Executive summary

Area demographic profile

This information is provided by the Local Development Team and indicates any known changes in the demographic profile in the area. Some of the data may not be statistical but what is known locally from networking with agencies and settings.

Number and ages of children / The overall population of Eastleigh is set to show a 16.1% increase by 2026 from the time of the last census as opposed to 12.3% for Hampshire as a whole. For the period from 2011 – 2014 the population forecasts show a decrease in the 0-2 age range (-3.6%); within the 3-4 age range there appears to be an increase in the first 3 years (2.9%) but then a decrease was shown by 2014; an increase in the 5-7 age range (2.5%), an initial decrease in 2012 followed by year on increases for 8-11 (-0.3%) and a year on decrease in the 12-15 age range (-7.3%).

Housing Developments / New housing has been developed at Dowd’s Farm in Hedge End. A total of 765 units in total, some are affordable housing. This has already resulted in an increase in numbers of children in the area. Building work is well underway at Sirocco Park in Central Eastleigh ward for 312 new homes of which 71 in total will be affordable. This will put more pressure on the childcare market for this area. Plans have also been passed for 1,400 new homes at Borley Green (north of Botley) of which 420 will be affordable plus a further 250 homes to the south-east of Borley Green at Pylands Lane. Eastleigh Borough Council’s Infrastructure Delivery Plan (draft) proposes further housing needs across the borough with the highest concentration being in central Eastleigh, Hedge End, Botley, Bursledon and Chandlers Ford. Other areas include Stoke Park, Fair Oak and Horton Heath.
Eastleigh will also be impacted in relation to both commercial and residential development and the projected substantial employment, to be made available through the implementation of the Solent LEP Strategic Economic plan. See below.

Lone parents claiming benefits (working age group 16 – 64) / The latest information available from February 2014 shows that 530 lone parents (as a statistical group) in Eastleigh were claiming benefits with this being the main reason for claiming a benefit (figure does therefore not include all lone parents). This represented 0.7% of the working age group (Hampshire’s overall figure was 1.0%). The next update is due in November 2014.

Employment profiles and income / Eastleigh’s last NEET figure of July 2014 (not in education, employment or training) for 16-18 year olds stands at 146, 4.21% of this age group. Hants figure for the year 2013 - 14 is shown as 2,260 and 5.5% of the age group.

Availability of places

During this reporting period a full day care provider has closed but very few children were attending the 60 place provision which has amalgamated with another provision under the same management. A new nursery has opened elsewhere resulting in an overall increase in places at this type of provision across the borough. A new provider has opened a holiday playscheme. Two of the pre-school provisions shown above as closures have not resulted in a loss of places as they have either needed to re-register with Ofsted due to a changed management model or in moved premises. One pre-school closed but Services for Young Children are working with Eastleigh Borough Council to appoint a new provider.

EYE take up of 3 year old places is now 94.8% up on the last quarter by 3.1% (and higher than the Hampshire figure of 89%)

EYE take up of 4 year old places is now at 56.6% as most 4 year olds will now be in school. This is however higher than the Hampshire figure for this time of year at 52.5%.

Comment

Busy Bees Pre-school is due to close on 23 October due to sustainability issues (low numbers of children attending). Beehive Day Nursery closed for major refurbishment works on 30/09/14. It is expected to re-open later in 2014. Both settings are yet to resign with Ofsted.

Woodhill School in Chandlers Ford has closed but amalgamated with the other Woodhill School in Botley. This has not had a big impact on places as few children were attending within the early years age range. Parkview Playgroup has changed it’s management model resulting in a new registration with Ofsted and Chamberlayne Pre-school has moved premises and re-registered as Parrywood Pre-school – neither have therefore resulted in the loss of places. Most loss of places has been within the childminding and home childcarers sector however the availability of childminders in these areas is being addressed by the CDC working alongside PACEY to ensure these areas of high demand are being stimulated to increase market provision (see tables with proposed provision and new provision).
