The Hancock County Board of Education met on Monday, March 13, 2017, in the Board Room, New Cumberland, commencing at 5:00 pm. Board Members present: Michelle Chappell, John Manypenny, Caroll Rosenlieb, Tim Reinard, and Toni Hinerman, President.

APPROVAL OF MINUTES

The minutes of the regular meeting of February 27, 2017 were presented for approval.

John Manypenny moved and was supported by Tim Reinard that the minutes be approved.

1. Young Writers’ Contest

The following students have been selected as Hancock County winners in the West Virginia Young Writers Contest. Their entries will also be submitted to the state level:

Brooke Stover, student at Allison Elementary School

Gianna Bonar, student at Weirton Elementary School

Jonathan Snyder, student at Oak Glen Middle School

Mariyah Craiger, student at Oak Glen Middle School


After reading a part of each story, Dr. Kidder presented the students with a certificate.

DELEGATIONS

Gabriela & Simon Fighiroae, addressed the Board with concerns over the early start times of our schools. Mr. Fighieoae didn’t not address the board.

Debbie Lawton, addressed the Board with concerns regarding Service Personnel Staff Development Council.

NEW BUSINESS - RECOMMENDATIONS OF THE SUPERINTENDENT

A. PERSONNEL

1. ASSIGNMENTS -- COACHING -- CERTIFIED

It is recommended that the following assignments be approved, effective the 2016-17 school year. Those indicated with an asterisk (*) have met state guidelines established for non-certified personnel employed in coaching activities.

It is recommended that the Leaves of Absence as presented in your packet, be approved.

B. FINANCE

1. LIST OF BILLS – REGULAR

Dr. Kidder presented the list of bills and recommended approval.

Tim Reinard moved and was supported by John Manypenny that the bills be approved.

C. MISCELLANEOUS

1. EXPULSION

It is recommended that student WMX1313 be expelled for a period of one year beginning on 03/09/17 through 03/08/18.

Dr. Kidder presented item 1 and recommended approval.

Tim Reinard moved and was supported by John Manypenny that item 1 be approved.

Motion Carried: Chappell, Manypenny, Rosenlieb, Reinard, and Hinerman, President.

2. EXPULSION

It is recommended that student WHX208 be expelled for a period of one year beginning on 03/17/17 through 03/16/18.

Dr. Kidder presented item 2 and recommended approval.

Tim Reinard moved and was supported by Caroll Rosenlieb that item 2 be approved.

3. EXPULSION

It is recommended that student WHX1823 be expelled.

This item was voted on at the meeting prior.

4. STUDENT ACCEPTANCES

It is recommended that the following student acceptances be approved, for the 2017-18 school year:

D. POLICY ISSUES

COMMUNICATIONS

Dr. Kidder shared an invitation with the Board regarding Relay for Life kick off banquet, it is the same evening of Weir High Schools National Honor Societies Induction.

Dr. Kidder stated that she had received a memo from Cindy Daniel, Deputy Superintendent regarding Standards for School Nutrition, asking the county to determine guidelines for our classrooms. Dr. Kidder stated that she will contact the wellness committee to have them schedule a meeting to discuss this.

GOOD OF THE ORDER

The Board Members wished Tim Reinard a Happy Birthday.

Mrs. Rosenlieb stated that the wellness committee met in March with Harold Theiss. Did a lot of brainstorming and got some good ideas.

Mrs. Rosenlieb stated that there is a new plant coming into Weirton, this could benefit our students from the Career Center.

Mrs. Chappell stated that Oak Glen High School held their Straight A’s breakfast last week.
