BOARD OF DIRECTORS MEETING

CALL TO ORDER: The meeting was called to order by Chairman Darren Mattozzi, at 7:00 PM.
MEMBERS PRESENT: Present at the meeting were Board of Directors Chairman Darren Mattozzi, Vice President Mark Kramer, Alan Tanke, Brad Simpson, and Linda Mielke. Staff members present were, Principal/Superintendent Justin Bradford, Jane Talkington, LaMarr and Susan Larmer, Taunya Sanford, Mike Cronrath, Tiffany Clouse and Bruce Todd, Odessa/Harrington Athletic Director. Community members Caroline Mattozzi, Don and Leona Mooney, Brandie Behrens, Dillon Haas, and Teri Kramer along with numerous students were also in attendance.
FLAG SALUTE: The flag salute was led by Bella Mattozzi.
CONSENT AGENDA:
The Consent Agenda included the December 30, 2015 and January 13, 2016 minutes; January 2016 accounts payable and payroll. Warrants: General Budget (First Run), #808403-808406, equaling $2,419.58, (Comp Tax), #808401, equaling $970.36,General Fund BMO MasterCard Wire, equaling $2,981.53 and (Second Run), #808407-808445 equaling $40,501.48; Payroll Warrants #808451-808479, equaling $148,202.64; ASB (Comp Tax) #808402, equaling $101.93, ASB BMO MasterCard Wire, equaling $531.95, ASB Warrants #808446-808450, equaling $1,556.01; Private Purpose Trust Fund Warrant #0, equaling $0; Transportation Fund Warrants #0, equaling $0, Capital Projects Fund Warrants #0, equaling $0.
Mark Kramer moved and Brad Simpson seconded the motion to approve the consent agenda. The motion carried 5-0.
DELEGATIONS:
Derek Montgomery reported on the following:
The basketball games are going well.
February 22nd is the Blood Drive. They plan on sending out flyers and if there are at least 50 people who donate blood, Mr. Bradford has agreed and ASB President, Jacob Montgomery has volunteered to either shave or dye Mr. Bradford’s hair.
A big “thank you” to the School Board for everything that they do. The ASB put together and presented some goodie baskets for each of the board members.
The seniors are having a bake sale this week and the proceeds will go to “Make a Wish Foundation”. Also, the ASB would like to contribute to the purchase of new playground equipment.
REPORTS:
Board:
Darren Mattozzi attended the Nutrition Committee meeting. Tracey Simpson talked about how the kitchen is trying to integrate scratch cooking during the community day lunches. She is bringing in fresh fruit and vegetables, not just canned, although the expense is much higher for fresh produce, it is worth it. She also brought up that the kitchen space is limited and there is not enough counter space. A grant has been submitted for replacing some of the equipment in the kitchen.
Alan Tanke talked about the Technology Committee Meeting. The cost to replace the Wi-Fi and servers would be around $50,000. The plan is to hopefully get these items replaced this summer. Also, we have applied for a grant to replace the some of the thin clients and desktops with Chrome books.
Four E-readers were purchased with grant money and the students can check these out like library books. Sharon Kruger would also like to purchase a 3-D printer, which would cost approximately $500 and some wireless headphones need to be replaced. Mr. Bradford stated that there needs to be a necessity for this printer before it is purchased. In the future it might be smart to run a technology computer levy for some of these costs.
In regards to school board appreciation month, Taunya Sanford presented each board member with books that were made by the K-6 students. Each of the following students wrote a paper on “what their hometown means to them” and shared their thoughts with the board:

Mr. Mattozzi thanked the teachers, staff, and PTA for everything. The board does put in a lot of time and effort, but everyone feels valued.
Athletic Director Report for November School Board Meeting:

-Volleyball sports awards were held on December 1st @ Harrington HS.
-Football sports awards were held on December 3rd @ Harrington HS.
-JH girls’ basketball completed their season with a 5-5 record.
-HS Basketball is well under way

