MINUTES OF MEETING

  1. Attendance and Apologies
Chairperson Carol Alexander welcomed those present to the AGM and thanked them for attending. Carol also highlighted that whilst all paperwork had been sent to Leagues to pass on to clubs and was also on the Hampshire website some hard copies were available.

There were 19 in attendance of which 17 representatives were eligible to vote
At the 2011 AGM there were 28 in attendance including 19 representatives eligible to vote.

2. Appointment of Tellers
Barbara Snow and Emily Loftus were appointed as voting tellers as they were non voters.
3. Minutes of AGM 2011
The minutes of the 2011 AGM were proposed as a true record by Barbara Mellish and seconded by Jane Tunney. The vote was unanimous and Carol Alexander duly signed the minutes as a true record. / Carol signed the 2011 minutes

There were no matters arising.
  1. Hampshire Netball Association AGM Report 2012
The report had previously been circulated and hard copies were available. Carol gave attendees some time to review the report before asking for any questions.
There were no questions.
  1. Emily Loftus - Netball Development Officer Report
Emily delivered a brief outline of what has been happening in Hampshire over the last year (June 2011 – June 2012).
Back to Netball: Over the past year there has been 9x Back to Netball programmes, which is more than last year. With a total of 147 participants getting Back to Netball. The programmes took place in Portsmouth, Southampton, Romsey, Basingstoke and Eastleigh. New projects are now being organised for over the summer and the start of the season.
There is also the opportunity to link again with the Race for Life (Cancer Research UK is England Netball official charity), to promote Back to Netball sessions at the events. In Hampshire there are Race for Life events in Basingstoke, Portsmouth, Southampton and Winchester. Emily will attend the Portsmouth Race for Life to promote the programmes and Back to Netball. The new Netball Development Community Coach for Southampton, Debbie Laycock will be running various sessions in and around Southampton and looking to attend the Southampton Race for Life. A summer Back to Netball Festival is planned for July.
CAPS: One new club gained Bronze CAPS: Gosport Gators. Two clubs gaining Silver CAPS: Dreams and Swan Centre. Currently 1 club has handed in their folder to be assessed, 4 CAPS clubs are going through their 4year accreditation and 2 clubs are working towards CAPS. In turn, these clubs have helped create 4 new school club links in Hampshire.
Competitions: This year 4 successful County school competitions have happened, the under 12, under 14, under 16 and under 19, as well as a County MLD festival. Netball is involved in the County School Games with the High 5 County Final on June 15th in Aldershot. Netball will also continue to be involved in the Hampshire Games on June 16th.
Awards: At the 2011 Goalden Globes, Hampshire had two Regional winners. Sarah Wakeman won the Mary Bullock Administrator Award and Emma Hoare won Young Netball Volunteer. At the Sport Hampshire and IOW awards from 14 nominations there were 5 Hampshire Netballers shortlisted: Julie Osborne and Barbara Snow: Performance Coach, Havant White: Senior Team, Jade Traynor: Junior Volunteer and Angie Osborne: Service to Sport. Julie Osborne won Participation Coach of the Year. Hampshire Netball Association also held their own awards in April. With the County winners automatically being put forward to the South Region Goalden Globe nominations. The winners included:

Academy: The Hampshire Academy ran from October to March based at Winchester University, which was more central to the County. The trials were in September / October in Basingstoke. At the trials, around 151 players trialled for both the under 14 and under 16 Academies. With 20 girls chosen for each age group. The Academy finished with the Regional Academy Festival, held at Kingsmead Netball Centre, High Wycombe. From the festivals the Academy players were scouted to move to the next step of the Excel pathway. The scouts picked 12 players from the under 14 squad and 8 from the under 16 squad. Plans have started for next year, having already booked Russell Howard Netball Centre in Basingstoke for the trials which will be happening this year on July 7th and July 8th. Winchester University will be used as the venue for the Academy sessions. The Academy will start from mid-September, with the under 16’s having a 17 week programme and the under 14’s having a 10 week programme.
U12 Coaching Session: The coaching evening is happening again, with players from the County under 12 school competition being scouted to attend an under 12 coaching session in July. 22 players have been chosen to attend on July 5th. This session will give the players their first taste of what the Hampshire Netball Academies are like, should they want to progress further.
Umpiring: Throughout the season there were 2 Beginner and 3 ‘C 'Award courses offered through Hampshire Netball Association. More courses will be offered from September onwards. The next Youth Umpiring Orientation workshop will be held on July 12th at Perins School, Alresford.
Coaching: There have been a couple of England Netball Coaching Workshops over the year including Winning The Ball. All the workshops across the South Region can be found on the Netball South website. Other workshops will be coming out soon!
There is also the Hampshire Coaching Forum happening on July 4th at Winchester Rugby Club.
Carol gave thanks to Emily, she said Emily does far more than is on her job description and handed over flowers as a thank you.

