Purpose and Summary of Document:
To provide the terms of reference for the Hanson Investigation Response Team to direct the work required to respond to local community public health concerns associated with Hanson Cement.

1.Terms of reference for the investigation

The Hanson Cement investigation response team, led by Public Health Wales, will work with its partners (Environment Agency Wales, Health Protection Agency, Betsi Cadwaladr University Health Board, Flintshire County Council, Food Standards Agency, and Health and Safety Executive) to:

  • Work with the local community to gain a better understanding of the public health concerns associated with the Hanson Cement plant.

This will include:

  • Providing opportunities for the local community to express views and concerns to the investigation team;
  • Working with local community representatives to assess and agree the range of community concerns to be investigated.
  • Provide appropriate expert advice and support in response to public health concerns raised.

This will include:

  • Establishing expert professional groups to implement agreed methods for responding to public health concerns;
  • Working with local community representatives to define and agree the scope of the investigation;
  • Working with the local community to develop an understanding of the methods used to assess health outcome, environmental risk and the wider context of population public health;
  • Providing regular updates on the progress of the investigation to the local community and media.
  • Set up a comprehensive approach to implement the scope of the investigation.

This will include:

  • Setting up a range of expert groups to implement the agreed methods and necessary support to respond to community concerns;
  • Agreeing and defining the scope of the work with regular reviewand identify and communicate any technical limitations anticipated in response to community concerns;
  • Assisting the community to develop an understanding of the methods used to assess health outcome and environmental risk including the wider context of population health;
  • Providing a description of existing health information which will seek to place the health of the local population into the context of health across North Wales;
  • Identifying and reporting any potential public health impacts on the communities of concern;
  • Agreeing a process for reporting to community stakeholders;
  • Agreeing and communicating findings and to determine any further stages required.
