

Proposed: Cllr Booth, seconded: Cllr Smedley. 6 for with 5 abstentions.

2016/742 – planning permission to erect a single storey extension at Somerdale, 19 Cove Road, Westwoodside.

Resolved – no objection or comment. Proposed: Cllr Booth, seconded: Cllr Foreman. 10 for with 1 abstention.

2016/755 – planning permission to erect a new tractor shed and reposition existing horse shelter at land to the rear of 46 Haxey Lane, Haxey.

Resolved – no objection to relocate the horse shed with the following comments on the Tractor shed:-

The tractor shed will be large and set in the open countryside, the design access statement is a little bland and no specific reason are given for a shed of this size other than to store a tractor and we must presume some associated implements, even so we see no need for its size and the Planning Authority is requested to confirm what use the shed is to be used for before granting permission

Any grant of permission should include conditions as to use.

With regard to the letter of objection referring to a legal dispute, clearly it is in the best interest this is cleared up but it is not a planning consideration but one of law.

Proposed: Cllr Carlile, seconded: Cllr Smedley. 6 for, 2 against with 3 abstentions.

2016/777 – planning permission to demolish existing garage and erect three town houses at The Old Chapel, Commonside, Westwoodside.

Resolved – object to the overdevelopment of the site with the following comments: -

The garage is operated in an old chapel. We understand it has no listed status and while the building has some historic significance its features are in a poor state. While we would like to see it retained it is most likely beyond conservation; however, the facade has some historic significance to the Village and consideration to retaining some reference to its history in the development should be considered The site itself has limited parking and has caused some issues to the highway, the alternative use of housing in the centre of the village offer a useful alternative.

However, we do have concern l relating to: -

1  Parking from the plans appears to be adequate but may only just take the capacity stated

2  the rear amenity provision is too small given the amount properties it serves.

3  privacy to the rear gardens that border the development needs to be considered

4  The application is for 3 town houses. We feel the site would better accommodate 2 properties and this recommendation should be implemented.

2016/828 – minor material amendment to PA/2014/1030 for recladding of existing single storey section, new roof to existing flat roof sections, new windows and relocation of vehicular access at Hill Farm, A161 between Epworth and Haxey, Low Burnham.

Resolved – no objection with the following comment: -

The original application was for relocation of the driveway, clearly a second entrance has been created and this is of concern given it position on a recognised dangerous section of the A161. NLC Highways should review this access to confirm it is safe.

Proposed: Cllr Lindley, seconded: Cllr Harris. 10 for with 1 abstention.

b.  To receive an update on outstanding planning issues.

Low Burnham Garage – this is ongoing with planning permission pending. Cllr Knowles stated that he had been concerned with the exchange of emails from the case officer with regard to the resident withdrawing a request to speak at the Planning Committee as NLC would be recommending refusal.

Cllr Allcock stated that it was his understanding that once the Parish Council objected even if the Officer recommended refusal it was procedure that the application would go straight to Planning Committee. Cllr Allcock to ask for this to be confirmed at the Planning Committee meeting held on 29/06.

Clampit Creek/Walkabout Farm – Cllr Allcock stated that the landowner had been into see NLC Enforcement who had made it clear that there was no planning permission to live on the site which was an offence as an Enforcement Notice had been issued.

The landowner has stated that the site was to be tidied up and used for traditional agricultural services and events with residential accommodation on the site. Previous proposals had been refused by both NLC and the Planning Inspector. The landowner has been given 8 weeks to submit a planning application and if not received then action would be taken.

Langholme Farm – Still waiting for the planning application from the owner to be processed by NLC.

Tindale Bank – Clerk to report the siting of a shed on the site where concerns have been raised previously on the siting of a caravan.

1606/06 Clerks Report

a.  A letter has been received from the Post Office with regard to concerns raised over the reduced hours at the Haxey Store. The hours noted in the letter are not correct (there appears to be no reduction in hours). Cllr Harris to provide the Clerk with the relevant opening hours and the Clerk to go back the Post Officers asking for a further response. Clerk to provide Cllr Rose with a copy of the letter and ensure he is copied in on future communication with the Post Office. Use it or lose details to be placed into the Arrow.

b.  Clerk to report the hedges overhanging on the Nooking, no 41 and Cllr Booth to provide the other address.

c.  Information received with regard to Byway 76. The Planning Inspectorate will prepare a decision based on the papers on file.

d.  ERNLLCA Newsletter – May.

e.  Thank you letters from Haxey PFA and Tennis Club for the recent donations.

f.  NALC Star Council Award advertisement.

g.  The Clerk has reported the overhanging hedge of 23 Vinehall Road which is now in the process of being cut back. NLC will monitor.

h.  New Call Connect bus service will start in the Isle on 4th July. Leaflets have been sent to all residents in the area and a roadshow will be held on 29th June at Haxey Memorial Hall at 1pm. To be placed on the website.

i.  NLC Grass Cutting Schedule. This will be issued on a regular basis.

Improvement / Projects

1606/07 To receive an update on the Isle of Axholme Hatfield Chase projects and determine if any further actions are required.

A meeting has been arranged on 11th July with NLC Tim Allen.

Clerk to issue an agenda detailing the following items: -

·  Greenhill.

·  Railings – the contractor is aware of what needs doing. Cllrs Foreman and Knowles to meet with the contractor prior to the work commencing.

·  War Memorial – grant outstanding from the War Memorial Trust.

·  Pinfolds – Cllr Condliff stated that she had been approached with regard to the status of the East Lound Pinfold which was in a bad state of repair. This will be discussed at the forthcoming meeting.

·  Holm Rd entrance to Westwoodside Playing Fields.

1606/08 To consider the offer of and way forward for a permanent site for the Parish Beacon, determining any further actions required.

The LWP will take on this project and will aim to recommend a way forward over the next 2 months. Cllr Whitehead stated that there was a 16 ft wide mere running from the top of Tower Hill down to Church Lane. He provided a letter from the Westwoodside Townsman advising that she has no objection for the beacon to be situated on the mere. Clerk to copy and circulate and return the original to Cllr Whitehead and also distribute the original information on the area provided by Cllr Whitehead. More investigations would be undertaken by the LWP prior to any recommendations as the mere was not listed on any of the Parish maps and there were other sites in the Parish that need to be assessed.

1606/09 To receive an update from the Parish Path Group, determining actions required.

Cllr Smedley stated that the paths are being cut on a regular basis. The management responsibility of the Parish Council still needed to be clarified and the funding transferred to the Council. This would be discussed with NLC on 11 Jul.

Clerk has received a call from a resident with regard to FP89 which does not seem to have been cut. Cllr Smedley to check the path and the Clerk to then report to the contractor to be included.

Cllr Whitehead stated that FP100 has been dug up where the new stones have been laid. Clerk to report to NLC.

Highways / Neighbourhood Services / North Lincolnshire Council items

1606/10 To be notified of the Strategic Housing Market Assessment determining actions required.

Cllr Knowles stated the Parish Council should now wait for the consultation process once NLC have in place and submit our comments and recommendations once requested.

1606/11 To be notified of the Lincs Lakes Strategic Design Guide Supplementary Planning Document Consultation determining any actions required.