Time was given to read the balance sheet, which the treasurer for the year Bill Alexander had prepared. Kayleigh Wilcox has now completed her year out and will return to the role.

Notes on Accounts
Again, this year the accounts look healthy going forward into 2012 t0 2013. Overall income exceeded expenditure.
1.Affiliations – increased by £552.00 compared with 2011-2012
2.Academies – Expenditure exceeded income by £1,490.02
3.Umpire courses plan for all courses to break even – slight overspend.
4.£3,000 received and to spent on officials’ development – number of umpires attending courses to be reduced to provide more appropriate experience. Thus in 2012-2013 this will subsidise officiating courses.
5.Bursaries - £3,605 still to pay out – courses and mentoring.
6.£1,950 expenses paid out since 30 April 2012.
7.Additional affiliations received since accounts closed - £204.
For 2012 to 2013, recommend that Hampshire affiliations remain the same for the following reasons:
•Set up of Hampshire Junior League;
•Updates to web site;
•Uncertainty re England Netball Whole Sport Plan around funding to support Netball Development Officers. Impact of current economic climate and the funding of sport post Olympics.
•Economic climate supporting grants to voluntary bodies. Many local authorities have reduced their levels of funding and focussing on other key priority areas due to their reduced budgets.
•Awards Evening looking to extend for next year as this was seen as a huge success by all attendees.
The accounts were again audited by Leanne Webb at year end April 2012

Q. Margaret Mann asked if there could be a level 2 in Hampshire
A. Emily Loftus replied that these were organised by Region but she would ask Tracey at the Regional office.
Q. Margaret also asked for courses not to clash with regional Paying dates.
A. Carol confirmed there was agreement that these dates should be taken into account

Full details on EN website. New system to affiliate on line from 2nd July using MyNet. Detail forwarded to leagues to send to clubs and on HNA site.
England Netball fees for 2012-13
•Adults £24.20 minimum of 10
•18 and under £ 15.20
•14 and Under £8.00
•11 and under £5.00
•No Youth Clubs
•YPG same fees as above but can include 2 nominated non playing over 18 leaders. Encourage to affiliate as a club.
•Colleges/Universities £163.80
•Middle/Secondary School - £24.80
•Junior/Primary school - free
There will also be a social member/ non player/umpire £12.70 which will include administrators and parents
Hampshire fees
Affiliation fees for 12/13 would remain as last year.
£6.00 Hampshire fee per adult with minimum 10 per team (£60)
£3.00 per junior under 18 with minimum 10 per team (£30)
Second claim no fee but must register. However if out of Hampshire must pay the appropriate individual/team Hampshire fee.
£2.00 South region fee per adult and junior (subject to confirmation South AGM 16/6/11)
All England fee as per website.

Proposed by Kayleigh Wilcox seconded by Sue Baldwin and unanimously agreed.
Age on being 18 – Vote
Following discussion and to remain in line with England Netball, it was proposed by Elly Moore and seconded by Alyson Bradley, then unanimously agreed that if under 18 on 1st September the person is deemed to be under 18 for the whole netball year.
9. Constitution amendments
There was one proposal, regarding section 6 in relation to League Representatives on Hampshire Committee as often Leagues have not decided their named representative for the Hampshire Committee before the Hampshire AGM. It was proposed that the local committee was removed and replaced by views sought from local representatives who will have voting rights. This would allow the Leagues to have more flexibility in who attended the Hampshire Committee.

Proposed by Carol Alexander, seconded by Miranda Richie and unanimously agreed.
10.Election of Committee
Carol thanked all the committee for the work undertaken over the year.
Carol acknowledged all the work undertaken by Jo Cridland who has done an excellent job as the schools representative and Kim Simmons who has been involved with umpiring in Hampshire since 1993. Both are standing down. Carol hoped that Jo would still be available to help out as a co-opted member of the committee. Mandy Gerrard is also stepping down at Southampton representative
Carol said that Kayleigh Wilcox was willing to return to the role of Treasurer and thanked Bill for stepping in to cover the role. Rachel Clarkson has applied to take over the Schools Representative role.
In the absence of the Hampshire President, Carol read out the names of those willing to stand. The committee could be voted as a whole as only one name per post.