Superintendent/Principal: Mr. Bradford discussed the following items:
- He let the board know how much they are appreciated for all that they do.
- Mrs. Warner has started purchasing welding equipment for the welding program. The students started welding this week and hopefully by the end of the semester some of them can pass a test and get their certification. We have an experienced welder that has been coming in to help with the class.
- The M and O Levy Community Forum went well and lasted about an hour and a half with a mix of approximately 35 people in attendance. There was discussion of a quarterly community forum and a list of items was conversed. The ballots have been mailed and hopefully it passes.
- The elementary took a productive Mac field trip on January 15th.
- Students and parents attended a FASFA night hosted by Ginny Lathem. Two women from Spokane presented them with information on the FASFA program and numerous students are in the process of applying online.
- On February 19th some staff were invited and plan on attending Temple Grandin’s conference. She is an outstanding speaker on autism and is hosting some training at Whitworth College.
- Mr. Bradford has received three bids thru E-rate for network replacement. When dealing with
e-rate, it is a time-consuming and difficult process and needs to be evaluated before we commit. The bids range from $45,000 - $90,000 and this does not include the cost of servers. Innovation would be much less expensive and financing is available at 0% interest. The cost through them would be $27,000, which does not include the servers either. The cost of the servers would be another $10,000 - $20,000 more. It would be much more of a benefit to go with Innovation and the plan is to work it into next year’s budget.
- There is an I-grant that Mr. Bradford is going to apply for to purchase computers.
Mr. Mattozzi brought up the Budget hearing meeting that will be held in July at 7:00 a.m., which has been a reoccurring early meeting in July for years.
- We have purchased 12 refurbished computers for $27 each from Computers 4 Kids to replace some of our old ones.
- First semester ends this week and report cards will be sent out the end of next week. Mr. Bradford and Miss Roberts had training on new report cards through Skyward that will be implemented next year. Mrs. Clouse is working on Winter Benchmarks to see how students have grown and we would like to make interventions a part of the schedule for next year.
- There is an opportunity for Mr. Bradford to attend principal pro-certification training through Central Washington University. The cost would be approximately $1500. The board agreed that it would benefit our school and Mr. Mattozzi stated that Mr. Bradford mentioned that he intends on signing a three year contract.
- Mr. Bradford would like to attend the Rural Alliance Conference at Northern Quest Resort on February 21st and 22nd.
- The Small School Conference will be held in Wenatchee on March 14th and 15th, which he would also like to go to.
The board agreed that each of these sessions would benefit him along with the school.
NEW BUSINESS:
- Mark Kramer made and Linda Mielke seconded the motion to approve the hiring of Lanae Carper as Assistant HS Track and Field Coach for the 2015-2016 school year. The motion carried 5-0.
- Alan Tanke made and Brad Simpson seconded the motion to approve the hiring of Jeff Nelson as JH Head Baseball Coach for the 2015-2016 school year. The motion carried 5-0.
- Brad Simpson made and Mark Kramer seconded the motion to approve the Harrington Education Association Bargaining Agreement/Certificated Contract for 2015-2016 and 2016-2017 school years (with understanding of specified implementation dates). The motion carried 5-0.
The bargaining committee commented on how it took too long for the negotiations this time and they need to be put into place much sooner the next go around. Mr. Bradford thanked the bargaining committee and Mrs. Mielke expressed her thanks to the HEA and the board for making the negotiations pleasant. There were honest conversations during these discussions.Mrs. Sanford thanked the board for the extra per diem time.
Starting in the 2016-2017 school year, the full day sub rate will increase from $100 per day to $115 per day. The half day sub rate will stay at $75.
- Alan Tanke made and Brad Simpson seconded the motion to approve the resignation of Lanae Carper as Assistant Junior High Track and Field Coach for 2015-2016 school year. The motion carried 5-0.
