The 198th Meeting of the Hampshire Health, Safety & Environmental Group

1. Welcome

Bryony Mitchell welcomed everyone to the 198th meeting of the Hampshire Health, Safety and Environmental Group (HHSEG) and extended his thanks and gratitude to Fasset for allowing the hospitality and use of the facilities.

8.2 Committee vote on Constitution changes

An amendment relating to a change in wordage and logo to the existing Constitution was proposed by John Mitchell and seconded by Peter Hewick. The committee voted unanimously in favour of the proposed changes.

8.3 Andy Collier mentioned that today would have been Adrian Slaters 50th birthday. A pause in proceedings was given in respect of this.

8.4 Bryony Mitchell asked committee members to take a number of award leaflets back with them to distribute. Lesley Stewart was thanked for printing them.

9. Health and Safety Update with Lesley Stewart

Lesley Stewart outlined the following:

·  The death of a worker around the use of a MEWPs. It was found that there was no rescue plan in place or precautions taken where there was a restricted headroom. A 130k fine was imposed.

·  Risk assessments were not suitable or sufficient and health surveillance was not undertaken at correct time frequencies. Training on the risk of vibration was also inadequate. A 320k fine was imposed. Cyril Campbell said that the HSE wanted a risk assessment with a 1 % allowance for wear and tear as manufacturers figures were bench test figures only.

·  A chemical incident involving a chemical being put into the wrong container and producing a chlorine cloud had the consequence of clean up fees of 1 million plus.

10. Members Forum or Discussion Topic

·  John Mitchell mentioned that a lot of care homes have poor legionella testing arrangements which were a surprised to him considering that this is a significant risk to older vulnerable people.

·  Andy Wood outlined poor behaviour with contractors and roof works. On one occasion he phoned the HSE, but the works had come down before an investigation could begin. John Mitchell advised that he stopped work with contractors misusing a scaffold at his home, as the scaffolders had been given the wrong number of floor boards for the size of scaffold.

·  Bryony Mitchell again highlighted the award leaflets and that Charles Cole and herself will be accepting any submissions.

The Chairperson extends an invitation to the 199th HHSEG Meeting; taking place on the 22ND November at QinetiQ Portsdown Technology Park PO6 3RU .This will be followed by a presentation entitled Human Factors with Speaker: Joyce Elisha, RyderMarshOCAID.
